1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Poukawa ki Kahuranaki is situated in the settlement of Te Hauke at Te Marae o Kahuranaki. It was the first kōhanga established in Heretaunga. Whānau aspirations to rebuild the kōhanga are coming to fruition and at the time of the review the kōhanga was preparing for the rebuild.
3 Evaluation Focus
How well do mokopuna express their understanding of identity and belonging?
Mokopuna are well supported to develop their understanding of their tūākiritanga as mokopuna of Kahuranaki.
4 Findings
Mokopuna are immersed in an environment where whakapapa, manaakitanga and whanaungatanga are valued. Mokopuna are immersed in their Kahuranakitanga. Mokopuna are surrounded by kaimahi and peers who connect to Kahuranaki Marae and Kahungunu whānui. Whānau actively support and participate at marae events and mokopuna develop and strengthen their understanding of their role as tangata whenua. Kaimahi provide opportunities for mokopuna to explore the whenua and the marae as part of their daily learning. They continuously and naturally expose mokopuna to names of local landmarks, waka, hapū and iwi connections. Mokopuna experience an environment where te reo Māori is modelled and encouraged. Mokopuna enthusiastically recite karakia, waiata and pepeha pertaining to Kahuranaki Marae. Kaimahi use strategies to increase mokopuna oral language including repetition, kupu hou, and reciprocation of conversation. Mokopuna know routines well and they transition throughout their programme with ease. Kaimahi utilise a variety of strategies that stimulate and extend mokopuna. They are enthusiastic, encouraging and celebrate mokopuna efforts. As a result of this, mokopuna interact well with their peers and kaimahi. Lessons and activities are modified to meet mokopuna needs and interests and kaimahi promote leadership opportunities for mokopuna across the learning programme which includes tikanga and kawa. Mokopuna are developing well in their understanding of who they are and who they belong to.
The mahere ako provides clear guidance to deliver the kaupapa over the term. Learning experiences intentionally tie mokopuna to their whenua, maunga, marae, waka and iwi through putaiao, pānui pukapuka, tuhituhi and language developmental activities. Mokopuna experience a programme that nurtures their identity and reflects their needs and interests.
Whanau aspire to provide a quality kohanga experience for their mokopuna. They meet regularly to discuss kōhanga general business and are collectively working together on the rebuild. Te Ara Tūapae lays out the clear aspirations of the whānau to develop and improve, te reo Māori, whānau engagement and kaimahi skills and knowledge. The strategic plan reflects Te Ara Tūāpae and shows evidence of the areas they have successfully implemented. The annual plan is in place and ensures all key areas are tracked and managed in a timely way. Whānau ensure all administrative practices are sound. Whānau recently attended training about child protection, and prioritise mokopuna safety by ensuring good processes are in place for recognising, reporting and recording concerns of abuse. Mokopuna health and wellbeing is at the centre of whānau whakahaere practices.
Key Next Steps
Programme evaluation needs improvement. Kaimahi meet regularly to discuss mokopuna interaction and progress, however, these discussions are not documented. There is a need to record programme evaluation to identify areas of success, challenges and possible improvements in the learning programme. Mokopuna learning is enhanced when learning programmes are evaluated.
Mokopuna kōnae requires attention. Whilst kaimahi collect mokopuna learning in kōnae, developing this to include mokopuna progress and next steps will allow whānau to have a clear picture of mokopuna learning. Mokopuna thrive when their learning is clearly recorded and shared with whānau.
Appraisals for kaimahi incomplete. Whānau have conducted some kaimahi appraisals, but not all. The remaining appraisals for kaimahi need to be done to further support kaimahi in their roles. Mokopuna benefit when kaimahi are supported in their roles.
Emergency planning needs addressing. Currently, mokopuna are not getting sufficient practice to know what to do during evacuations and lockdown drills. Emergency evacuation and lockdown drills must be conducted in a planned way to prepare mokopuna, whānau and kaimahi, if disasters strike. In the event of an emergency, whānau safety cannot be guaranteed.
Health and safety recording must be consistent. It is imperative that the recording of incidents and accidents is implemented and that these accidents and incidents are monitored. Mokopuna welfare and safety may be compromised.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements they must:
- ensure that education and care familiar with relevant emergency drills is carried out at least three-monthly basis and recorded appropriately.

6 Recommendation
ERO recommend that the whānau of Te Kōhanga Reo o Poukawa ki Kahuranaki continue to work alongside Te Kōhanga Reo National Trust to action next steps and areas of non-compliances in this report.

Te Kōhanga Reo o Poukawa ki Kahurānaki is located south of Hastings in the settlement of Te Hauke. It is situated within Te Marae o Kahurānaki. The Kōhanga Reo will soon celebrate their 40th anniversary and a rebuild on their current site.
3 Evaluation Focus
How well do mokopuna show their understanding of te reo Māori?
Mokopuna show they enjoy learning te reo Māori.
4 Findings
Mokopuna learn in an environment where te reo Māori is a priority. Kaimahi use appropriate language strategies to support mokopuna language development. Tuākana are confident to lead karakia and waiata. Mokopuna learn about the structure and purpose of language through pepehā. Kaimahi ensure mokopuna attend events at the marae. Through this, mokopuna are exposed to quality authentic te reo Māori speakers such as kuia and kaumatua who model and use te reo o te kāinga. Mokopuna are well supported as developing speakers of te reo Māori.
Kaimahi planning and assessment is in place. This includes programme content, timelines and links to Te Whāriki a Te Kōhanga Reo. Kaimahi use profile books to monitor learning and progress. Mokopuna benefit from focussed approaches.
Whānau are developing ways in which to manage the kōhanga reo. Whānau hui are regular and well attended. Personnel policy and procedures are managed. Kaimahi have job descriptions and individual employment contracts that are updated and aligned to current legislation. Whānau manage the kōhanga reo in the best interest of the mokopuna.

5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:
- develop, implement and maintain an ongoing process of self-review to help the kōhanga reo maintain and improve the quality of its education and care

Evaluation
Te Kōhanga Reo o Poukawa ki Kahurānaki is on Kahurānaki Marae in Te Hauke, south of Hastings. Children have many opportunities to develop an awareness and understanding of their spiritual and cultural connections to their whenua, hapū and iwi. Children are settled and well cared for in their kōhanga reo.

Te Kōhanga Reo o Poukawa ki Kahurānaki is on Kahurānaki Marae in Te Hauke, a short distance south of Hastings. The marae setting strengthens children’s sense of belonging and identity. Kaumātua and whānau articulate aspirations for children to learn te reo Māori, tikanga Māori and mātauranga Māori pertaining to Kahurānaki and Ngāti Kahungunu. Hapū leadership and influence within the kōhanga reo community is strong and supports the kōhanga reo well.
2 The Review Findings

Children are developing a strong sense of belonging and awareness of their learning environment through te reo and tikanga Māori.
Ngā Taumata Whakahirahira
Children learn spiritual and cultural beliefs, values and practices in the unique setting of their kōhanga reo and marae. Karakia, hīmene, waiata, pepehā and whakapapa nurture children’s sense of wellbeing in meaningful ways. Children regularly take part in marae activities where they learn about tangata whenua and manuhiri roles. The authentic context of the marae and its location allow children to learn about the natural world and physical environment. Children learn about tikanga Māori that relate to each atua. Daily routines help children to develop self-care and self-management. Children are confident and settled.
Children display a strong sense of belonging and identity. They know their kōhanga reo, marae and whānau environment well. Each day, children greet their whare tipuna, te waiū o Poukawa and a significant landmark stone located along the main highway. There are many important sites close to the kōhanga reo to reinforce children’s awareness of ancestral and tribal connections. Kaumātua support children and whānau learning about the significance of mana whenua, their marae, hapū and iwi. Children know who they are and where they come from.
Whanaungatanga supports children’s physical and social competence and awareness of those around them. Interesting and engaging activities allow children to interact and relate to each other in positive and inclusive ways. Children learn alongside each other and make important connections with kaimahi, kaumātua, whānau and others. They take responsibility for their own learning. They are inquisitive and alert. Children are responsive learners.
Children are exposed to te reo and tikanga Māori in the comfortable and homely environment of the kōhanga reo. The marae complex provides an important extension for children’s learning of te reo Māori, tikanga Māori and cultural values and beliefs. Children respond well and show a good understanding and awareness of te reo Māori. Kaumātua are particularly valued for their knowledge and aspirations for mokopuna to learn and maintain te reo and tikanga Māori. Children are well supported as developing speakers of te reo Māori.
Key Next Steps
Kaimahi acknowledge their lack of proficiency in te reo Māori. It is important that all kaimahi commit to increasing their competency in te reo Māori. Children’s learning within the kaupapa of kōhanga reo is dependent on kaiako who are highly capable speakers of te reo Māori.
Planning and Evaluation
Kōhanga reo management is sound. Whānau and kaimahi manage the long and short term operations of the kōhanga reo. Decisions are primarily based on the needs of whānau and kaimahi. Policies, procedures and systems are in place to guide management practices. Monthly hui attend to matters of immediate and long term importance. This includes closely monitoring the financial position of the kōhanga reo.
Kaimahi have a planning system in place. Each kaimahi has a planner where weekly plans and reflections are documented. Whānau purchase resources and equipment and plan kaupapa-related activities and excursions for children.
Key Next Steps
Children’s profile books do not provide sufficient information about children’s learning and progress. Kaimahi are aware of useful strategies they can improve the way they monitor and assess children’s learning and development and how to share this information with parents. It is also important kaimahi and whānau value children’s work by highlighting individual talents and interests through effective assessment practices. Children’s learning and development is not well monitored.
Priorities in whānau strategic and annual plans mainly focus on whānau, property, management, repairs and maintenance. Current targets do not adequately focus on the needs and interests of children. Furthermore, the absence of an annual plan makes it difficult to track, monitor, report and review priorities. Children are not prioritised in strategic planning.
Internal review is clearly based on outcomes for whānau, kaimahi, kōhanga reo management and operations. There is minimal self review information about what is happening for children in the daily programme and where improvements can be made in this area. Whānau only have minutes for five meetings held in 2015. Parents do not actively contribute to management matters, particularly around decision-making. Parent involvement in daily kōhanga reo activities is also limited. Children do not benefit from robust parent involvement in all areas of kōhanga reo management.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendations:
- that kaimahi maintain a clear and deliberate focus on improving the way they monitor and assess children’s learning and progress so that whānau are well informed
- increase kaimahi proficiency and capability in te reo Māori to further support children’s language development.
Conclusion
Te Kōhanga Reo o Poukawa ki Kahurānaki is on Kahurānaki Marae in Te Hauke, south of Hastings. Children have many opportunities to develop an awareness and understanding of their spiritual and cultural connections to their whenua, hapū and iwi. Children are settled and well cared for in their kōhanga reo.
When is ERO likely to review the kōhanga reo again?
The next ERO review of Te Kōhanga Reo o Poukawa ki Kahurānaki will be in three years.
