1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Waitakaro, formerly known as Te Kōhanga Reo o Whakarua, is based at Te Kura o Hiruharama in Ruatōria. Whānau and kaimahi have whakapapa links to Ngāti Porou. There are key whānau whakahaere positions that are vacant and Te Kōhanga Reo National Trust (TKRNT) manages financial matters. 

3 Evaluation Focus

How well do mokopuna show their understanding of identity through te reo and tikanga Māori

Mokopuna confidently demonstrate their understanding of who they are and where they are from.

4 Findings 

Hiruharamatanga and Ngāti Poroutanga are at the heart of the learning programme. Te reo and tikanga Māori, pepehā, karakia, mihimihi, wall displays and waiata reinforce mokopuna identity. Kaimahi provide mokopuna with opportunities to practice, lead and express their knowledge in a supportive environment.  A variety of effective teaching strategies stimulate and extend mokopuna interests, capabilities, and learning needs. Kaimahi model strong te reo Māori. They use a variety of questions to engage mokopuna, use stimulating resources effectively, and provide differential learning programmes. Mokopuna learn in a rich literacy and numeracy environment where mokopuna knowledge and skills are developed, in preparation for kura. Pēpi and tēina are supported to use non-verbal communication to demonstrate their understanding. Rrelationships and positive interactions are strong, trusting and loving. Mokopuna are happy and caring towards each other in their kōhanga reo.  

The learning programme focuses on strengthening te reo and tikanga Māori. Planning is collaborative, deliberate and thematic with an emphasis on kaupapa that link to their taiao. Kaimahi utilise a range of effective teaching strategies and resources to support and guide learning. Engaging and challenging experiences develop and extend mokopuna learning. Assessment informs next step planning for mokopuna progress. Assessment practices captures what mokopuna achieve as part of groups and individually, this is shared with whānau formally and informally. Whānau know how their tamariki are doing and can access this information easily. Programme evaluation informs changes to the learning programme. Kaimahi are always looking for ways to develop the learning programme to improve mokopuna learning experiences, social skills and cultural development. Mokopuna are successful learners.

Whānau aspire for learning that affirms their Ngāti Porou and Hiruharama connections. Informed whānau decision making supports successful, positive and safe outcomes for mokopuna. Current policies and procedures provide clear guidance for whānau assuring the health, safety and wellbeing of mokopuna. Whānau participate actively in the kōhanga by attending hui and visiting the kōhanga reo daily. Hui minutes document whānau management. This includes discussions around staffing, property, learning aspirations and the development of rich learning opportunities. Kaimahi report to whānau about the learning programme. Mokopuna wellbeing and safety is prioritised. 

Key Next Steps

Whilst whānau have made progress in areas of whānau whakahaere, there are some areas of further development that whānau are working towards. 

This includes developing an understanding of roles and responsibilities and filling key whānau whakahaere vacancies. There is a need for a policy review schedule and an annual plan to provide clarity and ensure necessary administrative tasks are completed. There is need for whānau to gain financial autonomy and build financial capability. 

An appraisal system is required to develop and support kaimahi and align professional development to strengthen practise and respond to the needs of mokopuna. Mokopuna thrive when they are focus of internal evaluation.

5 Kōhanga Whānau Assurance on Legal Requirements

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements they must: 

  • establish and implement an appraisal system for kaimahi.
    [Regulation 47 Education (Early Childhood Services) Regulations 2008, (GMA7) Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008].

6 Recommendation

ERO and the whānau of Te Kōhanga Reo o Waitakaro recommends that a plan be developed with TKRNT to address the key next steps outlined in this report.

2 Context

Te Kōhanga Reo o Waitakaro was originally Te Kōhanga Reo o Whakarua which was in Ruatōrea. It is now based at Te Kura o Hiruharama. The whānau have adopted the name of Waitakaro from the stream that runs near the kōhanga reo. Whānau have fulfilled relicensing requirements for new kōhanga reo buildings to achieve full licensing status.

3 Evaluation Focus

To what extent do mokopuna experience positive learning outcomes?

Mokopuna experience an environment that enables them to be curious and active learners.

4 Findings

Te Reo Māori

Mokopuna experience an environment where te reo Māori is a priority. Whānau aspire for the mokopuna to become fluent speakers and kaikōrero and kaikaranga on the marae. Mokopuna, kaimahi and whānau are developing their knowledge of a local waiata that carries significant historical, cultural and language knowledge of the rohe. Kaimahi model the importance of speaking te reo Māori at the kōhanga reo and at home. They engage with the mokopuna in a variety of ways through karakia, pepeha, waiata, haka, pao and rotarota. Kaimahi continually kōrero te reo Māori as mokopuna explore and learn. Babies show their understanding of te reo Māori through actions and facial expressions. Phrases and story books are sent home to increase te reo in homes for mokopuna and whānau. Mokopuna are developing as speakers of te reo Māori.

Whānau whakahaere

Mokopuna learning, health and well-being are at the heart of whānau whakahaere. Whānau meet regularly to make important decisions around operations and practice. These are well documented. The charter has been updated to take into consideration the new premises. Health and safety policies and procedures have been updated to align with current regulations. The strategic plan is in place and is discussed during whānau hui. Whānau continue to work their way through the long-term priorities and processes to realise their goals. The annual plan provides a means for whānau to monitor key operational activities across the year. Personnel management is in place. Appraisal processes have improved. These are detailed and have identified learning goals for kaimahi. Programme evaluation and assessment practices inform planning decisions. Emergency drills are regularly conducted and documented. Mokopuna enjoy an environment where their wellbeing is a priority. Internal evaluation is developing.

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation: 

  • that whānau continue to maintain, monitor and improve their operations and practices to further benefit the mokopuna.

1 Context

Te Kōhanga Reo o Whakarua is located at Whakarua Park in Ruatōrea. The kōhanga reo has a close relationship with Hiruhārama School. Most of the children attend the rumaki unit at the school. The whānau and kaimahi are young and are committed to the education of their children.

2 The Evaluation Findings

How well do children show they are comfortable in their kōhanga reo?

Children show they are very comfortable in their kōhanga reo.

Ngā Taumata Whakahirahira

Children have established meaningful relationships with peers and kaimahi. Kaimahi respond well to the emotional and physical needs of the children. The older children are mindful of babies. They carry out their roles as tuākana with care. Kaimahi praise children for sharing. Children are considerate of their peers and work well with others. Children initiate contact with visitors to the kōhanga reo. They are confident in themselves as learners. Children are contented in their relationships with others.

Children use a range of resources as learners. Kaimahi provide children with opportunities to follow their interests. Children are engaged in learning for sustained periods of time. There are opportunities for children to explore the physical environment. Children are familiar with the learning programme and transition smoothly between activities and routines. Kaimahi provide a consistent and regular programme. Children are growing in their confidence as learners.

Key Next Steps

The consistent use of te reo Māori within the kōhanga reo is developing. Kaimahi speak te reo Māori most of the time. Children continuously speak English. It is important that the whānau seek strategies to maintain an immersion environment within the kōhanga reo at all times. ERO recommends also that whānau consider ways to strengthen their capacity and capabilities to grow their knowledge and use of te reo Māori. Children need support to become speakers of te reo Māori.

Planning and Evaluation

The kaimahi and administrator are critical to the management of the kōhanga reo. Kaimahi have planning and assessment processes in place that are adequate. Planning documents include the necessary elements to guide the implementation of the learning programme. Assessments are based on observations which identify learning that is important to the children. The whānau are informed of their children’s learning.

Key Next Steps

Whānau management of the kōhanga reo operations requires attention. The whānau do not fully understand their roles and responsibilities as guardians of the kaupapa of kōhanga reo. They have not established a process of self review to ensure that key aspects of operations are monitored regularly.

There is no clear process in place to evaluate the effectiveness of the learning programme. Kaimahi minutes and kaiako reporting do not indicate what has worked and what changes are required to improve the quality of the programme for children. Children would benefit from practice that seeks to cater for their unique learning styles.

Currently the charter does not include any historical overview of the establishment of the kōhanga reo. It does not make reference to Ngā Pou E Whā. While there are policy procedures in place, these do not align to current legislation, including the Vulnerable Children’s Act 2014. This is a priority that requires urgent action. The whānau must ensure that emergency evacuation plans related to earthquake and tsunami are carried out regularly. Children’s safety is compromised by the absence of these processes.

The whānau do not have a strategic plan to ensure the kōhanga reo will be sustained into the future. While the whānau have aspirations for the kōhanga reo, there is no action plan to assist them to realise their dreams. It is also important that whānau understand the purpose of an annual plan to ensure all operational matters are attended to in a timely and efficient manner.

Personnel matters require attention. While kaimahi have in place job descriptions and employment contracts, appraisals have not been carried out. In order for kaimahi to access professional support that is relevant to their work, appraisals must be completed. The quality of kaimahi practice would be enhanced through ongoing appraisals.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of practice for children

  • review and update policies and procedures to ensure that appropriate child protection requirements met and maintained
