1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Hinerupe is situated in Te Araroa on the East Cape. In March 2024, a new kaiako was appointed after many years the position being vacant. The kaiwhakarite is experienced in the role and along with kaimahi and whānau have managed and operated the kōhanga reo whilst they filled the kaiako position.
3 Evaluation Focus
How well do mokopuna show whanaungatanga?
Mokopuna show whanaungatanga through their interactions and relationships with each other, kaimahi and whānau.
4 Findings
Mokopuna are immersed in te reo Māori. Kaimahi use an array of strategies to engage mokopuna in te reo Māori. They model te reo Māori, offer te reo Māori kupu and phrases, use a range of prompts to support mokopuna to speak and use the language. Mokopuna share their pepehā at wā karakia. Formal learning introduces new language concepts during mokopuna play to extend their use of te reo Māori. They count while cutting up playdough, they recognise and point out vowels in their names and point to and say the names of shapes and colours. Mokopuna show confidence as speakers of te reo Māori.
Mokopuna experience a learning programme that fosters their sense of belonging. The learning of whakapapa affirms mokopuna identity. Mokopuna learn about their tīpuna and important kaupapa to their hapū and iwi. Kaimahi provide a learning programme that strengthens mokopuna connections to their whenua and important local landmarks. Hikoi to the marae extends mokopuna understanding of significant ancestral connections to their kāinga. Mokopuna show they are grounded and know they belong in the kōhanga reo.
Mokopuna are embraced by whanaungatanga. Kaimahi have a warm, caring way with mokopuna. Positive tuākana, tāina relationships are evident amongst mokopuna. They enjoy each other’s company as they learn and play together. Mokopuna show they are cared for and loved, and they show care and love towards others.
Useful planning, assessment and evaluation practices are in place. Programme planning considers relevant kaupapa that supports the learning of individual and groups of mokopuna. Planning includes whānau voice and caters for mokopuna with additional learning needs. Detailed whainga comprise of goals for te reo Māori learning and goals that link planning to Te Whāriki ā Te Kōhanga Reo. Mokopuna have assessment profile books that contain their artwork, photos of them learning, mātai i te katoa o te mokopuna and mātai i te tamaiti. Kaimahi meet regularly to discuss planning, assessment and programme evaluation. Mokopuna individual and collective needs are well considered.
Whānau whakahaere manage the kōhanga reo in the interests of mokopuna. The annual plan guides all key administrative tasks and signals when important tasks are due. Whānau meet regularly and know their roles and responsibilities as whānau whakahaere. There is a focus on mokopuna and kaimahi health and safety. Whānau have established processes to ensure all health and safety policies and procedures are regularly reviewed and align to current legislation. Policies and procedures are accessible to whānau and kaimahi. Safety checking of kaimahi is completed and police vetting for all kaimahi and some whānau members are current. Mokopuna safety is the priority for whānau.
Key Next Steps
At the time of the onsite review, there were outstanding key next steps that needed addressing. This included undertaking appraisals, consideration of strategic planning and strengthening emergency evacuation drills.
In the time since the review, whānau have begun to address these key next steps. Kaimahi appraisal has begun and goals for the coming year identified to support kaimahi practice. Whānau have identified strategic goals to sustain their kaupapa, these include building te reo Māori with a focus on significant local kaupapa, supporting kaimahi in their roles, and providing a safe environment for mokopuna. Kaimahi have also conducted fire and earthquake emergency evacuation drills with mokopuna and developed emergency procedures. Mokopuna benefit when all areas of kōhanga reo operations are considered.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendations for whānau to continue to strengthen practices that lead to improvements for mokopuna, with an ongoing emphasis on health and safety and raising outcomes for mokopuna.

Te Kōhanga Reo o Hinerupe is located in Te Araroa on the East Coast. Whānau have been working to strengthen whānau whakahaere, internal evaluation and te reo Māori.
3 Evaluation Focus
How well do mokopuna show they enjoy learning?
Mokopuna are happy and engaged in their learning.
4 Findings
Mokopuna experience a programme and environment that promotes positive relationships. Kaiako show whanaungatanga, manaakitanga and aroha in their interactions. Mokopuna are praised for their efforts. They are valued as unique individuals. They eagerly interact with their peers, kaiako and whānau. They take leadership roles. Older mokopuna guide teina involvement in kōhanga activities. Mokopuna are happy in their learning.
Mokopuna are supported to learn te reo Māori. Whānau have accessed local providers and pakeke to support mokopuna and pakeke learning of Te Araroa and Ngāti Porou reo and tikanga. Local stories, whakapapa and knowledge are a focus of the learning programme. Whānau are committed to learning to reo Māori. Kaiako are consistently speaking te reo Māori to the mokopuna. Mokopuna are developing as early speakers of te reo Māori.
Whānau are building their capacity and capability to manage the kōhanga. They meet regularly to review policies, processes and the kōhanga operations. Hui discussions and decisions are documented. A plan has been developed for regular policy review. All policies, including those relating to mokopuna health and safety, align to current legislation. The charter has been reviewed. The annual plan supports the kōhanga operations and administration. An administrator has been appointed to manage these tasks. An appraisal system has been developed, with links to professional development goals. Whānau are working collaboratively with the local kura. Mokopuna are being supported in their learning and care.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
The kōhanga reo whānau and ERO agreed on the following recommendation:
- the whānau continues to work with TKRNT to build their capacity and capability to further embed newly developed initiatives.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context
Te Kōhanga Reo o Hinerupe is in Te Araroa. The kaiako matua is a competent and capable speaker of te reo Māori. Most whānau are new to the kōhanga reo. Members express a strong interest to play a greater role in the administration of the kōhanga reo for their children.
2 The Evaluation Findings
How well do children express themselves as uri of Hinerupe?
Children express their pride and confidence as uri of Hinerupe in a variety of ways.
Ngā Taumata Whakahirahira
Children participate in learning where relationships are respectful. Kaimahi effectively foster caring interactions amongst children. Individual children are acknowledged for their efforts and contributions throughout the day. Tuākana confidently lead karakia and are able to model the proper processes for transitions between activities and routines. Children regularly interact with kaumātua and are very respectful of their elders. Kaimahi ensure that all relationships are underpinned by whanaungatanga. Children appear secure and settled in the kōhanga reo.
Children have opportunities to explore their immediate and wider learning environments. Kaimahi promote the use of natural resources and the concept of kaitiakitanga with the children. Children visit the sea where they learn about the tikanga and kawa specific of the sea. Kaimahi know children’s learning preferences well. They provide interest-based learning activities that promote stories, whakapapa and waiata of which some are linked to Hinerupe. Children are developing an awareness of how they are connected to Hinerupe.
Children learn in an environment where their identity is nurtured. Kaimahi assist children to recite their pepeha. Learning opportunities include visits to wider community events, different marae of the area, their kura and places of significance to Ngāti Porou. Regular attendance at activities on marae reinforces the notion of tangata whenua. With support from whānau and kaimahi, children are able to recite different waiata, haka and mōteatea that pertain to Hinerupe. Whakapapa is a focus of kaupapa ako. Children are developing an understanding of their connections to Hinerupe.
Children are immersed in te reo Māori and tikanga of Ngāti Porou. The kaiako matua and kaimahi are prominent in promoting the use of Ngāti Porou dialect. Kaimahi use language strategies that promote children’s language use. Waiata, haka, karakia, mihimihi, prompts, questions and instructions are used to build children’s vocabulary. Tuākana confidently mihi to others during the formal part of the programme. Kaimahi speak te reo Māori consistently with children to extend their thinking. Children are emergent speakers of te reo Māori that is distinctly Ngāti Porou.
Key Next Steps
It is important that whānau develop strategies to strengthen the use of te reo Māori within the kōhanga reo. English is the common language used by children and parents. In order for children to be confident speakers of te reo Māori, they need to hear it in all places where they are present. It may be timely for whānau to consider ways to strengthen te reo Māori within the homes. Children’s language development is compromised.
Planning and Evaluation
Whānau and the wider community are very supportive of the kōhanga reo. There are whānau who have helped to maintain the stability of management during times of change and challenge. Regular hui are held and recorded. Key areas of management are monitored, including finance and overall operations. Whānau members are clear about what they want for their children’s learning and development. Individual whānau members attend and assist in specific roles during daily operations to help in the kitchen and learning programme. They report they are interested in taking on more active roles for management and administration of their kōhanga reo while they learn beside their children.
Key Next Steps
There are aspects of whānau management and self review that requires attention. The whānau is aware of the need to strengthen their shared understanding of the kaupapa of kōhanga reo, their roles and responsibilities, and how they can best contribute to positive outcomes for their children.
The charter, policies and procedures have not been reviewed for a number of years and do not align to current legislation such as the Vulnerable Children’s Act 2014. It is important that the whānau has clear and current guidelines for the management of the kōhanga reo.
There is currently no kaiwhakahaere in place. The whānau recognise the urgency to improve current administration practices and ensure that all systems are well managed, maintained and monitored.
Performance management of kaimahi is not well implemented and monitored. The appraisal of kaimahi has not been completed. The whānau must implement appraisal to enhance kaimahi practice and identify appropriate development opportunities. Kaimahi require support to improve their understanding of effective programme planning, assessment and evaluation practices.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- establish an ongoing process of self review to help maintain and improve the quality of practice for children

4 Recommendation
