1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Te Kūpenga o Te Mātauranga is located on the premises of Henry Hill school in Napier. Whānau members are mostly young parents who are new to the Kōhanga Reo Kaupapa. Their priority is for mokopuna to become fluent speakers of te reo Māori and knowledgeable in tikanga Māori. 

3 Evaluation Focus

How well do mokopuna show they are happy in their learning? 

Mokopuna demonstrate their contentment by actively engaging in a variety of enjoyable learning experiences

4 Findings 

Mokopuna learn in a very supportive environment. Kuia and kaimahi engage with mokopuna in a composed and unrushed manner. Interactions with each other are playful and caring. Kaimahi use positive praise strategies to promote confidence. Older mokopuna show a keen interest to learn about the structure and purpose of language. Kaimahi gently assist mokopuna to recite karakia and mihimihi. Pēpi use hand gestures and facial expressions to convey their understanding. Mokopuna enthusiastically engage in fun and meaningful learning activities, including whakatau wairua, rotarota and various waiata. Activities are well organised to enable mokopuna to participate in and learn cooperatively with others. Kaimahi have established routines to guide mokopuna to transition successfully across the learning programme. They know their mokopuna well and strive to cater to their specific needs. Kaimahi always provide affirmations for mokopuna successes. Mokopuna appear happy and settled in their learning.

Kaimahi have established processes for programme planning. The mahere ako includes year, term, monthly and weekly phases incorporating kaupapa whānui, kaupapa ako and desired learning outcomes. These provide clear guidelines for kaimahi implementation of the learning programme. Mokopuna benefit from a learning programme that is tailored to meet their needs.

Whānau have implemented most systems required to manage their kōhanga reo operations. The Tūtohinga defines processes and sets out a planned approach to managing kōhanga reo business. This in underpinned by the principles of Te Korowai. Emergency evacuation drills are carried out and all registers are complete to ensure mokopuna health, safety and wellbeing is recorded and monitored. An annual plan is well set out and identifies overall operational and administrative tasks and when these are to be completed. Personnel matters are managed efficiently. Employment documentation is relevant and includes individual employment agreements, position descriptions and verified kaimahi safety checks. Mokopuna are the centre of whānau whakahaere practices.

Key Next Steps

Whānau whakahaere requires support. There is a lack of understanding of roles and responsibilities as most whānau members are new to the kōhanga reo. Whilst whānau hui are held, there are limited records kept indicating that they are a part of shared decision making. As a result, it is not clear that there is sufficient input from whānau, or that they are provided with opportunities to contribute to the development of the kōhanga reo. Additionally, there is a comprehensive range of policies and procedures in place, however, whānau lack understanding of how these influences what happens in the kōhanga reo. ERO and the whānau agree it is time for whānau to consider ways to support the management of operations and improve processes to monitor the quality of current systems. 

Some kaimahi are yet to complete their appraisals. It is time for whānau to establish a clear process to ensure each kaimahi are well supported to build their capability and quality of their work with mokopuna. Kaimahi practice would be enhanced through ongoing appraisals. 

Assessment practices and programme evaluation require further development. Whilst assessment information is gathered about each mokopuna is it difficult to gage mokopuna progress over time. Kaimahi meet to discuss the learning programme, however it is now time to formalise this practise. Mokopuna would benefit from formalising assessment and programme evaluation to promote continual improvement.

The whānau have a Child Protection Policy in place, they acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. The whānau and kaimahi intend to engage in further wananga and training to better understand their commitment in fulfilling the obligations of the Act. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.

Whilst the strategic plan captures the vision and aspirations of whānau for mokopuna, it is time to develop an action plan to monitor the progress of the strategic objectives. Mokopuna benefit from a planned approach to future sustainability. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements, they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

  • implement a process of assessment to monitor and record children’s learning and establish a process to evaluate the effectiveness of the learning programme

  • ensure a process for the prevention of child abuse is implemented, and a procedure for responding to suspected child abuse is followed when required.

6 Recommendation

ERO and the Kōhanga reo whānau recommend that whānau work alongside the Tari-ā-Rohe for support to develop an action plan to address the concerns identified in the key next steps of this report.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme including resourcing and quality of learning
  • whānau management including self review, personnel management, programme planning, evaluation and assessment
  • areas of non-compliance including internal evaluation and annual planning, health and safety policies and practices, and
  • any further issues identified during the review.

2 Context

Te Kōhanga Reo o Te Kūpenga o Te Mātauranga is located in Napier. Since the previous ERO review in 2015, the kōhanga reo has moved into new premises at Henry Hill School. The previous report identified a number of concerns related to the learning programme and whānau management. A SELO advisor has worked closely with the whānau to bring about improvements in these areas.

3 Findings

Children have a learning programme that responds to their interests and needs. Kaimahi ensure the programme is organised and managed. They provide a balance of formal and informal learning experiences. There are many opportunities for children to follow their interests. A range of resources is available for children to investigate and explore in their learning. Children spend sustained periods of time focussed on their learning. Kaimahi sit alongside children to talk about their involvement in learning activities. Children are confident learners.

Kaimahi have clear processes in place to plan the learning programme. They work together to develop term overviews which include weekly and daily plans. The planning is detailed and comprehensive. Programme content, kaimahi strategies and resourcing are clearly identified. The overall plan is adjusted to cater for the learning levels of the different groups of children. Planning clearly guides the delivery of the learning programme. Children enjoy a learning programme that is well managed and organised.

Whānau management processes have improved. The whānau is committed to supporting the kōhanga reo. They have established a committee to carry out key operational tasks which enables them to monitor progress carefully. Finances are well managed. Policies and procedures have been updated which has enabled the whānau to address key issues raised in the previous ERO report. The kōhanga reo is managed in the best interests of children.

Self review practices have improved. The whānau meets on a regular basis and reports on many aspects of kōhanga reo operations. The whānau has reviewed their financial systems, and updated health and safety policies. Steps to improve practices for excursions, injuries, hazards, monitoring sleeping children and administration of medicine are recorded. Whānau hui are well documented and accessible.

Personnel management has improved. The whānau has a process for the appraisal of kaimahi. Kaimahi meet twice a year with the kaiwhakahaere to identify and discuss progress towards their professional goals. The appraisal process enables kaimahi to participate in professional development that strengthens their work alongside children. They have a clear understanding about their roles and responsibilities in the kōhanga reo. Children benefit from well-trained staff.

Key Next Steps

Kaimahi need to strengthen programme evaluation and assessment practices. Kaimahi do not meet regularly to discuss the strengths of learning programme or how it could be improved for children. Although kaimahi collect evidence of children’s learning, it is not clear how this information links to the goals set for individual children. Assessment information is not yet used well to identify children’s progress.

Areas of non-compliance

The whānau has addressed all areas of non-compliance identified in the 2015 ERO report. These areas included:

  • developing and implementing a process for reviewing and evaluating kōhanga reo operations, and developing an annual plan to guide the kōhanga reo operation
  • health and safety procedures for monitoring children’s sleep, recording accidents and injuries, administering medicines, identifying and eliminating hazards, and processes for trips and excursions.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • To continue their work to strengthen programme evaluation and assessment of children’s learning.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kupenga o Te Mātauranga will be in three years.

1 Context

Te Kōhanga Reo o Te Kūpenga o Te Mātauranga is in Napier. Many staff have been connected to this kōhanga reo for a long period of time. Whānau are mostly young parents who are new to the Kōhanga Reo kaupapa.

In 2012 a supplementary review was undertaken by ERO that focused on children’s wellbeing, strategic planning, self-review, policies and the effectiveness of programme evaluation. At that time some progress had been made with the support of local community and Te Kōhanga Reo District staff.

2 The Review Findings

How well do children understand and use te reo Māori?

Children have some understanding of te reo and tikanga Māori.

Mana Reo

Children have some understanding of te reo and tikanga Māori. They sing waiata and participate in tikanga Māori practices. Some staff and whānau use basic te reo Māori with children. Often commands and instructions for children are delivered in te reo Māori. Children understand basic directions and respond appropriately. Children willingly engage with the resources that are available.

Key Next Steps

Children are not provided with good learning experiences. There is a lack of direction for staff and whānau about how to develop a good quality learning programme. Children are left to play independently. There are insufficient resources and limited activities to encourage and motivate children to explore, investigate and be creative. Children are not always active in meaningful learning. Adults do not engage children in learning conversations. They do not support them to follow their interests and extend their thinking. Children are not stimulated learners.

Planning and Evaluation

Whānau have become more involved with the kōhanga reo on a daily basis. Attendance at whānau meetings has improved. Some whānau have particular skills including weaving that are well used by the kōhanga reo. Whānau are enthusiastic about learning te reo and tikanga Māori.

Key Next Steps

The management of the kōhanga reo is poor. The whānau is not involved in decision making. Some financial management decisions are made without whānau input or agreement. The kōhanga reo was in deficit for the last financial year. Minutes of whānau meetings are unclear and there is no direction that reflects the aspirations of the whānau. Kōhanga reo policies and procedures are not used to guide decision making.

Self-review practices are inadequate. Health and safety systems are not regularly monitored or reviewed. Policies and procedures about children’s physical safety are not well followed for planned excursions, monitoring of injuries, hazards, administration of medicines and sleeping children. The whānau cannot be assured that practices support the safety of children.

Personnel management is inadequate. Not all staff have employment contracts. Appraisal is not used to manage and acknowledge staff performance. There is a lack of transparency about decisions for staff remuneration. Staff do not participate in regular professional development to support improved practice. Children do not benefit from having well trained and well supported staff.

Programme planning and evaluation lacks direction and purpose. Plans do not lead staff to provide an interesting programme for children. The staff do not meet regularly, or do they review the quality of the learning programme. There is very little reporting to whānau about what is occurring in the learning programme for children.

Assessment is not used effectively to monitor children’s progress. There is no clarity for staff about the expectations for assessment. Parents do not receive good quality information about their child’s learning.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The whānau must:

  • develop and implement a process for reviewing and evaluating kōhanga reo operations including learning and teaching practices[R47. Early Childhood Education and Care Centres 2008, Licensing Criteria. GMAS 6]
  • develop an annual plan to guide the kōhanga reo operation[R47, Early Childhood Education and Care Centres 2008, Licensing Criteria, GMAS 8]
  • implement a procedure for monitoring children’s sleep and ensure it is displayed and implemented and a record of children’s sleep times is kept[R46, Early Childhood Education and Care Centres 2008, Licensing Criteria, HS 9]
  • keep a record of all injuries that occur at the kōhanga reo[R46, Early Childhood Education and Care Centres 2008, Licensing Criteria, HS 25]
  • keep a record of the written authority from parents for the administering of medicine and a record of all medicine (prescription and non-prescription) given to children left in the care of the kōhanga reo[R 46, Early Childhood Education and Care Centres 2008, Licensing Criteria, HS 28]
  • ensure that policies and procedures about children’s physical safety are rigorously followed for planned excursions[R46, Early Childhood Education and Care Centres2008, Licensing Criteria, HS 17]
  • identify hazards throughout the centre both inside and outdoors and then take practical steps to eliminate.[R46, Early Childhood and Care Centres 2008, Licensing Criteria, HS 12]

4 Recommendation

ERO recommends that Te Kōhanga Reo National Trust support the Kōhanga with their finances and to address the issues raised in this report.

Conclusion

Te Kōhanga Reo o Te Kūpenga o Te Mātauranga is in Napier. Children do not confidently use te reo Māori. Children are not provided with a good quality learning programme that supports them to develop well as speakers of te reo Māori. Many aspects of kōhanga reo operations require improvement.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Kūpenga o Te Mātauranga will be within one year.
