1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te kōhanga Reo o Taniwaka is in Dannevirke. It was established in 1984. There have been recent staff changes, including administration and kaimahi. They are supported by a kuia who attends the kōhanga reo daily. 

3 Evaluation Focus

How well do mokopuna express their understanding of te reo me ngā tikanga Māori?

Mokopuna participate in ngā tikanga Māori as part of their daily experience and are developing as speakers of te reo Māori.

4 Findings

Mokopuna learn in a rich te reo Māori environment. They participate in formal settings at the kōhanga reo and the marae where they are exposed to te reo and tikanga of Rangitane. Mokopuna develop understandings of their role as tangata whenua as they watch and listen to kuia and kaumatua karanga and whaikōrero. Kaimahi use a range of strategies to develop mokopuna te reo Māori including modelling, questioning, prompting, and repetition. Kaimahi nurture, encourage and reinforce mokopuna efforts through praise. Mokopuna engage in learning where te reo me ngā tikanga Māori is fostered. 

Mokopuna care for their environment. They take time to separate recyclable and compostable waste.  Kaimahi have implemented Para Kore, an educational initiative that reduces the amount of waste the kōhanga reo produces. Mokopuna learning is extended through activities such as composting, planting and harvesting. Mokopuna are learning how to care for Papatūānuku.

Whanaungatanga underpins programme provision. The whānau have a small ohu curriculum (curriculum team) who meet regularly to work alongside kaimahi to plan the learning programme and to evaluate its quality. The māhere-ā-tau is displayed as a large mural that spans the length of one of the kōhanga reo walls. It is beautifully painted and depicts Ranginui and Papatūānuku with maunga, hiwi and awa. Kaupapa matua follow the seasons of the year and their relevant Atua. Planning and assessment practices reflect the learning needs of teina and pēpi. Kaimahi assess mokopuna learning through discussions, observations and speaking with whānau. Photos, annotations, and samples of mokopuna learning are lovingly collated in mokopuna kōnae. Mātai mokopuna show learning and progress over time. Mokopuna are well supported to learn te reo me ngā tikanga Māori in the kōhanga reo.

Whānau work together to manage the kōhanga reo. The new administration staff are learning about their roles and responsibilities. Kaimahi are also new and are supported in their roles by a kuia who attends daily. The impacts of COVID-19 on the whānau continues. Kaimahi and mokopuna illness have affected the day-to-day running of the kōhanga reo. To ensure appropriate ratios are maintained some mokopuna had to remain at home. Consequently, continuity of learning for some mokopuna has been disrupted.   

The whānau meet regularly to discuss the management of the kōhanga reo. The strategic, action and annual plans provide useful direction for day-to-day operations and for the realisation of their long-term goals. Appropriate policies, procedures and practices promote the health, safety, and wellbeing of mokopuna and whānau. Personnel matters are well attended to. Staff appraisal is regular and leads to professional development for kaimahi. The kōhanga reo have recently created a te reo Māori policy that is due to be ratified by whānau. Mokopuna benefit when whānau plan for their immediate and future needs.   

Key Next Steps

Mokopuna sometimes speak English while at kōhanga reo. It is timely for whānau to implement the recently developed te reo Māori policy to support whānau to learn and increase their use of te reo Māori with mokopuna outside of kōhanga reo. Mokopuna benefit when they hear te reo Māori spoken in the home and wider community. 

The charter requires attention. There are currently two manuals that hold the kōhanga reo policies and procedures. The whānau should merge these to create one cohesive manual accessible to everyone.  Mokopuna wellbeing is enhanced when well-organised processes are understood by all.

Whānau engagement with kōhanga reo has been disrupted. During the COVID-19 pandemic the kōhanga reo has experienced several significant changes. There is a new team of kaimahi including the kaitiaki tari.  It is important that whānau find ways to maintain continuity of kōhanga operations and learning for the mokopuna. Mokopuna benefit when whānau work collectively to support the kōhanga reo kaupapa.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends to work alongside the kōhanga reo District Office to implement the key next steps identified.

1 Context

Te Kōhanga Reo o Taniwaka is based in Dannevirke. The whānau provide a well-developed property for children’s learning and care. Since the previous ERO review, the whānau and kaimahi have been focussing on strengthening their capacity and capability to manage the kōhanga reo effectively.

2 The Evaluation Findings

How well do children express whanaungatanga?

Children are confident in expressing whanaungatanga through their interactions and relationships with others.

Ngā Taumata Whakahirahira

Children are developing knowledge and skills to communicate in te reo Māori. Kaimahi ensure that all learning activities are delivered and supported through the medium of te reo Māori. Children demonstrate an understanding of instructions and questions. Kaimahi draw on different media to support children’s language development such as waiata and storytelling. Babies are responsive to kaimahi language interactions and mimic what they hear. The older children use single words and simple sentences. Children are developing as early speakers of te reo Māori.

Children are embraced by whanaungatanga in the kōhanga reo. Kaimahi know their children well. They provide opportunities for children to learn their whakapapa and pepeha as a strategy for them to be confident in their identity. Children look to kaimahi for support when they need reassurance. Kaimahi respond promptly to the needs of children. Kaimahi model the values of aroha, manaaki and tiaki. Children express love for their whānau in their conversations with kaimahi. The older children are encouraged to be caring tuākana for their tēina. Kaimahi work together to maintain a strong sense of whanaungatanga in the kōhanga reo. Children are secure in their interactions with others.

Children learn in an environment that is well resourced. The whānau and kaimahi ensure the kōhanga reo is well maintained, spacious and safe. The older children experiment with natural and physical resources. They learn about their roles and responsibilities as kaitiaki to the natural resources. In doing so, they are aware of showing care for Papatūānuku and Tāne-mahuta. Kaimahi provide practical learning experiences about recycling, composting, gardening and worm farming. Children have opportunities to use a variety of art media. They are happy to share their creations with others. Children are busy, active learners.

Key Next Steps

It is time for kaimahi to review the programme and its appropriateness for children. During the formal part of the learning programme, the older children are unsettled. Kaimahi need to consider strategies that will help the children to remain engaged and to be clear about boundaries of acceptable behaviour during these formal times.

Planning and Evaluation

There is a process in place for kaimahi to plan the learning programme. The whānau are invited to contribute ideas to the design of the learning programme. Planning is aligned to Te Whāriki and has a consistent format, aims and objectives for children’s learning. Children benefit when planning responds to children’s learning needs.

The whānau and kaimahi have worked through key priorities to build their capacity and capability to manage the kōhanga reo effectively and efficiently. The charter links to the Te Kōhanga Reo National Trust vision for all kōhanga reo. Policy review is ongoing. The whānau attend to most of their requirements in relation to the effective operation and management of the kōhanga reo.

Key Next Steps

Assessment and evaluation practices require strengthening. It is time for whānau and kaimahi to establish processes that better enable them to monitor how well the learning programme is meeting the needs and interests of all children in the kōhanga reo.

Although the whānau have a strategic plan that is framed by Te Ara Tūāpae, there is no action plan with key tasks to guide them towards achieving their strategic aspirations for the kōhanga reo. An action plan will also support the whānau to monitor their progress and make changes as needed.

Emergency and evacuation drills are not being implemented. In order for children to clearly understand what to do in situations of fire, earthquakes and floods, it is important that adults are consistent in carrying out and recording all drills.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure adults are familiar with the relevant emergency earthquake drills, regularly carry these out with the children, and record these drills accordingly.

4 Recommendations

ERO supports the Kōhanga Reo whānau recommendation in that they continue to work with the regional kaimahi to:

  • strengthen assessment and programme evaluation

  • carry out emergency evacuation drills.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Taniwaka will be in three years.
