1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Kura Mahiao is located in Castlecliff, Whanganui. It is the last remaining home-based kōhanga reo in the region. Mokopuna and whānau have close connections to Te Marae o Kaiwhaiki. The whānau are committed to the legacy left by their kuia, after whom the kōhanga reo is named.

3 Evaluation Focus

How well do mokopuna engage in focused learning?

Mokopuna are happy, positive, and engaged learners.

4 Findings 

Mokopuna learn in a supportive, caring, learning environment. Kaimahi show aroha and care for mokopuna as they interact gently and speak softly. Kuia, koroua and kaimahi encourage mokopuna to participate in formal learning, such as pōwhiri. Mokopuna observe karanga and whaikōrero and engage in karakia, himene o te haahi Katorika, mihimihi, harirū and hongi. Mokopuna are developing their understanding of tikanga and kawa, and their roles as tangata whenua. Mokopuna are encouraged to self-correct themselves as they communicate with others. Kaimahi utilise a variety of methods to stimulate mokopuna use of te reo Māori. Mokopuna eagerly participate in activities such as waiata, haka, pepeha and kori tinana, which helps them recognise language patterns and build their vocabulary of kupu Māori. Storytelling is used to encourage mokopuna to connect words with pictures, enhancing their understanding. Older mokopuna apply what they know, while pēpi communicate their understanding through body language. Mokopuna are happy, confident learners.

Mokopuna engage in experiences and activities that stimulate their interests and learning. Kaimahi maintain a consistent programme that helps mokopuna become familiar with routines. Mokopuna are encouraged to be creative in their learning. They move confidently and appropriately throughout their kōhanga reo. The learning environment is spacious, well-organised, and the outdoor area encourages exploration allowing mokopuna to connect with their taiao. Mokopuna eagerly participate in activities such as mahi maara and mahi whakairo which foster curiosity, investigation, and creativity. Mokopuna are settled learners. 

Kaimahi work from a basis of whanaungatanga as they plan the learning programme, monitor mokopuna learning and evaluate the quality of the learning programme together. Planning is detailed and guides the implementation of kaupapa mahi. Mokopuna learning and progress is documented in mātai i te katoa o te tamaiti. Kōnae mokopuna are used to capture individual mokopuna growth and development over time. Kaimahi discuss the quality of the learning programme. This practice informs changes and responds to mokopuna learning needs. Mokopuna enjoy a learning programme that is organised and well managed.

Whānau adequately oversee their kōhanga reo operations. Hui minutes are detailed, providing insightful information that supports collective decision making. All health and safety policies and procedures align with relevant legislation ensuring compliance. Regular emergency evacuations are conducted, with completed registers in place to prioritise the health, safety and welling of all mokopuna. The strategic plan draws insights from Te Ara Tūāpae with long term goals reflecting the aspirations whānau have for their mokopuna growth, identity, te reo Māori and future success. The annual plan is comprehensive, covering all operational tasks with scheduled timelines for completion. Personnel matters are efficiently managed ensuring all employment documentation is up to date, including individual employment agreements, detailed position descriptions and verified kaimahi safety checks. In addition, self-appraisals are complete and identifies ongoing professional development to strengthen kaimahi abilities. Mokopuna are at the centre of collective whānau whakahaere practices.

Key Next Steps

While there is a policy for Child Protection in place, a more in-depth understanding of the procedures is needed. ERO agree that whānau and kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the act and prioritising mokopuna safety and wellbeing. Mokopuna are further benefited when their safety and wellbeing is prioritised.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommend that whānau and kaimahi continue to increase awareness of the Children’s Act 2014.

Mokopuna show they are comfortable and settled in their relationships with others.

4 Findings

Mokopuna are provided a positive environment that builds meaningful relationships. The daily programme and well-established routines foster comfort and calm. Kuia, kaimahi and whānau model values of aroha, awhina and manaakitanga. Tuakana are gentle in their interactions with their tēina. Tuakana confidently volunteer to lead aspects of the learning programme. Mokopuna are exposed to language specific to their iwi. Kaimahi use a range of strategies to support mokopuna language development. These include prompts, repetition, waiata and mōteatea about the local area. Kaimahi praise mokopuna for their active participation and successes. Mokopuna show they are settled and caring towards others.

Planning and assessment is in place. This includes programme content, timelines, and clearly links to Te Whāriki-a-te-Kōhanga Reo. Assessment information is gathered and captured in mokopuna konae books.  Mokopuna benefit from a focused approach to assessment.

The whānau manage their kōhanga reo in the best interest of the mokopuna. Whānau hui are regular and are well attended. The whānau are currently reviewing and updating their policies and procedures. The annual plan identifies key operational tasks and when these must be met. Personnel documentation is in place. Kaimahi appraisals are complete with an ongoing focus of improvement. The Tūtohinga provides clear direction and defines processes to manage kōhanga reo operations. Mokopuna are at the heart of whānau whakahaere. 

Key Next Steps

Whānau have identified their goals and aspirations in their strategic plan, it is important that the whānau develop an action plan to record and monitor progress in relation to aspirations. Mokopuna benefit when their future needs are monitored and considered. 

Mokopuna learning can be further enhanced through strengthening programme evaluation.  It’s time for kaimahi to take a planned approach to evaluation in order to raise the quality of the learning programme. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • establish a process to evaluate the effectiveness of the learning programme.

1 Context

Te Kōhanga Reo o Kura Mahiao is in Castlecliff, Whanganui. It is the last remaining home-based kōhanga reo in the region. All of the children and whānau have close connections to Kaiwhaiki marae. There is a close relationship with Te Kōhanga Reo o Mere Te Aroha and Te Kōhanga Reo o Kaiwhaiki. The whānau are committed to the legacy left by their kuia, after whom the kōhanga reo is named. The roll is consistently full with children and their whānau.

2 The Evaluation Findings

How well do children show confidence in who they are and where they are from?

Children appear confident in who they are, where they are from and happy in their learning.

Ngā Taumata Whakahirahira

Children experience caring and nurturing relationships. The whānau are positive and take every opportunity to praise children. They show affection and love to children throughout the day. Children experience learning alongside kaumātua. Their koroua regularly participate in kōhanga reo activities. The close relationship within the whānau supports children to relate well with each other and adults. Tuakana teina relationships are fostered by integrating babies into tuākana learning times. The whānau are committed to keeping adult child ratios low to ensure quality interaction and care of children. Children appear safe and secure.

Children learn about their ancestral heritage. The whānau organise regular trips to local landmarks and marae. They support children with tikanga marae. Children are active participants when formally welcoming visitors through mihi whakatau. They confidently sing songs about local histories and names of key ancestors. The whānau display photos of kuia and koroua on the walls to acknowledge and celebrate them. Children show a sense of belonging.

Children are immersed in the language of the area. The whānau model te reo Māori specific to Whanganui. Kaimahi use a range of strategies to support children’s language development. These include: repetition, questioning, modelling and waiata. Children are supported to recite karakia, deliver and respond to mihimihi. Older children confidently answer questions and contribute to group learning. Younger children use facial expressions, and hand and body gestures to show their understanding. Children are developing as speakers of te reo Māori with a particular focus on the Whanganui dialect.

Children’s interests are acknowledged and reinforced. The whānau allow flexibility in the learning programme to respond to children’s needs and interests. They organise activities to encourage children to make choices in their learning. They provide a wide range of quality resources and activities to support children. Children are highly stimulated.

Planning and Evaluation

The whānau use an innovative visual approach to displaying programme planning. Long and short term plans are clearly displayed. This provides clear information about kaupapa and learning outcomes for each term. The whānau receive regular detailed feedback on children’s learning and development through report books. Kaimahi ensure the programme is flexible and responds to children’s needs on a daily basis. Children are well supported in their learning.

The whānau manage the kōhanga reo in the best interests of their children. Whānau members are supportive of each other. There is good whānau involvement and participation in all areas of the kōhanga reo. Whānau hui are regular, well attended and well organised. Financial reporting is transparent and supports them to make good financial decisions. They have a system in place to review policies and procedures. Kaimahi employment documentation includes job descriptions and employment contracts. Children’s wellbeing is a priority for the whānau.

Key Next Steps

Evaluation of the learning programme has not been formalised. Although kaimahi regularly discuss the learning programme, they do not record their discussions or the changes made as a result. Documenting of kaimahi discussions will strengthen programme evaluation.

The whānau does not have an annual plan that identifies key tasks to be undertaken each year. Reporting on the progress and successes of annual goals and priorities will provide whānau with direction for the future of the kōhanga reo and children’s interests.

While the whānau have a policy in place for appraisal, they have not yet formalised this process. Implementing and documenting a formal process for staff appraisal will support staff professional development and growth.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • Ensure the curriculum is informed by planning, implementation and evaluation
