1 Context

Te Kōhanga Reo o Te Whānau Pani ki Wharekāhika is located in Wharekāhika near the East Cape. After the 2015 amalgamation of the two separate sites, the whānau have established the combined kōhanga reo on Hinemaurea Marae. The whānau have three Tohu Whakapakari holders and strong kuia support. Te reo and tikanga Māori is a whānau priority.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children are confident and have positive relationships with their peers and wider whānau.

Ngā Taumata Whakahirahira

He ao ako e angiangi ki ngā pakitara o te whare.

Children are learning about their role as tangata whenua. Kaimahi ensure they are involved in all hui on the marae. Children observe Ngāti Porou tikanga during these times. Kuia and kaumātua are regular visitors to the kōhanga reo. Children have a good understanding of their whakapapa connections to their old people. Children are supported to share their pepeha. They learn waiata specific to their iwi and hapū. The kaiako use resources from the local environment to develop children’s understanding of their whenua, moana and ngahere. Wall displays support children to learn the names of hapū icons and areas of cultural significance. Children are coming to understand who they are and where they are from.

Children relate well to others. The kaiako displays passion for teaching children. Her voice is gentle and calm. Children experience an environment where humility and manaakitanga are embedded into life at the kōhanga reo. The whānau model caring relationships with others and show a genuine love for the children. The kaiako uses positive ways to manage children’s behaviour. She uses a variety of strategies to encourage children to work with one another. This includes fostering strong tuakana teina relationships. Children respond well to this. The older children interact positively with their teina. Children are learning about their place as mokopuna in the kōhanga reo. Children are developing positive relationships with others.

Koni ahi, noninoni

Children communicate well with others. They hear Ngāti Porou language across all aspects of the learning programme. Kuia, kaumātua and kaimahi model correct dialect to build on children’s understanding and knowledge of the home language. Kaimahi use simple strategies to support language development. These include waiata, reading books, questions, karakia, hīmene, instructions and describing words. Children are continuously encouraged to speak te reo Māori. The use of te reo Māori by older children consists mostly of single words and short phrases. Babies show their understanding of what is being said through their facial expressions and body language. Children are emergent learners of te reo Māori.

He reo ngao, he reo ū, he reo kia ora.

Children interact well with their learning environment. This encompasses the marae, seaside, land and forests of their community. They experience enjoyment in their learning and planned activities. The whānau provides resources and play equipment to foster learning opportunities. Children happily and freely explore their surroundings and readily access learning resources. They are encouraged to pursue their interests. Children love to interact with others as they learn. Children confidently explore alongside others.

Planning and Evaluation

Whānau manage the kōhanga reo adequately. The kaiako and whānau plan the learning programme together. These guide the implementation of the learning programme. Children enjoy a learning programme that is well planned and managed. Whānau hui are well attended. Financial reporting is consistent. A deliberate approach to succession planning has resulted in three whānau having completed Whakapakari training. Kaimahi employment documentation is in place and stored on file. Whānau have a planned maintenance schedule to ensure the safety of children is attended to. Strategic and annual plans are in place. These identify both long term priorities and key aspects of operations that require attention. Whānau make good decisions in the interests of the children.

Key Next Steps

Self-review requires strengthening. Whānau have not reviewed the charter or policies since the amalgamation of the two kōhanga reo. Current documentation does not reflect recent legislation changes. Some whānau do not clearly understand their roles and responsibilities. It is time for whānau to consider ways to improve their understanding of how they can best contribute to the management of the kōhanga reo. Monitoring of children’s learning and progress requires attention. Although profile books are used to show what children have done, progress of learning is not recorded. Programme evaluation is in the early stages of development. It is difficult to monitor any improvements that have been made to the programme. Low roll numbers have put pressure on the kōhanga reo finances and future viability. Limited finance hinders the ability of the whānau to achieve their goals and aspirations. Whānau have not developed strategies to increase the roll.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO did not identify any areas of non-compliance during the review.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Review the charter and policies
  • Strengthen assessment and evaluation practices
  • Implement a strategy to increase the roll.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whānau Pani ki Wharekāhika will be in three years.

1 Context

Te Kōhanga Reo o Te Whānau Pani is in Wharekahika, Hicks Bay. It is located at the northern boundary of Ngāti Porou. This coastal town is rich in history and is surrounded by bush, sea and land. Children and whānau live near or in Wharekahika and have whakapapa connections to this area.

The kōhanga reo began as two separate services. In 2012, the kōhanga reo joined but continued to operate from two sites. The building for the younger children is on iwi land and the older children are close by at the well known, Hinemaurea Marae. This year, the whānau decided to combine the two kōhanga reo.

The two previous ERO reports of 2012 identified several positive developments. These included te reo Māori, whanaungatanga, exploratory play, whānau management, programme planning and assessment. Programme evaluation was suggested as an area for development.

2 The Review Findings

How well do children know about who they are and where they are from?

Children have a developing knowledge of who they are and where they come from.

Ngā Taumata Whakahirahira

Children have a strong sense of belonging and identity. They visit significant places throughout the Wharekahika area where they observe and learn about the natural and physical environments. Children learn their pepeha and connections to Ngāti Porou. Children are comfortable in their local environment.

Children experience warm and loving interactions and relationships. They have regular encounters with a range of people at the marae and in the wider community. Children interact confidently with each other and the wider community. Children display aroha, manaaki and āwhina.

Children have access to a range of interesting learning resources. These resources reflect te ao Māori, are suitable for a range of ages and abilities. Children have a growing interest in books and they enjoy being read to. There are opportunities and resources that promote physical play outdoors. Children engage in sustained periods of play and exploration.

Children are immersed in te reo Māori. Most staff and whānau use te reo Māori with children and each other. Children hear te reo Māori during waiata, storytelling, karakia, hīmene, pepeha and kori tinana. They hear te reo specific to their hapū and iwi. Children talk about their interests with staff. Children are beginning to recognise and use basic and familiar language functions.

Planning and Evaluation

The whānau manages the kōhanga reo well. Whānau make sound decisions about the management of the kōhanga reo and its future direction. There are clear processes and systems for day to day operations. Review, reflection and reporting occur for financial management, health and safety, kura reo, strategic priorities and administration. The charter has been reviewed and reflects the aspirations of this combined whānau group. Children are provided with a well managed kōhanga reo.

Programme planning guides the implementation of the learning programme. Plans are based on the seasons of the year and include annual, term, monthly and weekly guidelines. Learning goals and expected outcomes for children are included in these plans. Building children’s identity and sense of belonging is evident in programme planning and implementation.

Key Next Steps

Staff do not regularly review the quality of the learning programme. There is insufficient review of learning activities and resources, the environment, and the management of daily routines.

The purpose of assessment is not well understood. While staff members collect and present a range of information about children’s progress and development this information is not used to plan purposefully for individual learning.

Some aspects of whānau management need to be reviewed. The whānau and staff should focus on appraisals and the completion of the budget. These should become priorities as they have a direct impact on children’s learning and wellbeing.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
