The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Awatea Hou is in the township of Flaxmere. Kaimahi and whānau have whakapapa connections to one another and are long serving members of the kōhanga reo.
3 Evaluation Focus
How well do mokopuna express their understanding of te reo and tikanga Māori?
Mokopuna confidently demonstrate their knowledge and understanding of te reo Māori and tikanga Māori throughout their learning experiences.
4 Findings
Mokopuna learn in an environment where te reo Māori is prioritised. Kaimahi are fluent speakers and strong te reo Māori language models. They use effective approaches to encourage mokopuna to explore language and enhance communication skills. Tuākana effortlessly use te reo Māori to express themselves in both formal settings and spontaneous ways. Open ended questions and a range of oriori, waiata, karakia, instructions, and repetition are integrated into the learning programme to build mokopuna vocabulary. Pēpi and teina use hand actions, facial expressions and sounds to demonstrate their understanding. Mokopuna actively participate in practices of wero, karanga, whaikōrero, mōteatea, hariru and hongi. Through this, mokopuna acquire an understanding of tikanga, kawa and their role as tangata whenua. Mokopuna understanding of their whakapapa and tūrangawaewae connections is enhanced through the practice of reciting their pepeha. These deliberate opportunities embrace the uniqueness of each mokopuna fostering their active participation and valuable contribution. Mokopuna display confidence to communicate in te reo Māori.
The learning environment is colourful, vibrant, and welcoming. Mokopuna are familiar with their learning spaces and the associated tikanga for each area. They easily access a wide variety of resources that captivates their interests and inspires their learning experiences. The tikanga of manaakitanga and aroha underpin all interactions in the learning programme. Kaimahi constantly praise mokopuna for their successes and achievements. Mokopuna are engaged learners of mātauranga Māori.
Programme planning, mokopuna assessment and programme evaluation are well established. Kaimahi have a well-planned and organised approach to mokopuna learning. There are clear links to Te Whāriki a te Kōhanga Reo. Year, term and weekly plans provide information about kaupapa ako, resourcing and identifying learning outcomes to guide the implementation of the learning programme. Activities appropriate to each age group are identified. Aromatawai feature mokopuna learning and progress over time. The growth and development of each mokopuna is recorded in kōnae mokopuna books. These are shared with whānau who have opportunities to comment and provide feedback on mokopuna progress. Regular reflection is used to monitor the effectiveness of the learning programme. Kaimahi identify what is working well and what could be improved and make positive changes that respond to mokopuna needs. Mokopuna engage in a stimulating learning programme that fosters and nurtures mātauranga Māori.
Whānau have efficient systems in place to manage the kōhanga reo operations. Regular hui are held and well attended. Minutes are detailed and informative. Regular updates include finances, staffing, employment obligations and whānau commitment to the kaupapa. Core health and safety policies and procedures are in place and provides clear guidance for kaimahi and whānau. Emergency evacuations are carried out and registers are complete to ensure mokopuna health and safety is prioritised. Mokopuna benefit from informed decision making.
Sustainability for the kōhanga reo is planned for. The strategic plan is informed by Te Ara Tūāpae and includes the vision and aspirations whānau hold for mokopuna. An action plan identifies priorities and ensures future continuity. The annual plan is well set out under Ngā Pou Matua o Te Kōhanga Reo and outlines overall operational and administrative tasks and their completion timelines. Employment matters are managed appropriately. Employment documentation includes employment agreements, position descriptions and verified kaimahi safety checks. Mokopuna learning and overall wellbeing are promoted through collective whānau whakahaere practices.
Key Next Steps
While whānau have a robust Child Protection policy in place, they have identified wānanga they will attend to enhance awareness and understanding about the Children’s Act 2014. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.
Another area of development identified by whānau is to continue the wānanga they hold to enhance whānau understanding of their roles and responsibilities and Te Kaupapa o te Kōhanga Reo. ERO supports this approach to further increase whānau development, helping to achieve the aspirations for their mokopuna, hapū and iwi.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation that whānau and kaimahi continue to build their understanding and practice of the policy and processes for the Children’s Act 2014.

1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Awatea Hou is in the township of Flaxmere. Whānau have expressed that they appreciate the care and love mokopuna receive. The kōhanga reo have well established relationships with the community. The kōhanga reo has a positive reporting history with ERO.
3 Evaluation Focus
How well do mokopuna demonstrate manaakitanga?
Mokopuna openly demonstrate manaakitanga in their relationships with each other and with adults.
4 Findings
Mokopuna are supported to learn and confidently practice manaakitanga. Whānau identified manaakitanga as a strength in the kōhanga reo and the way in which mokopuna continually show their care and love for each other. Kaimahi role model expected ways of enacting tikanga and kawa guiding mokopuna in their learning and their enactment of manaakitanga, such as when welcoming manuhiri, reciting pepehā or in their interactions with others. Mokopuna are developing positive and affirming relationships.
Mokopuna use te reo Māori to communicate care and respect with each other and with kaimahi. Mokopuna are very vocal and te reo Māori flows naturally throughout the day. They willingly try new kupu and support their friends to have a go. Kaimahi recognise that mokopuna are more likely to develop te reo Māori further through their play. Kaimahi use simple strategies to build mokopuna knowledge, understanding and enjoyment of te reo. They make learning fun and encourage mokopuna to try with praise and hugs. Mokopuna are developing useful skills to communicate concepts of manaakitanga through te reo Māori.
Mokopuna learning needs are well understood by kaimahi. They meet regularly to plan and reflect on the weekly programme so mokopuna can progress in their learning. Whānau receive very good information about their children’s learning in a variety of ways. Programme planning is well displayed and includes feedback from whānau who are encouraged to contribute to mokopuna learning. Kaimahi discussions about planning and assessment are well-documented. Mokopuna enjoy their learning.
The safety and wellbeing of mokopuna is a priority for the whānau. They have rigorous systems in place to ensure policies are renewed and are up to date with current legislation. Health and safety practices are well-embedded in the kōhanga reo routines so that mokopuna, visitors and whānau are safe and supported. Whānau feel they can contribute to making decisions to support mokopuna and kaimahi and maintain good levels of attendance at whānau hui. Long term goals are in place to ensure the future direction and development of the kōhanga reo. Progress towards meeting the goals are reported, discussed and recorded at each whānau meeting. Personnel files and appraisal processes are efficiently managed and inform professional practice discussions and future training opportunities for kaimahi. Mokopuna safety and wellbeing is well managed.
Key Next Steps
Kaimahi require support to strengthen their use of evaluation to inform their planning of the learning programme. This process should incorporate discussions and other information, such as from whānau, about what is and what isn’t working for mokopuna in the programme. Mokopuna learning can be further enhanced.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, the whānau must ensure:
- establish a process to evaluate and record the effectiveness of the learning programme. [Regulation 43 Education (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008].
6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:
- whānau continue to work with the District Office for support to address concern outlined in this report.

How well do children show confidence as learners?
Older children are confident when leading aspects of the formal parts of the programme. They are capable and engaged learners. Babies are secure as they are join with older children in an integrated programme.
Ngā Taumata Whakahirahira
Children are immersed in a rich te reo Māori environment. Tuakana model te reo Māori competently to their teina. They stand and recite their pepeha with confidence. Children hear adults speaking te reo Māori consistently. Waiata Māori play constantly while children work and they hear stories and share books in te reo Māori. Children are well supported as emerging speakers of te reo Māori.
Children receive interactive experiences that promote learning. They have access to high quality resources both indoors and outdoors. The outdoor play area has recently been refurbished. Children are physically challenged as they interact and engage with a range of appropriate resources . Children go on haerenga both locally and nationally to support current kaupapa. Whānau play a supportive role to ensure these haerenga take place. Children benefit from learning in a range of positive environments.
Children experience positive interactions on a daily basis. They are happy and experience aroha and manaaki in their relationships. They interact well with each other and adults. Kaimahi encourage and support children to take leadership opportunities. Children learn in a stable and secure environment.
Children take responsibility and care for their kōhanga reo. Children learn about protocols such as karakia and why they are practised. Routines are well established and familiar to children. Children are confident in their roles as leaders of the kōhanga reo.
Planning and Evaluation
Kaimahi plan age appropriate learning activities for children. There are clear processes for planning and monitoring the programme. Kaimahi provide interesting kaupapa that are based on children’s interests and learning needs. Whānau contribute to the programme planning by giving feedback at whānau hui. All kaimahi work well together and have opportunities to lead as kaiako. This provides stability and succession planning for the future. Children enjoy quality learning opportunities.
Children’s learning is captured, monitored and shared with whānau. Whānau receive weekly samples of their artwork, photos, writing and stories in each child’s portfolio. Children’s artwork is also regularly displayed at kōhanga reo. Children’s learning and progress is well reported.
Whānau management of the kōhanga reo has ensured the holistic needs of children are met. The whānau have developed a strategic plan which reinforces their vision and specific priorities moving forward. Whānau are proactive and committed to uphold the kaupapa of kōhanga reo. Whānau management implements efficient and effective operational systems. Self-review occurs across a range of kaupapa. Children are at the heart of all kōhanga reo decision making.
Key Next Steps
Kaimahi informally evaluate the effectiveness of the learning programme for children. While kaimahi discuss and know from experience what works well at kōhanga reo these discussions are not documented to ensure effective evaluation takes place. There is no record of progress made and what has worked well for children. Children do not benefit from well evaluated programmes that support their learning.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- Strengthen evaluation practices.
