1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Puawai o Te Aroha is located in Whanganui East. It is one of the original kōhanga reo to be established in the area. A kuia continues to guide and support the kōhanga reo whānau and kaimahi. The vision of Te Puawai o Te Aroha Te Kohanga Reo is to ensure that mokopuna are totally immersed in te reo and tikanga Māori me nga ahuatanga Māori katoa.

3 Evaluation Focus

How well do mokopuna show their enjoyment for learning?

Te Kōhanga reo o Te Puawai o Te Aroha provides an environment that encourages positive learning experiences.

4 Findings - Mana Whakahaere

The whānau have developed a detailed strategic plan which includes the vision and aspirations of the whānau. Identified long and short-term priorities guide whānau into the future. There is a focus on continual growth and improvement. These include property maintenance, operations, participation, building te reo Māori capacity and a detailed training and development plan. The action plan identifies actions and delegated responsibilities to support progress. Whānau work together to create a learning environment that mokopuna will enjoy.

Whānau members participate in the management of the kōhanga reo operations. Regular whānau hui are well attended. Detailed discussions support whānau to make informed decisions. Health and safety policies and procedures are current. Whānau have systems in place that show mokopuna wellbeing is prioritised.  Administration and operations are monitored and reported on at whānau hui. Kaimahi appraisals are complete and focus on building kaimahi capability. Mokopuna observe meaningful relationships amongst whānau.  

Mokopuna learning needs are identified, monitored, and reported. Planning is linked to Te Whāriki o Te Kōhanga Reo. Kaimahi appear to be well resourced to support the delivery of the mahere ako. Whānau members contribute to planning. Kaimahi use a variety of assessment methods. These include profiles and individual digital learning stories using an online platform. Mokopuna learning and progress is clearly identified. Kaimahi discuss and review the effectiveness of the learning programme. Mokopuna benefit from a learning programme designed to meet their interests and needs.    

Key Next Steps

Whānau continue to strengthen internal evaluation to further increase positive outcomes for mokopuna.

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

That whanau to continue to enhance their collective capability to further increase positive outcomes for mokopuna.
