The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Hunga Ririki is on Te Wairoa Iti Marae in Waverley, Taranaki. The kōhanga reo whanau has a close association with the marae, community, church and the local kura.  

3 Evaluation Focus

How well do mokopuna show their understanding of whanaungatanga

Mokopuna show their understanding of whanaungatanga through their interactions with their peers.

4 Findings

Mokopuna experience an environment where relationships are meaningful. Kaimahi model values of aroha, manaaki and tiaki. Mokopuna are constantly praised for their successes. Kaimahi know the mokopuna well and are attuned to their needs. Mokopuna are familiar with tikanga and kawa. Tuakana are confident to lead karakia, himene and mōteatea. They display appropriate behaviour for whakatau as tangata whenuaKaimahi encourage interactions between mokopuna that fosters sharing and aroha. Tuakana demonstrate respect and care for their tēina. Transitions and routines are established.  Mokopuna are caring towards other. 

Mokopuna learning needs are considered by kaimahi. The learning programme is developed in consultation with the whānau. Planning provides clear guidelines for the weekly and daily implementation of the programme. Year, term, and weekly plans are clearly displayed. Assessment information is gathered and captured in digital portfolios. There is good information kept about the learning journey of each mokopuna.  This includes individual mokopuna achievements over time. Mokopuna benefit from a programme that is organised and managed.

Mokopuna are the centre of whānau whakahaere. Whānau have effective processes and procedures for monitoring and reporting on key aspects of the kōhanga reo operations. Whānau hui minutes are informative and detailed. Good financial management standards are kept. Decision making processes at whānau hui are well informed. Health, safety and personnel management policy and procedures are in place. Kaimahi appraisals are complete and contribute to their professional growth and development. The tūtohinga provides information of the history, philosophy and clear guidance and direction for the whānau. Mokopuna are the focus of whānau whakahaere

Key Next Steps

Mokopuna learning can be further enhanced through strengthening programme evaluation. While kaimahi hold regular hui to discuss the learning programme, it’s time for kaimahi to formalise and document their discussions in order to raise the quality of the learning programme. Mokopuna benefit from focused evaluation approaches.  

Whānau have identified their goals and aspirations in their strategic plan, it’s important that the whānau develop an action plan to record and monitor progress in relation to aspirations. Mokopuna benefit when their future needs are carefully monitored and considered.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, the whānau must: 

  • formalise a process to evaluate the effectiveness of the learning programme.

ERO and the kōhanga reo whānau developed the following recommendation:

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • whānau roles and responsibilities
  • strategic planning
  • programme planning
  • evaluation and assessment
  • areas of non-compliance including evacuation, emergency drills, appraisal and professional development
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Te Hunga Ririki is on Te Wairoa Iti Marae in Waverley, Taranaki. The kaimahi have taken significant steps to build their knowledge and understanding of Te Whāriki and Te Korowai. The kaiwhakahaere manages administration requirements and supports the kaiako to manage day to day operations.

3 Findings

Areas of progress

Children enjoy the learning programme. Whānau provide a range of well organised, age appropriate activities and resources. Kaiako are energetic and enthusiastic. Babies’ needs are well catered for. Children play happily with others and on their own. Children actively participate in karakia and waiata. Tuākana support their tēina.  Kaimahi encourage children to care for their environment. Children learn to tidy up after themselves and keep their kōhanga reo clean. They confidently follow well established routines and expectations. Children are settled.

Programme planning provides useful guidelines for kaimahi. Long and short term curriculum plans are in place with specific learning goals for each age group. Kaimahi regularly record children’s progress and next learning steps in individual profiles. They have assessment guidelines for each kaupapa, which includes identifying next steps, monitoring of te reo Māori development and observations of participation in learning activities. The kaiako has had support from the purapura and has a clearer understanding of her role and responsibilities. Children’s learning is enhanced.

Children respond to te reo Māori. The kaimahi speak te reo Māori with children at all times. They are role models for both children and whānau. Many of the children only hear te reo Maori while at kōhanga reo. Older children show confidence and pride in karakia and waiata. Younger children and babies mimic words and phrases. Children are developing their understanding of te reo Māori.

Key Next Steps

Kaimahi do not formally evaluate the effectiveness of the learning programme. They meet regularly but do not record their professional discussions. Children do not benefit from a programme that identifies what went well and what can be improved.

Children benefit from a positive learning environment. Whānau have sought professional support and guidance to improve the learning outcomes for children. Kaimahi have strengthened their understanding of Te Whāriki and how children learn. Kaimahi are committed to improving their knowledge and skills in all areas. Children are happy and engaged.

Whānau have an improved understanding of their roles and responsibilities. They have had external support to improve all areas of operation. The new chairperson has a background in management and provides strong leadership in performance development and succession planning. He has played an integral role in strengthening the relationship between the marae and the kōhanga reo. Kaimahi have been appraised. The kaiwhakahaere is on a Te Kohanga Reo National Trust training programme and is focussed on continual improvement of all areas of administration. Emergency evacuation drills have been conducted and recorded and all policies have been updated. The charter provides information for the whānau on the history, philosophy and future priorities for the whānau. Strategic goals are clear, measurable and well monitored. Some goals have already been achieved. The whānau have a plan to raise their profile in the local community. The kōhanga reo is managed in the best interests of children.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • The whānau continue to seek support and guidance to improve the learning programme and kōhanga reo operations.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Hunga Ririki will be in three years.
