1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Ao Marama is one of the longest serving kōhanga reo in Manawatu. The kōhanga is multi-generational with current whānau who attended as pēpi. During the ERO visit a number of serious concerns were identified by the whānau and by the ERO team.
3 Evaluation Focus
To what extent do mokopuna enjoy a positive and safe learning environment?
Mokopuna do not experience a safe learning environment. They are not provided with adequate learning opportunities.
4 Findings
Mokopuna learning is poorly planned. Kaimahi undertake very basic weekly and term planning which lacks sufficient detail and does not consider the strengths and interests of mokopuna. There is a willingness to improve this aspect of kaimahi practice. However, they are yet to access support to develop their understanding on how to plan appropriately for mokopuna learning. The learning needs and strengths of mokopuna are not well considered or met.
Mokopuna progress and development is not clearly identified or documented. While kaimahi discuss in general mokopuna learning, this information is limited and does not specifically identify the skills, attributes, knowledge and interests mokopuna are developing. The information in portfolios does not provide meaningful information about mokopuna learning. Whānau cannot be assured that mokopunaare experiencing success.
The learning programme is ineffective. ERO observed mokopuna who appeared bored and disengaged due to a lack of effective teaching strategies. The high number of instances of biting, hitting and pushing amongst mokopuna in the accident register is likely the result of a poorly planned and ineffective programme. Mokopuna emotional and social well-being is seriously at risk.
Internal evaluation is poor. While whānau have started to meet regularly and have begun to review policies and procedures there are a number of key documents and procedures that are not in place or have not been reviewed. This includes ensuring and reviewing that mokopuna are supervised at all times. While ERO was onsite a mokopuna wandered down the drive unnoticed by the adults responsible for supervision. Mokopuna safety cannot be assured.
Key Next Steps
Kaiako are in urgent need of further training and development. Programme planning, mokopuna assessment and programme evaluation need to be significantly improved. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna. Mokopuna benefit from learning experiences that are underpinned by high quality teaching, planning and assessment practices.
A number of key health and safety policies and procedures have not been ratified or are not in place. Whānau and kaimahi do not fully understand how this influences what happens in kōhanga reo and how mokopuna safety is compromised. There is an urgent need to ensure:
-
the outdoor area is kept clean and tidy outdoor and is easily accessible
-
safety glass and or protection is on all windows and doors
-
safe spaces are provided for different age groups
-
heavy furniture is secured in case of earthquake
-
earthquake evacuation drills are frequently undertaken and a record is kept
-
regular hazard identification checks are completed and documented for both the kōhanga reo grounds and when going on excursions
-
kaimahi training is undertaken for the administering of medication
-
adequate supervision is provided for mokopuna at all times.
Mokopuna health and wellbeing cannot be guaranteed.
Planning and the day-to-day management of the kōhanga reo is inadequate. Implementation of the annual plan has not yet happened. It is difficult to gauge how the administration of key aspects of operations are being monitored. Whānau do not ensure equipment, premises and facilities are checked and documented daily and appropriate action is taken. There is no annual budget in place to guide resourcing decisions. While the strategic plan identifies what the priorities are for the future development of the kōhanga reo, there is no action plan to ensure the outcomes are monitored and reported. Personnel matters are poorly managed. There is no kaimahi appraisal system in place. There are no internal evaluation processes in place to monitor the quality of systems. It is time for whānau to consider ways to encourage members to support the management and operations of the kōhanga reo as well as the supervision and learning of mokopuna. Mokopuna safety and enjoyment is at serious risk.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:
-
emotional safety including positive guidance and child protection
-
physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
-
suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
Actions for Compliance
To meet compliance requirements they must:
-
ensure that the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai.

ensure that all reasonable steps are taken to promote the good health and safety of children enrolled in the service; and take all reasonable precautions to prevent accidents and that the premises, facilities, and other equipment on those premises are kept in good repair, maintained regularly, used safely, and kept free from hazards.

ensure that the kōhanga reo premises and facilities used, having regard to the number and age range of the children attending the premises, provide sufficient and suitable space for toileting, and washing and safe and healthy practices.

6 Recommendation
ERO and the kōhanga reo whānau recommends that the National Trust support the kohanga reo to urgently remedy current risks to mokopuna safety and learning. The Trust, in consultation with the whānau, develop an action plan to rectify the identified areas identified above and to reduce the serious risk to the learning, health and well-being of mokopuna.

1 Background
Introduction
A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
Terms of Reference
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:
- health and safety in the learning environment
- strategic and annual planning
- unclear assessment practices
- personnel management including appraisals
- whānau participation
- and any issues identified since the previous review.
2 Context
Te Kōhanga Reo o Te Ao Mārama is in Palmerston North. Since the previous review, many new whānau have joined the kōhanga reo. They are learning about their roles and responsibilities. A core group of established whānau members guide daily operations. Most areas highlighted in the previous report have improved.
3 Findings
Children enjoy an environment that supports a variety of learning experiences. They participate in activities that challenge and develop their social skills. They are able to choose from a variety of activities. The outdoor environment is clean and a stimulating learning environment. Children have access to a range of resources both indoors and outdoors. Children are well supported as early learners.
Whānau relationships are positive and supportive. Whānau work together across all areas of the kōhanga reo. Many whānau are new. They have completed an induction process to the kōhanga reo to learn about their roles and responsibilities. A core group of established whānau members guide daily operations. Communication with whānau is regular, clear and positive. Whānau and kaimahi now use the assessment tool, mātai-i-te tamaiti, to monitor and assess children’s learning. This information is available to parents. Children benefit from a positive and well managed learning environment.
Key Next Steps
Strategic planning remains an area for further development. While whanau have identified what, why and how their strategic plan is to be implemented it is still unclear when actions and or tasks will be completed. Children do not benefit from effective planning for their future at kōhanga reo.
Some aspects of personnel management are incomplete. Kaimahi appraisals are only partially completed. Police vetting is yet to be completed.
4 Actions of non-compliance
Overview
ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:
- ensure all those working with children at kōhanga reo are police vetted.[S319D Education Act 1989]
5 Recommendations
ERO and the kōhanga reo whānau developed the following recommendations for whānau to:
- formalise and monitor actions in the annual plan
- improve personnel management practices.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Ao Mārama will be in three years.
