1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Rongowhakaata is situated in the rural community of Manutuke and is a part of Te Marae o Whakatō. The marae is made up of Te Mana o Tūranga one of the oldest whare whakairo in New Zealand. Whānau members affiliate to the iwi of Rongowhakaata.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna express and experience whanaungatanga as an integral part of their daily learning experiences.

4 Findings

Mokopuna are immersed in whanaungatanga. Kaimahi ensure all interactions between adults and mokopuna are nurturing and caring. Mokopuna experience awhina, tautoko and aroha from kaimahiKaimahi provide a range of learning experiences for mokopuna. Tuākana are supported to include their teina in activities. Mokopuna are happy, settled and enjoy being with their peers.

Whakapapa connections is integral to whānau and kaimahi practices. Kaimahi ensure that mokopuna attend events on their marae. Through this mokopuna observe and participate in tikanga and kawa. They are exposed to authentic language models as they listen to kāranga and whaikōrero. Kaiako use appropriate strategies such as modelling and prompts to encourage mokopuna to respond with confidence. Mokopuna learn about their whakapapa connections.

Mokopuna move confidently in their kōhanga reo. They know their learning spaces, including their marae. This encourages exploration and allows mokopuna to connect with familiar places and the natural environment. Mokopuna are developing an understanding of their relationships with places and things. They are learning that manaaki, aroha and tiaki extends well beyond themselves and other people. Mokopuna enjoy learning in and around their kōhanga reo.

All kōhanga reo affiliated to Te Purapura o Rongowhakataa plan together. These plans include term, monthly and weekly plans. Clear links are made to Te Whāriki ā Te Kōhanga reo. Mokopuna enjoy learning that is well organised and managed.

Whanaungatanga provides the foundation for the way in which the kōhanga reo is managed. Whānau hui are held regularly and are well recorded. Health, safety and personnel management policies and procedures are in place. The annual plan clearly identifies key areas of operations and when these must be attended to across the year. The administration of operations is monitored. Mokopuna are at the centre of collective whānau decision-making.

Strategic planning includes the vision and aspirations of the whānau and identifies long and short-term priorities. This supports achieving whānau goals and the aspirations they hold for mokopuna into the future. The action plan identifies actions and delegated individuals with responsibilities to support progress. Whānau and kaimahi attend Te Whāriki wānanga with their purapura. These wānanga foster connections with the community and local kaumātua. Mokopuna are nurtured by a whānau who are focussed on their care and learning. 

Key Next Steps

Programme evaluation and mokopuna assessment require attention. It is not clear how programme evaluation and mokopuna assessment is linked to programme planning. Support is required for kaimahi to build their capability and capacity to deliver an effective programme responsive to individual mokopuna strengths, interests, and needs.

Kaimahi appraisals require reviewing. Whanau should ensure that the appraisal process aligns to kaimahi job descriptions. It is timely also to consider how appraisals will lead to professional learning opportunities to enhance kaimahi practice.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts. 6 Recommendation

ERO and the kōhanga reo developed the following recommendation:

  • that the whānau seek support from the District Office to develop and implement an action plan to address the next steps outlined in this report.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation are to investigate:

  • Ngā Taumata Whakahirahira including the use of te reo Māori and organisation of learning spaces

  • Planning and Evaluation including assessment and evaluation, whānau management and internal evaluation

  • areas of non-compliance – including police vetting, maintaining records and reporting accidents, administering of medications, excursions, regular evacuation drills, property hazards, sleep and nappy changing and ensuring all governance, management and administration practice standards are fully met and maintained

and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Rongowhakaata is based on Whakatō Marae in Manutuke near Gisborne. In July 2018, the whānau accessed support and guidance from local kaimahi of Te Kōhanga Reo National Trust. A Supporting Early Learning Opportunities (SELO) contractor was put in place. Since the last review, the whānau have worked well to address concerns raised in the previous ERO review.

3 Findings

Areas of progress

Children have access to resources that enhance their learning in te reo Māori. Kaimahi use language strategies such as modelling, repetition and prompts to support children’s language development. Children are supported to recite their pepeha and lead karakia and waiata throughout the day. The visual displays in the kōhanga reo provide children with early literacy skills in te reo Māori. The older children follow instructions and understand what kaimahi are saying. Babies express their understanding of te reo Māori through their gestures and body language. Kaimahi attend wānanga to grow their capability and capacity to communicate more confidently in te reo Māori. The whānau are working alongside the local iwi to link into their Māori language strategy. They acknowledge the importance of supporting the use of te reo Māori in the home so that their children grow as confident speakers of the Māori language. Children are developing as learners of te reo Māori.

Learning spaces are well organised and managed. Since the previous ERO review, an extra room has been created. Heat pumps and air conditioning have been installed in the two larger learning spaces. New carpet has been laid in the babies room for further comfort. Learning resources are accessible and within children’s reach. A designated office space has been well designed. All records and documentation are well organised and accessible. Children’s wellbeing is a priority.

Assessment practices have improved. Kōnae are well presented and capture what the child is doing and the words they use. Children’s assessments reflect what has been planned. Whānau are well informed of what their children are learning and their progress over time.

Whānau management has improved significantly with the support and guidance from SELO. The whānau have updated their charter which now aligns to Ngā Pou e Whā of Te Korowai. Policies and procedures have been updated and align to the requirements of the Vulnerable Children’s Act. Job descriptions have been reviewed and updated. Appraisal is purposeful and is designed to further strengthen the capability of kaimahi practices and personnel. The annual plan ensures that key aspects of operations and reporting to whanau hui are focussed on improvements. All areas of non-compliance identified in the previous report have been addressed by the whānau. Children can be assured that their learning and wellbeing is no longer compromised.

Key Next Steps

Programme planning and programme evaluation can be enhanced. Kaimahi should include more detail and specific outcomes for children’s learning as part of their planning documents. These should be responsive to the different age groups and specific needs of individual children. Currently it is difficult to gauge how the programme is monitored in order to identify improvements in children’s learning. Kaimahi should regularly discuss and document what is working well, what can be improved and the next steps they will take to improve the learning programme. Kaimahi are keen to find ways to strengthen their capability in these areas.

The strategic plan requires attention. While the strategic plan provides an overview of what is intended for the kōhanga reo that belong to the purapura, the specific needs and priorities of this kōhanga reo should also be included in this plan. The whānau should consider ways to ensure their long-term goals and priorities are considered.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • strengthen programme planning and programme evaluation

  • review the strategic plan to include priorities specific to the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rongowhakaata will be in three years.
