1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Manutuke is a part of Te Marae o Manutuke and is located south of Gisborne. This is also the place where Te Toko Toru Tapu church is situated. The whānau is mourning the loss of their kuia. They continue to uphold her legacy to provide positive outcomes for mokopuna.
3 Evaluation Focus
How well do mokopuna express their understanding of their identity and belonging?
Mokopuna demonstrate their understanding of who they are and where they come from.
4 Findings
Mokopuna are immersed in learning that affirms their connections to whānau, hapū and iwi. Kaimahi ensure all interactions between adults and mokopuna are nurturing and caring. Mokopuna experience positive, caring and respectful relationships with adults and their peers. Older mokopuna are keen to show their ability to lead activities. Pepi are loved as they become a part of the kaupapa of the kōhanga reo. Kaimahi hold and comfort them during whole group learning activities. They hear waiata and kaimahi move with them to the directions and or the rhythms. Adults often praise and encourage mokopuna efforts and achievements. Mokopuna show that they have a strong sense of belonging.
Mokopuna are embraced in whanaungatanga. Kaimahi provide mokopuna with opportunities to share their pepehā. This helps to reinforce mokopuna connections to their tūrangawaewae. Mokopuna are supported to participate in formal parts of the learning programme such as whakatau, karakia, himene, mōteatea and mihimihi. Kaimahi ensure mokopuna attend events on their marae. Through this mokopuna observe and participate in tikanga and kawa. Mokopuna hear fluent language models as they listen to karanga and whaikōrero. Mokopuna learn about their whakapapa connections.
Mokopuna make meaningful connections to their natural and physical environment. Daily routines are established for mokopuna. Mokopuna move confidently in their kōhanga reo and their marae. Outdoor areas encourage mokopuna to develop their skills and have fun as they learn and play. The indoor learning space is equally as colourful, vibrant, and creative. Mokopuna are developing values of manaaki, aroha and tiaki for self and others. Mokopuna know their place and are confident and loved.
Kaimahi work collectively as they plan the learning programme. Mokopuna learning is monitored, and the quality of the learning programme is regularly evaluated. Year, term, monthly and weekly plans are in place and identify learning outcomes, strategies, and resources to support implementation. Kaimahi work together to ensure whakapapa and ancestral stories relevant to their hapū and iwi are included. Mātai mokopuna and kōnae are well documented and include highlights of individual mokopuna learning and progress. Kaimahi regularly reflect on their practices to make positive changes. They use programme evaluation to monitor the quality of the learning programme. Mokopuna benefit from a programme that connects them to whānau, hapū and iwi.
Whanaungatanga provides the foundation for the way in which the kōhanga reo is managed. Whānau hui minutes are informative and detailed. Health, safety and personnel management policies and procedures are in place to ensure mokopuna wellness is a priority. Good financial management standards are kept. Strategic planning is informed by Te Ara Tūāpae and includes the vision and aspirations of the whānau. It also identifies long and short-term priorities. The annual plan clearly identifies key areas of operations and when these must be attended to across the year. Employment documentation is in place. Job descriptions provide clarity of expected responsibilities. Kaimahi appraisals are completed annually. Comments include kaimahi professional development undertaken and further performance goals toward improvement. The administration of operations is well monitored. Mokopuna are at the centre of collective whānau decision making.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection
-
physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
-
suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the kōhanga reo developed the following recommendation:

whānau continue to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

1 Context
Te Kōhanga Reo o Manutuke is a part of the local marae and is a short distance to the south of Gisborne. Since the previous ERO review, the whānau have employed a new kaiako. The whānau are committed to implementing the shared vision of the hapū and iwi, which is to revitalise the Māori language and to raise their children together.
2 The Evaluation Findings
How well do children demonstrate whanaungatanga?
Children demonstrate whanaungatanga through positive interactions and meaningful relationships with others.
Ngā Taumata Whakahirahira
Children are supported to learn te reo Māori. Kaimahi use a range of strategies to consolidate and extend children’s knowledge and use of te reo Māori. Children are able to sing waiata, recite mihimihi and karakia without guidance from the kaimahi. The older children can hold conversations in te reo Māori. The younger children can associate words with pictures, people and things. Babies use body language and facial expressions to express their understanding of what is being said. Children are developing as confident speakers of te reo Māori.
Children participate in learning where their identity is nurtured. They have opportunities to interact with kaumātua and kuia. Kaimahi ensure that children are respectful at all times around their elders. Children are supported to chant tauparapara related to their iwi and hapū. They sing waiata about Horouta and Takitimu waka. Kaimahi encourage children to share their pepeha and whakapapa with others. The marae provides a place for children to learn about their roles and responsibilities as tangata whenua. They attend important events on the marae. The tikanga and kawa of Rongowhakaata is an important part of children’s learning. Children know who they are and where they come from.
Children experience an environment where relationships are meaningful. Most children and whānau have strong whakapapa connections. Kaimahi treat children with respect, understanding and care. These interactions support children to be considerate of others. The older children are encouraged to be supportive of their tēina. Tuākana are attentive and careful in their interactions with tēina. The younger children are very settled and trusting. Whanaungatanga enhances interactions in the kōhanga reo. Children appear secure and settled.
Children are encouraged to explore their surroundings. Their outdoor and natural spaces provide occasions where children are able to engage in learning that is meaningful to them. Kaimahi provide a range of resources that actively support children’s learning. Local knowledge is a major part of kaupapa ako. Planned trips enable the children to learn about different places, landmarks and spaces that are specific to Rongowhakaata. Children are encouraged to be creative and use their imagination. They are provided opportunities to follow their interests. Kaimahi attend to the various learning needs of children. Children are confident learners.
Planning and Evaluation
Kaimahi have effective processes for planning, assessment and programme evaluation. Kaimahi work together with parents to decide on a range of activities appropriate to children’s learning. Profile books are a record of children’s learning in action. Kaimahi also use Mātai i te Tamaiti reports to identify progress children are making against a set of criteria. Kaimahi are able to report to parents about their children’s learning and receive feedback. Kaimahi use programme evaluation to monitor the quality of the learning programme. Kaiako report to whānau hui about future plans and any changes that have been made to the programme. Children benefit when planning, assessment and evaluation practices focus on their learning needs.
The whānau manage their kōhanga reo well. There is a cycle of policy review and procedures are monitored well. Health and safety registers align to policies. Whānau use Te Taumata o Te Kaupapa regularly to guide them in ensuring that the building, along with the inside and outside environments, meet their expected standards of quality.
The whānau of the kōhanga reo show they are responsible employers. All employee documentation is current and in place. Kaimahi appraisals are complete. There is an ongoing focus on professional development. Self review is adequate. The whānau receive regular reports at their hui. These are related to the learning programme and finances. Strategic planning is informed by Te Ara Tūāpae. The whānau have goals and priorities in place to ensure long-term outcomes are realised. The current focus is the development of te reo Māori for whānau. An action plan monitors the achievement of goals. Children benefit when their future needs are considered.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendations
ERO recommends:

the whānau and kaimahi continue to maintain quality practices and their focus on ongoing improvement.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Manutuke will be in four years.
