1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Kautu Ki Te Rangi is situated alongside Te Marae o Taiporohēnui at the eastern end of Hāwera. Its principal hapū are Hāmua and Hāpōtiki, and their ancestral waka is Aotea of the iwi of Ngāti Ruanui. Whānau priority is for mokopuna to be immersed in te reo and tikangā Māori.

3 Evaluation Focus

How well do mokopuna show mauri tau within their learning experiences? 

Mokopuna demonstrate their understanding of mauri tau through their calm and settled engagement in their learning experiences.

4 Findings

Mokopuna are immersed in an environment where they are well supported. Manaakitanga and aroha underpin all interactions. Kaimahi know the mokopuna well and cater to their individual needs. Mokopuna engage with tikangā Māori in authentic contexts such as karanga, whaikōrero and whakatau pōwhiri. This supports them in understanding their role as tāngata whenua. Whānau and kaimahi competently provide guidance, leadership, and uphold tikangā and kawa during these times. Kaimahi use a range of strategies that foster mokopuna language development including te reo awhina, te reo tohutohu, te reo kākā, mōteatea and rotarota. Younger mokopuna actively express and convey their understanding of te reo Māori through their body language and facial expressions. Kaimahi often offer praise, acknowledge achievements and affirm the success of mokopuna contributing to a positive environment. Mokopuna are happy, content and settled in their learning. 

Mokopuna enthusiastically participate in stimulating and enticing learning experiences. Learning spaces are thoughtfully arranged and cater for the needs of different age groups, fostering an inclusive and engaging setting. Readily available resources assist mokopuna to make independent choices and take an active role in their learning. Transitions are structured and enable mokopuna to move safely and confidently throughout their whare Kōhanga reo. These intentional arrangements promote mokopuna confidence, wellbeing and their sense of security. Mokopuna play and learn amicably beside alongside one and other. 

Kaimahi have established efficient processes for planning, assessment, and programme evaluation ensuring mokopuna development remains a priority. They thoughtfully plan a variety of learning experiences that closely align with Te Whāriki a Te Kōhanga Reo. Learning activities are also associated with relevant atua Māori. Assessment is intentional and captures mokopuna progress overtime. Regular updates are shared with whānau to keep them informed and involved in their mokopuna learning. Kaimahi come together weekly to reflect on the learning programme. These collaborative discussions help identify areas for improvement and ensure learning experiences provided are continually enhanced to meet the evolving needs of mokopuna. The ongoing reflection supports the delivery of a responsive learning environment where mokopuna are valued, capable and motivated to learn. Mokopuna benefit from kaimahi providing a responsive environment and nurturing interactions conducive to learning. 

Whānau manage the kōhanga reo operations in the best interest of mokopuna. They actively participate in decision making during bi-monthly hui, fostering a collaborative approach. A structured policy review schedule assists whānau to focus on key health and safety policies and procedures being up-to-date and aligned to current legislation. An annual plan is implemented to ensure that operational, health and safety and administrative tasks are completed as expected. The strategic plan incorporates the aspirations of whānau as outlined in Te Ara Tūāpae, and an associated action plan tracks tasks and progress against stated timeframes. Personnel files are maintained with a strong emphasis on safety, with all kaimahi completing safety checks before commencing work. Regular appraisals for kaimahi include self-performance assessments, identifying areas for growth and setting individual development goals. Mokopuna benefit from collaborative decision-making practices that prioritise their growth, wellbeing and overall development. 

Key Next Steps

Te reo Māori requires further strengthening. While kaimahi use te reo Māori most of the time, mokopuna prefer to speak English. Mokopuna would benefit from kaimahi enhancing their skills and the te reo Māori capability of whānau to support them in becoming confident speakers of te reo Māori. 

While there is a robust Child Protection Policy in place and kaimahi and whānau have completed training, they acknowledge the need for ongoing wānanga to further deepen their awareness and understanding of the procedures. ERO agrees with this and acknowledges the emphasis on further prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendations:

  • continue wānanga to deepen understanding of the Child Protection policy procedures and further strengthen te reo Māori capability.

Purpose

The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Kautu ki te Rangi is next to Taipōrohenui Marae in Hāwera. The whānau along with the Strengthening Early Learning Outcomes (SELO) provider have worked collaboratively to promote positive outcomes for mokopuna.

3 Evaluation Focus

To what extent are mokopuna the focus of education and care?

Mokopuna learning experiences and care is well supported.

4 Findings

Mokopuna experience an environment where relationships are meaningful. The learning environment fosters co-operation, independence and encourages freedom to make choices. Kaimahi ensure all interactions between adults and mokopuna are nurturing and caring. Tuakana display leadership and are considerate when interacting with their tēina. Kaimahi use a range of strategies to encourage mokopuna to speak te reo Māori by using prompts, questions and repetition. Pēpi and older mokopuna are calm, happy and positive learners.

Mokopuna development and care are a priority. Kaimahi are focused on the quality of learning and delivery using Te Whāriki. They work together to fulfil planning expectations and to ensure the learning programme meets the needs of mokopuna. Programme evaluation provides opportunities to reflect, discuss and share strategies to improve outcomes for mokopuna. Professional development is increasing kaimahi skills and knowledge. Mokopuna benefit from focused teaching and learning.

Kaimahi together with the SELO provider have combined their collective skills to strengthen whānau capability to efficiently manage the kōhanga reo operations. The charter provides clear direction for managing the operations of the kōhanga reo efficiently. The strategic plan defines key aspirations and is aligned to their annual plan. There is ongoing review of policies and procedures. These align to current legislation. All employee documentation is in place. Decision-making processes at whānau hui are well planned and documented. Administrative tasks needing attention are prioritised and attended to. Mokopuna wellbeing is at the centre of whānau decision making.

Key Next Steps

Whānau are aware that mokopuna would benefit further from ongoing review and improvement. They are committed to ensuring that the long-term outcomes for learning are realised. Strengthening the overall quality of self review should further support the whānau to achieve these outcomes.

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and Te Kōhanga Reo o Kautu ki te Rangi developed the following recommendation:

  • the whānau continue to work alongside Te Kōhanga Reo Regional office and the SELO provider to enhance the quality of learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Kautu ki te Rangi is next to Taipōrohenui Marae in Hāwera. The kōhanga reo has moved to a new building on the marae complex. A new kaiako and administrator were recently appointed. The whānau are aware there are many areas of kōhanga reo management that require attention.

2 The Evaluation Findings

How well do children show they are confident learners?

Most children are confident in their abilities and skills as they engage in learning activities and with their peers.

Ngā Taumata Whakahirahira

Children are happy and positive towards others. Whānau feel assured that kaimahi are caring and loving in their interactions with their children. Kaimahi display genuine concern for children. This is evident in the way children approach kaimahi for support to resolve conflicts. Children are observed to be working well together as they share resources and space. The older children are provided opportunities to lead parts of the programme such as karakia. Their efforts are affirmed by kaimahi. Children appear secure in their relationships with others.

Children learn in an environment where their identity is nurtured. The marae provides a learning space where children learn about their connections and whakapapa. Kaimahi enable children to participate in pōwhiri. Some children chant pātere that are from Aotea. They are aware of the tikanga and kawa of the marae. They also learn about their roles and responsibilities as tangata whenua. Children are developing an understanding of their whakapapa.

Children show confidence in their learning at the kōhanga reo. Kaimahi have established clear boundaries for children’s behaviour within the kōhanga reo. The older children care for the babies during the formal part of the programme. They are active as tuākana to their tēina. Children know their kōhanga reo environment well. Kaimahi ensure that the programme is consistent and familiar to children. Children transition easily through the different parts of the learning programme. Children are settled in the kōhanga reo.

Children are supported to explore their learning environment. The learning areas are spacious and well set out. There are a range of indoor and outdoor resources. Kaimahi encourage free play and opportunities for children to be creative problem solvers. Children make independent choices and decisions about their play. Children know where and how to access learning resources and activities. Kaimahi get involved and play happily alongside the children. Children are confident learners.

Key Next Steps

The use of te reo Māori throughout the day is inconsistent. The preferred language of communication by children is English. It is time for whānau to strengthen their commitment to te reo Māori. The whānau should consider strategies for both whānau and kaimahi to grow their knowledge, understanding and use of te reo Māori.

Planning and Evaluation

Key Next Steps

Although children are happy, settled and confident in their learning, there are areas relating to whānau management and self review that require further development to enhance the overall operation of the kōhanga reo.

The whānau must take steps to be more involved in decision-making processes. There is an executive committee in place that makes key decisions on behalf of the whānau. Minutes of meetings are recorded but are not kept at the kōhanga reo. It is important that the whānau and executive committee consider ways to strengthen whānau involvement and awareness of their role and responsibilities within the kaupapa of kōhanga reo. This will also be useful to support the new kaiako and new administrator in their roles.

Kaimahi and whānau must implement processes to ensure planning, assessment and programme evaluation are carried out. Programme plans do not show how children’s interests in learning and play will be extended, assessments do not adequately monitor children’s learning and progress, and it is difficult to gauge what changes have been made to improve the quality of the learning programme for children.

While there is a strategic plan for the kōhanga reo, there also needs to be defined actions to ensure that the whānau and kaimahi can take practical steps towards achieving their longer-term goals and aspirations, and to be well positioned to monitor their own progress. The whānau do not have an annual plan in place to ensure they can attend to important operational matters in a timely manner throughout the year.

Health and safety policies have not been reviewed or aligned to the Vulnerable Children’s Act 2014. The fencing around the kōhanga reo is not fully and safely secured. There is a gap in the fence that had been covered with cushions to prevent children from getting out. Emergency evacuation drills are not carried out regularly or documented. Children’s physical safety is compromised.

Personnel management practices are not well implemented. The whānau are unclear about their roles and responsibilities as employers. All kaimahi employment documentation needs to be updated and signed. Appraisals have not been completed for some time and relevant professional development opportunities have not been identified and monitored well.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self review or internal evaluation to help maintain and improve the quality of practice for children

  • ensure kaimahi plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • establish an annual plan to guide the operations of the kōhanga reo

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kautu ki te Rangi will be within one year.
