1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Kapua o te Rangi is in the rural township of Pahīatua. They are licensed for 20 mokopuna including up to eight under the age of two. Whānau are focused on building capability in te reo Māori for future.
3 Evaluation Focus
How well do mokopuna express their understanding and use of te reo Māori and tikanga Māori?
Mokopuna are developing confidence to express themselves in te reo Māori.
4 Findings
Mokopuna are immersed in a learning environment that promotes independence and growth in te ao Māori. They engage in a programme that is rich in te reo Māori. Kaimahi use a variety of techniques to embed new language such as repetition, modelling and prompts. Tuākana can use simple phrases, while pēpi demonstrate their understanding through body language, mimicking and verbalisation. Mokopuna show enthusiasm as they share their knowledge of waiata, karakia and pao. Tuākana take pride in demonstrating their understanding of who they are and aspects of tikanga as they lead karakia, mihimihi and pepeha. Mokopuna know how to conduct themselves in formal settings and participate as kaitautoko during whakatau manuhuri. Mokopuna confidently engage in learning within their te ao Māori environment alongside others.
The learning programme is vibrant, engaging and supportive. Whanaungatanga, aroha and manaaki are strongly reflected as kaimahi model leadership and support for mokopuna. Tuākana are nurturing of their tēina and demonstrate respect, aroha and genuine care. Kaimahi foster mokopuna self-esteem through praise and encouragement. Mokopuna experience meaningful and caring relationships with others. Well-established routines and clear expectations provide a sense of security, allowing mokopuna to transition with confidence. Designated spaces and age-appropriate resources support all mokopuna learning needs. Mokopuna are inquisitive and learn through repetition as they engage in play. Their imagination and creativity are expressed through pretend play and kanikani. The outdoor papatākaro is designed to reflect significant pūrākau, history and atua Māori, incorporating elements and domains of te ao Māori. Mokopuna are developing confidence to express themselves freely as learners.
Planning, assessment and programme evaluation practices are thorough and collaborative. Kaupapa ako are informed by mokopuna interests and whānau aspirations and identify specific goals. The māhere ako includes annual, term and daily planning that aligns to Te Whāriki a Te Kōhanga Reo with activities and resources differentiated to meet the diverse ages, abilities and needs of mokopuna. Mokopuna learning, progress and development are documented in individual kōnae. Portfolios are regularly shared and communicated with whānau through informal and formal reporting. Mātai tamaiti summarises mokopuna progress over the term and tracks their learning in relation to kaupapa ako. Programme evaluation is ongoing, with practices including weekly reflections and kaimahi hui. These evaluations focus on improving mokopuna learning and progress.
Kaimahi recognise the importance of mokopuna health and safety. Some kaimahi have completed child protection training and are also exploring further opportunities for internal professional learning and development to further enhance their understanding of this policy. Mokopuna engage in a learning programme centred on their development and progress in te reo Māori.
Whānau are well connected, committed and passionate about the future direction of the kōhanga reo. Communication is central to whānau engagement. They use a variety of platforms to stay connected. Regular meetings provide opportunities for whānau to participate in decision-making processes. Whānau hui are well attended, structured and informative, offering clear reports across all operational areas. Long-term priorities are shaped by Te Ara Tuāpae which focuses on te reo Māori, tikanga, relationships and upholding te kaupapa o te kōhanga reo. Short term priorities are tracked through the annual management plan and aligns to Te Korowai. These priorities include timeframes, responsibilities, outcomes and progress.
Health and safety is closely monitored through up-to-date policies and procedures that align with legislation. These include regular health and safety registers, risk assessments for haerenga and fire drills. Personnel management is well supported by whānau, with all relevant employment documentation including safety checks maintained. Kaimahi appraisal processes are in the early stages of implementation, aligning to Te Korowai and Te Whāriki a Te Kōhanga Reo. This process enables kaimahi to identify areas for improvement and professional development relevant to their roles. Mokopuna are at the forefront of whānau whakahaere practices.
Key Next Steps
The regularity of earthquake drills needs attention. Whānau must ensure emergency drills, including earthquake are conducted and documented once a term, to assure mokopuna safety in an emergency. Mokopuna safety in an earthquake needs more practice.
A systematic approach to hazards checking is essential. Although there are processes for checking the premises for hazards this needs strengthening to ensure hazard checks are recorded daily. It is essential for whānau and kaimahi to embed practices that improve the monitoring and recording of hazards. Mokopuna wellbeing and safety may be compromised.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO recommend that whānau continue to develop and strengthen internal evaluation processes including regular hazard checks and earthquake drills, to ensure safety and wellbeing of mokopuna.

1 Context
Te Kōhanga Reo o Te Kapua o Te Rangi is in the rural township of Pahiatua. Following ERO’s last review in 2015, the whānau has addressed all outstanding licensing criteria. There have been many changes in staffing. The kaiako was appointed in January this year. Whānau are focused on building capability in te reo Māori.
2 The Evaluation Findings
How well do children demonstrate confidence?
Children are active confident learners.
Ngā Taumata Whakahirahira
Children experience positive interactions. While there are only a small number of children attending, this supports caring relationships. Many children have had older siblings attend the kōhanga reo. Whilst the teaching team is new, they have a close relationship. Children learn to interact with others by watching kaiako and whānau interactions. Kaimahi know their children well. Tuakana share resources with teina. They show care to younger children. Teina watch and learn from their tuakana. Children show consideration to each other.
Children know the routines. Kaimahi develop routines to support children’s self-care skills. Older children have opportunities to lead and share their learning. Younger children move around the kōhanga reo with ease. Children develop an understanding of kaitiakitanga. Kaimahi include learning that supports care of the environment. Children recycle waste and tidy up the play area. Community members contribute to the kōhanga reo by planting fruit trees in the orchard. Children show confidence at their kōhanga reo.
Children engage in an interesting learning environment. Whānau have purposely designed the outdoor play area to reflect the Māori world. Each domain in the outdoor area is linked to an atua. Children explore with Tangaroa in the water play area, Haumia-tiketike in the maara kai and Tāwhirimātea in the play area. Children are developing an awareness of atua Māori. Indoors, children are stimulated by a range of resources. These include playdough, nature table, role play, books and musical instruments. Children show enjoyment in their play and exploration.
Key Next Steps
Whānau have identified te reo Māori as a priority. They have developed goals to support the development of te reo Māori for kaimahi and children. The kuia provides invaluable support and guidance. Children need support to speak te reo Māori.
Planning and Evaluation
Planning guides the learning programme. The interests and needs of mokopuna and aspirations of whānau are central to the planning. Kaimahi maintain records of children’s learning which include comments and photos. Evaluation is focused on what went well for children. Children enjoy their daily activities.
Whānau whakahaere is committed. There have been considerable changes to whānau management. Many key roles have been newly appointed. These include a treasurer, administrator, chairperson and new kaiako. Strategic planning and review have begun. Whānau contributed to the review of the strategic direction. The kaiwhakahaere has a system to support operational duties. There is an emphasis on health, safety and hygiene practices for the children. Whānau have regular hui. They receive reporting that supports their decision-making systems. Children are the priority.
Key Next Steps
Although assessment and planning systems are in place. Kaimahi acknowledge there is a need to strengthen their processes. It is timely for kaimahi to explore assessment and planning processes that link to te ao Māori. Children’s learning is yet to be linked to te ao Māori.
Evacuation drills are not recorded. Kaimahi have previously made connections between fire drills and children’s learning. However, they are yet to record the drills. it is urgent that kaimahi plan, carry out and record all required evacuation drills. Children’s health and safety may be compromised.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The kōhanga needs to:

ensure adults are familiar with the relevant emergency drills, for fire and earthquake, and regularly carry these out with the children, and record these drills accordingly.

4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendations that whānau regularly evaluate their progress to:
- develop te reo Māori for whānau, kaimahi and children
- fulfil all kōhanga reo legal and operational requirements.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Kapua o te Rangi will be in three years.

1 Context
Te Kōhanga Reo o Kapua o Te Rangi is in Pahiatua. The main iwi for this area is Rangitāne. The majority of whānau represent various other iwi throughout.
The previous ERO report identified a number of positive developments that were happening in the kōhanga reo. These included the children’s learning programme, kuia and koroua participation, sense of belonging, strategic planning and interactions and relationships. Areas for improvement included assessment practices, programme evaluation, appraisals and te reo Māori zones.
2 The Review Findings
How well do children relate with each other and their whānau while they are at the kōhanga reo?
Children relate well with each other and their whānau at the kōhanga reo.
Mana Whenua
Children participate in events, routines and activities that suit their ages and abilities. Children respond well to adults who care and support them with their learning. Children show that they are comfortable and happy in their learning environment.
Children interact with their peers and adults in positive ways. Children willingly share resources, take turns and treat each other with respect. Tuakana are supportive and are positive role models for teina. Kaimahi model awhi, aroha and manaaki and support children well in their learning. Children experience relationships and interactions which are genuine and caring.
Children practise healthy habits on a regular basis. Kaimahi encourage children to show respect for their environment by encouraging them to tidy up after themselves and take care of their personal belongings. Routines for hand washing, toileting and the eating of food allow children to learn about important self care and self help skills. Children are developing positive attitudes to their self care and wellbeing.
Children learn te reo Māori in a supportive environment. Kaimahi use a range of useful strategies to help develop children’s language skills. The older children are familiar with language structures for karakia, hīmene, waiata, pepeha, and mihi. The younger children understand and follow basic instructions and questions with help from tuakana and kaimahi. Children are developing well in their understanding and use of te reo Māori.
Planning and Evaluation
Processes for programme evaluation and the assessment of babies are well established. Programme evaluation is regular, and contributes to teaching and learning improvements for children. The profile folders for babies are well organised, have good information and show how they are progressing.
Whānau manage several aspects of the kōhanga reo well. Whānau have a sound policy framework to guide them with the management of the kōhanga reo. Whānau are in a strong financial position. There is regular reporting on many areas of kōhanga reo operations. Office administration is well established. Whānau work well together to achieve positive outcomes for children.
Key Next Steps
Programme planning and assessment practices for the older children are limited. More information about programme content, resourcing and learning strategies need to be included in plans to guide kaimahi practice. The assessment templates for the older children are incomplete and there are no dates or comments on children’s work. Photographs describe what children are doing and not what they are learning. These matters need attention as they have a direct impact on children’s learning.
There are some management matters that need further development. Personnel records need updating and or completion. Kaimahi have not had their performance appraised. Whānau do not have an annual plan to support their strategic priorities. Kaimahi do not always report to whānau about the developments that occur within the children’s learning programme. Addressing these requirements will strengthen the kōhanga reo management processes.

4 Recommendation
ERO recommends that the whānau:
- strengthen programme planning and the profile folders for the older children
- update and complete all personnel records and implement kaimahi appraisals
- provide more regular and detailed kaiako reports on the children’s learning programme
- develop an annual plan to support the priorities in the strategic plan.
Conclusion
Te Kōhanga Reo o Kapua o Te Rangi is in Pahiatua. Whānau work well together and manage several aspects of the kōhanga reo operations well.
