1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provides important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Whakaahurangi is located on Whakaahurangi Marae in Stratford, Taranaki. The kaiako matua reinforces all tikanga, kawa and dialect that is unique to Ngati Ruanui. The kōhanga reo is focused on continual improvement and a commitment to their kaupapa.

The ERO February 2022 evaluation of Mana Whakahaere practices found the values of whanaungatanga supported and reflected how the whānau managed the operations of the kōhanga. Sound governance processes supported mokopuna health, wellbeing, learning and a sense of belonging.

3 Evaluation Focus

How well do mokopuna demonstrate knowledge of who they are and where they belong?

Mokopuna demonstrate a strong sense of belonging and identity through their positive learning experiences.

4 Findings - Mana Whakahaere

Mokopuna participate in learning that nurtures their identity. Kaimahi support mokopuna to join in pōhiri, whakatau and kaupapa on their marae. Mokopuna are exposed to authentic language models as they listen to whaikōrero and observe tikanga and kawa practices. Kaimahi use a range of strategies to support mokopuna language development. These include repetition, prompting, waiata and modelling correct language structure to support mokopuna learning. Pēpi are encouraged and supported to participate.  Whanaungatanga is integral to kaimahi and whānau practices. The daily programme and established routines foster comfort and calm. Kaimahi model values of tiaki, aroha and manaaki. Mokopuna experience caring relationships and meaningful interactions with adults and other mokopuna. Kaimahi often praise mokopuna efforts and achievements. The marae environment is a natural part of mokopuna learning.  Kaimahi promote and support mokopuna to explore the marae grounds. This encourages mokopuna to connect with the land, te taiao and their tūrangawaewae. Mokopuna are learning about who they are and where they belong. 

Key Next Steps

Whānau continue to enhance practices to further increase positive outcomes for mokopuna.

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Whakaahurangi is located on Whakaahurangi Marae in Stratford, Taranaki. Since the previous ERO review the kōhanga reo has faced challenges continuing to operate. Through the determination of the current whānau the kōhanga reo is operational and focused on continual improvement and commitment to te kaupapa o te kōhanga reo.

3 Evaluation Focus

How well do mokopuna express their understanding of who they are and where they belong?

Te Kōhanga Reo o Whakaahurangi provides an environment that nurtures mokopuna identity and fosters a sense of belonging.

4 Findings - Mana Whakahaere

Values of whanaungatanga support and reflects how the whānau manage their kōhanga reo operations.  An annual plan guides administrative duties and shared responsibilities. There is good whānau involvement and participation in the kōhanga reo. Whānau hui are held regularly, are well attended, and provide opportunities for whānau to contribute. Reports presented at monthly hui are clear and detailed.  Whānau have developed and implemented Covid 19 guidelines. Health and safety policies and procedures are in place and align to legislation to ensure wellness is a priority. Sound governance processes ensure the mokopuna are at the center of whānau decision making.

The strategic plan appropriately includes the vision and aspirations of whānau and is informed by Te Ara Tuapae. Priorities include ensuring support for mokopuna with additional needs and increasing mokopuna participation.  Continual improvement and growth are a shared focus for whānau. Mokopuna benefit from informed whānau leadership that is focused on the strengths, needs and interests of mokopuna.  

Tikanga Māori practices are strong amongst whānau. Appraisal information is focused on collective responsibility for enhancing kaimahi practice. Employment documentation is relevant and purposeful and includes job descriptions and employment contracts provided by Te Kōhanga Reo National Trust. The whānau have a clear focus on building capability, reciprocal respectful relationships, and being positive role models for Mokopuna.

Kaimahi have processes in place for planning and assessment that respond to the individual uniqueness of each mokopuna. The mahere ako identifies programme content, strategies for programme implementation and for resourcing the learning environment. Assessment methods capture moments of mokopuna learning and progress. These include observations, portfolios and learning stories. Kaimahi regularly reflect on their practices to make changes that respond to the needs of mokopuna. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.
