1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Manu Kōrero is situated at Maungārongo Marae in Ōhākune, beneath Mount Ruapehu. Strong connections remain with the papakāinga including Te Kura Kaupapa Māori o Ngāti Rangi, the community health centre, and pāhake of the local and surrounding marae.
3 Evaluation Focus
How well do mokopuna express their understanding of te puna aroha o nga tūpuna?
Mokopuna show pride in their identity and a strong connection to their cultural values and the taiao.
4 Findings
Mokopuna are nurtured in an environment that is founded within the principles of whanaungatanga. Kuia, kaumatua and kaimahi offer guidance, leadership, and ensure mokopuna are included in pōwhiri. Mokopuna observe their pāhake perform karanga and whaikōrero and participate in waiata tautoko, harirū and hongi. Through these practices, mokopuna learn about tikanga and kawa o Ngāti Rangi and their role as tangata whenua. Mokopuna learn local history, stories and narratives of the hapū through mōteatea and tauparapara. They show a growing understanding of who they are and where they belong.
Mokopuna are well supported and encouraged to speak te reo Māori. Te mita o Te Maunga is normalised across the learning programme. Kaimahi use a range of strategies to support mokopuna language development. These include repetition, questions, instructions, and prompts. Tuakana willingly engage in karakia, waiata and reciting their pepehā. Pēpi listen and happily convey their understanding through mimicking, hand actions, eye movement and body gestures. Kaimahi interactions with mokopuna are carried out where concepts of ngākau māhaki, rangimārie and whakaute are practiced. Mokopuna benefit from learning that nurtures their mana, wairua and mauri.
Mokopuna are encouraged to explore their taiao with ease. The kōhanga reo is situated beneath Ruapehu Maunga alongside te awa o Mangawhero. This provides opportunities for mokopuna to engage and explore the natural settings that this has to offer. The daily routine provides moments for mokopuna to express, interpret and celebrate their learning experiences. Kaimahi enthusiastically facilitate mokopuna exploration of the marae grounds, fostering connections with the land, te taiao and their turangawaewae. Mokopuna enjoy learning about te ao Māori.
Whānau have efficient systems in place to manage their kōhanga reo. An Ohu group has been established to fulfil the management responsibilities. Regular hui are held with reporting across most aspects of operations. Core health, safety and personnel policies and procedures have recently been updated and align to current legislation to ensure mokopuna wellness is a prioritised. Evacuation drills are practiced regularly, and documentation provides good information. Sustainability is planned for the future. The strategic plan includes the vision and aspirations of whānau. Identified priorities and goals include growing leadership and revitalising Te Reo Māori o Te Maunga. Personnel matters are managed efficiently with comprehensive employment documents for the newly appointed kaimahi. These include individual employment agreements, detailed position descriptions and verified kaimahi safety checks. Mokopuna learning and overall wellbeing are promoted through cooperative whakahaere practices.
Key Next Steps
Programme planning and mokopuna assessment need to be reviewed. While there is a mahere ako and matai mokopuna in place, kaimahi acknowledge their limited understanding of the critical elements required of planning and assessment. Programme evaluation needs to be developed and implemented. Mokopuna learning can be further enhanced through stronger links between planning, assessment and evaluation.
Whānau shared they are seeking methods to increase whānau participation and contribution to operations. ERO support this as an essential step for ensuring effective inclusion into the management and governance of operations. Mokopuna benefit from collective whānau decision making.
Whānau and kaimahi continue to acknowledge their ongoing efforts to enhance their awareness and understanding of the Children’s Act 2014. ERO agree that further wānanga will enable them to demonstrate their commitment to fulfilling the obligations of the Act.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements they must:
- ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

Purpose
The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.
1 Introduction
The Education Review Office, whānau, leaders and communities to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Manu Kōrero is situated at Maungārongo Marae in Ōhākune, beneath Mount Ruapehu. Strong relationships remain with the papakāinga. Te Kōhanga Reo Regional Office and local Purapura have supported the kōhanga reo with addressing issues raised in the previous report.
3 Evaluation Focus
To what extent do mokopuna experience positive learning opportunities and conditions that responds to their needs?
Mokopuna appear active and experience positive opportunities to learn.
4 Findings
Mokopuna are developing as speakers of te reo Maori. Kaimahi use strategies to support mokopuna te reo Maori development. Mokopuna actively participate in pohiri to foster understanding of the importance of protocols and tikanga. The whānau and kaimahi have created a learning environment that promotes manaaki, aroha and tiaki. The individual needs of babies influence the way kaimahi support them as they learn and grow. Tuakana display leadership and nurturing qualities as they interact with tēina. Mokopuna are happy and settled at kōhanga reo.
Whānau manage the kōhanga reo in the best interest of their mokopuna. There is an ongoing cycle of policy review. Reporting to whānau occurs at monthly whānau hui. Purapura continue to contribute to building whānau understanding of internal evaluation. Te Ara Tūāpae guides strategic planning for the whānau. Goals and aspirations focus on strengthening, empowering, nurturing and normalising the kaupapa o te kōhanga reo. Programme planning provides clear guidelines for kaimahi to implement the learning programme for mokopuna. Kaimahi use mātai tamaiti to capture and monitor children’s learning and progress. Kaimahi appraisals are complete with an ongoing focus on professional development. Purapura wananga contributes to kaimahi understanding their roles and responsibilities in the kōhanga reo. Police vetting is completed in accordance with Children’s Act 2014. Mokopuna are at the centre of whānau management and operations.
Key Next Steps
Programme evaluation is developing. Kaimahi hold regular hui to discuss the learning programme. The next steps are to reflect on what the successes were, what didn’t work and what needs to happen to improve the quality of the programme. Mokopuna cannot be assured that the quality of programme will meet their learning needs.
5 Assurance on Legal Requirement
Actions for Compliance
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection
-
physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
-
suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and Te Kōhanga Reo o Manu Korero developed the following recommendation:

kōhanga reo to continue to work alongside Te Kōhanga Reo Regional office and local Purapura for support with evaluating learning programme.

1 Context
Te Kōhanga Reo o Manu Kōrero is situated at Maungārongo Marae in Ōhākune, beneath Mount Ruapehu. Strong relationships remain with the papakāinga including Te Kura Kaupapa Māori o Ngāti Rangi, the community health centre, and kuia and kaumātua of the marae. The whānau strive to strengthen te reo Māori within the kōhanga reo.
2 The Evaluation Findings
How well do children express their identity and belonging?
Children express and show their identity and belonging.
Ngā Taumata Whakahirahira
Children are nurtured and surrounded by te reo Māori. Kaimahi incorporate a range of language strategies to enhance children’s learning in meaningful ways including waiata, repetition, storytelling, prompts and instructions. Children use visual displays, symbols of imagery and taonga Māori to build their vocabulary in te reo Māori. Kaimahi provide language learning opportunities using Māori language television programmes. Children who speak English are gently reminded to speak Māori. Kaimahi always provide children with the correct sentence structure to foster their use of te reo Māori. Children are in the very early stages of learning te reo Māori.
Children experience care and support in their relationships with others. Kaimahi are responsive to children’s needs and adapt their practices accordingly. Children are regularly praised and celebrated for their successes. The kuia attends kōhanga reo each day and provides guidance to kaimahi. She assists to maintain tikanga around formal parts of the learning programme. Children experience loving and respectful interactions with the kuia. Babies have formed a special bond with her. The older children are encouraged to support their tēina. The babies are happy when their tuākana take notice of them. Children are happy and secure.
Children’s belonging is affirmed. Kaimahi provide a learning programme where tikanga and kawa of Ngāti Rangi is a priority. The marae provides children with opportunities to learn about their roles and responsibilities as tangata whenua. The kuia provides rich and relevant experiences that build children’s understanding of the local dialect and whakapapa. Children hear karakia that are specific to their iwi. Kaimahi take children to the maunga to participate in karakia specific to Pūanga. Children are familiar with many events that are relevant to their identity as Ngāti Rangi.
Planning and Evaluation
Kaimahi have processes for programme planning. The annual learning plan focuses on the place of the marae in children’s learning. Learning is aligned to the seasons of the year and also links to various local and national events. Planned activities provide new learning experiences for all children.
The whānau have recently carried out renovations to the kōhanga reo premises. There is now more space for children. The outdoor area of the kōhanga reo has been upgraded as a result of a health and safety review. The kōhanga reo is vibrant and refreshed.
Key Next Steps
There are a number of areas of kōhanga reo operations and whānau management that require attention.
Internal evaluation is not well established in the kōhanga reo. There are no whānau hui minutes available for 2019 and it is not clear how decisions relating to the management of the kōhanga reo are made and reported. The charter requires review, in particular all health and safety policies and procedures which were last updated in 2017. It is time for whānau to be more actively involved in the management of the kōhanga reo and to support the kaiwhakahaere who is carrying the responsibility for most of these tasks.
The strategic priorities for the kōhanga reo have not been documented. It is important for the whānau and kaimahi to define the long-term goals for their kōhanga reo and implement an action plan to achieve those goals. This plan will also support ongoing internal evaluation by the whānau to monitor their own progress towards those goals.
Kaimahi hui are not held regularly and it is difficult to evaluate the impact of changes to the learning programme. Kaimahi require support to understand the purpose and nature of assessment and how to effectively monitor children’s learning and progress over time.
There are aspects of personnel management that require urgent attention. Kaimahi appraisals have not been carried out as the current appraisal system is not well understood by whānau. The police vetting of kaimahi must be carried out before employment commences.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
The following areas of non-compliance identify that there is a need to;

establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of practice for children

4 Recommendations
ERO recommends the whanau and kaimahi seek support from Te Kōhanga Reo National Trust to:

strengthen internal evaluation practices that enhance decision making for the kōhanga reo

develop whānau understanding and involvement within the kōhanga reo
-
review and update the charter, including all health and safety policies
-
improve assessment of children’s learning and the ongoing evaluation of the learning programme
-
define their strategic priorities for the kōhanga reo and develop an action plan to achieve those priorities
-
urgently attend to the appraisal of kaimahi and police vetting processes.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Manu Kōrero will be within two years.
