1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Namu is in Opunake. Te Kura Kaupapa Māori o Tamarongo is located on-site behind the kōhanga reo. Whānau are exploring ways to support the sustainability of the kōhanga reo into the future. They report that creativity in learning experiences positively separates their kōhanga reo from others.

3 Evaluation Focus

How well do mokopuna connect with their cultural identity?

Mokopuna connect to their cultural identity in a variety of ways through interactions with others.

4 Findings

Mokopuna experience an environment where respectful relationships with others are thriving. Kaimahi show manaakitanga, aroha and whanaungatanga in their interactions with mokopuna. Mokopuna are valued as unique individuals. Meditation and mirimiri provide opportunities for mokopuna to develop body awareness and a state of calm. Mokopuna leads karakia, haka and waiata. They hear the formal language of whakatau when welcoming visitors into their space. Routines are well established and well known by mokopuna. Mokopuna are settled and comfortable in their interactions with everyone.

Mokopuna participate in learning that nurtures their whakapapa. Kaimahi support mokopuna to share their pepeha with the others. They hear stories that connect them to their land and are supported to learn the dialect of Taranaki. Kaimahi are consistent speakers of te reo o Taranaki and reinforce language through repetition, questions, prompts and instructions. Mokopuna are developing an awareness of their uniqueness.

Kaimahi planning, assessment and evaluation are in place. Planning is very detailed and provides clear guidelines for implementation. Kaimahi and whānau prepare resources for learning success and well-being of mokopuna. Assessment practices are in place in the way of individual profile books. All kaimahi contribute to the assessments for each mokopuna. Mokopuna benefit from a programme that is improvement focused.

Whānau have monthly hui, good attendance, document their discussions and have decision making processes in place. They are actively involved in the daily programme and excursions. Whānau have a charter which provides clear guidelines for policies and procedures. Whānau have in place a succession plan which is to build houses on their whenua for their kaimahi. The whānau appreciate the value and contributions kaimahi make to the kōhanga reo. Most personnel management practices are in place including signed job descriptions and individual employment contracts. Mokopuna are at the heart of whānau whakahaere.

Key Next Steps

Although whānau have a strategic plan in place, there is no evidence of monitoring progress over time. In the absence of this, it is unlikely that long term priorities will be realised. It is time for whānau to implement monitoring processes. This will ensure the eventual achievement of strategic priorities.

It is time for whānau to review kaimahi appraisal process. Currently, the appraisals are not directly linked to their job descriptions. There is one appraisal template for all kaimahi when the job descriptions would vary according to their roles and responsibilities. This will then allow kaimahi to identify appropriate professional development which will align to their work with mokopuna.

Police vetting applications are still in process. It is important that whānau ensure all kaimahi working near mokopuna have cleared vet checks. This will ensure that mokopuna health and safety is paramount.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must:

  • ensure all reasonable steps are taken to provide staff employed professional support, professional development opportunities and resources

  • ensure all workers who have access to children are safety checked on accordance with the Children’s Act 2014.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that whānau work with the District Office to develop a process to ensure all workers with access to mokopuna are police vetted every three years.

The Education Review Office (ERO) is the government department that, as part of its work, reviews kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

Te Kōhanga Reo o Te Namu is in Opunake. Children are confident learners and are happy and secure in their kōhanga reo environment. Children learn te reo Māori in a supportive environment. The whānau has a clear direction for the future.

The next ERO review of Te Kōhanga Reo o Te Namu will be in three years.

1 Context

Te Kōhanga Reo o Te Namu is in Opunake.  It was one of the first kōhanga reo established in Taranaki. Local kuia provide ongoing support and guidance to the whānau. Te Kura Kaupapa Māori o Tamarongo is situated alongside the kōhanga reo and they share the same philosophy and beliefs about the revitalisation of te reo Maori. There is a growing roll and the whānau have plans to extend the kōhanga reo buildings.

2 The Review Findings

How well do children show confidence in their kōhanga reo environment?

Children are confident learners and are happy and secure in their kōhanga reo environment.

Ngā Taumata Whakahirahira

Children have strong connections to the kōhanga reo. Some kaimahi and parents are kōhanga reo graduates. Kaimahi know their children well and acknowledge children’s efforts and achievements. Children’s emotional and physical needs are well catered for.  They demonstrate the values of respect, manaaki and whanaungatanga. Children are settled and confident at kōhanga reo.

Children learn te reo Māori in a supportive environment. Kaimahi promote te reo Māori in effective ways. They foster conversations based on things that are important to children and that reflect their lives on farms and in rural settings. Children understand and are beginning to use common phrases.  Children are developing knowledge and understanding of te reo Māori. 

Children follow their interests and engage in meaningful learning activities. Kaimahi provide a high quality learning programme. The environment is stimulating and exciting for children. The space is used well and reflects specific links between home and the kōhanga reo environments. Children have access to kaimahi and planned activities suited to their age and ability. Children are happy in their learning.

Key Next Steps

Many whānau members do not have the capacity to support their children’s language development at home. They acknowledge the need for greater continuity between the kōhanga reo and home to support children to become confident speakers of te reo Māori. 

Planning and Evaluation

The kōhanga reo is managed in the interests of children and their whānau. Monthly whānau hui provide opportunities to discuss current priorities including property development, fundraising and staffing. Children are at the heart of decision-making.

The whānau has a clear direction for the future. The strategic plan is based on Te Ara Tūāpae and includes learning goals and actions. These are based on strengthening the kaupapa of the kōhanga reo for whānau and children. The whānau are seeking external support to ensure that their aspirations are realised.

Key Next Steps

Whānau have a limited understanding of their roles and responsibilities for conducting regular internal review. This includes regular property, health and safety checks. The charter, policies and guidelines have not been reviewed to ensure guidelines are in line with the Kōhanga Reo kaupapa and current legislation. Currently most of these areas are left to the kaiako and the kuia to address. This limits and impacts on their work with the children. Kaimahi have not been police vetted or appraised. The sleeping policy does not align to the 2008 ECE Regulations. Emergency drills have not been carried out and recorded. These are critical to the health and safety of the children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

3.1  ensure all reasonable steps are taken to provide staff employed professional support, professional development opportunities and resources through an appropriate appraisal system

3.2  ensure that police vetting for all employees working with children is up to date

3.3  a procedure for monitoring children’s sleep is displayed and implemented and a record of children’s sleep times is kept including supporting documentation

3.4  adults providing education and care are familiar with relevant emergency drills and regularly carry these out with the children and supporting documentation.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation that regional Te Kōhanga Reo National Trust and their purapura provide support to the whānau to improve management and address the issues in this report including to improve the quality of te reo Māori for the children and strengthen internal review practices.
