1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Te Reo Irirangi is located in Te Kaihau-ā-Kupe, close to the Whanganui coast. The Kōhanga reo name was given to acknowledge the significance of sharing te reo Māori. The whānau have a close association with their community and the Ratana faith.

3 Evaluation Focus
How well do mokopuna express their identity and belonging?
Mokopuna demonstrate an understanding of who they are and how they belong.
4 Findings
Mokopuna learn in an environment where their identity is nurtured. They are supported to participate in pōhiri and whakatau. Kaumatua provide guidance and model tikanga and kawa. Mokopuna are exposed to the authentic use of te reo Māori as they listen to kaumatua whaikōrero. Tuākana are provided with opportunities to lead aspects of the formal programme. Kaimahi use appropriate strategies to support mokopuna to recite pepehā through waiata. Mokopuna learn whakamoemiti and himene pertaining to the Ratana faith. Kaimahi model values of aroha, manaaki and tiaki in the learning programme. They ensure all interactions are caring and nurturing. Mokopuna are learning about who they are and where they are from.
Kaimahi have in place processes for programme planning, assessment and programme evaluation. Planning is detailed and organised. This guides kaimahi programme implementation and ensures the programme is focussed and purposeful. Assessment information is gathered and captured in mokopuna profile books. Individual development of each mokopuna is shared with whānau. Kaimahi evaluate the programme regularly in order to make positive changes. Mokopuna experience a learning programme that is well organised and managed.
Whānau manage the Kōhanga Reo well. Whānau members actively participate in the management of the kōhanga reo operations. Whānau hui are held regularly and well attended. Reporting and recording across operations is consistent, and minutes are informative and detailed. A range of communication strategies is used to keep whānau informed about kōhanga reo events. The tūtohinga provides clear guidance and direction for whānau to manage their operations. Health and safety and personnel management policies and procedures align to current legislation. Kaimahi appraisals are completed with an ongoing focus of professional development. Mokopuna are at the heart of whānau management.
Key Next Steps
While the whanau have clear aspirations for the future of the kōhanga reo, it’s important for whanau to develop an action plan to record and closely monitor progress in relation to their aspirations.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendations
ERO and the kōhanga reo whānau developed the following recommendation:
- whānau work with the District Office to complete the action plan.

Evaluation
Te Kōhanga Reo o Te Reo Irirangi is in Te Kaihau-ā-Kupe (Castlecliff), Whanganui. Children’s enjoy learning and using te reo Māori in the kōhanga reo. Whānau appreciate having the best of both worlds for their children’s learning which incorporates Whanganuitanga and Mōrehutanga. Children are developing confidence in themselves and well-prepared for kura.
The next ERO review of Te Kōhanga Reo o Te Reo Irirangi will be in three years.

Te Kōhanga Reo o Te Reo Irirangi is in Te Kaihau-ā-Kupe (Castlecliff) in Whanganui. The staff have been involved in the kōhanga reo since 2004. Whānau and staff have strong influences in both Whanganuitanga and Mōrehutanga.
2 The Review Findings
How well do children express themselves using te reo Māori?
Children demonstrate they enjoy learning and speaking te reo Māori.
Ngā Taumata Whakahirahira
Children enjoy learning te reo Māori. Kaimahi use a range of strategies to support children’s language development. Language activities promote children’s use of simple phrases and sentences in formal and informal situations. Kaimahi encourage children to share their thinking by using questions and prompts. Children recite pepeha and ruruku with support from kaimahi. Children are developing speakers of te reo Māori.
Children are happy and settled in their kōhanga reo. Kaimahi encourage and support children to learn himene, waiata and mihimihi. Children follow and show understanding of ruruku and whakamoemiti aligned to the tikanga of Whanganui and the Rātana faith. Whānau value the experiences their children have to learn about Whanganuitanga and Mōrehutanga of Rātana. Children are well supported to learn about taha wairua.
Children interact confidently with each other and with adults. They are familiar with routines and initiate independent play. Kaimahi provide children with leadership opportunities in pōwhiri and helping them to set up activities for the day. The physical spiritual and emotional needs for children are an integral part of kaimahi practices. Children’s holistic wellbeing and care is a priority.
Planning and Evaluation
Children participate in well planned learning programmes. Programme planning is comprehensive with clear links to kaupapa and learning experiences. Learning programmes for younger children are considered by creating a space for their age group and allow kaimahi to respond to their needs. Whānau are encouraged to share ideas and give feedback about planning at hui whānau. Children benefit from individualised planning.
Children’s individual learning is monitored. Kaimahi have clear processes for assessing children’s learning. They gather information about individual’s interests, learning experiences and samples of work. Kaimahi use these observations and profile books to monitor children’s progress. A formal report is provided for whānau once a year. Whānau can access their children’s assessment information at any time. Children’s progress informs the learning programme.
Whānau members play an active role in the management of the kōhanga reo. Te Ara Tūāpae framework is used to identify strategic vision and priorities for children and the whānau. Whānau priorities include creating an environment to support children’s learning, te reo Maori and achieving aspirations for their children. Effective financial management systems allow the whānau to support the kaupapa of kōhanga reo. Children are at the heart of all kōhanga reo decision making.
Key Next Steps
Kaimahi reflect and evaluate the effectiveness of the learning programme at their regular kaimahi hui. The kōhanga reo whānau recognise the need to strengthen this process to ensure consistency across all kaimahi. Children benefit from effective evaluation.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
