1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
“Te Kōpae Tamariki Kia Ū Te Reo, kia pūmau te reo, kia tangata whenua te reo, kia ora ai te reo Māori”
Te Kōhanga Reo o Te Kōpae Tamariki Kia Ū Te Reo is located in New Plymouth under the korowai of Mount Taranaki. The kōhanga reo is situated on the Rangiātea campus alongside Te Kura Kaupapa Māori o Te Pi’ipi’inga Kākano Mai Rangiātea, Te Wānanga o Aotearoa and Ngāti Te Whiti Whenua Tōpu Trust.
ERO’s 2022 evaluation of Mana Whakahaere practices found values of whanaungatanga supported and reflected how the whānau managed the operations of the kōhanga reo. Sound process supported mokopuna health, wellbeing, learning and sense of belonging.
3 Evaluation Focus
How well do mokopuna express their understanding of te reo Māori and tikanga Māori?
Mokopuna show their knowledge and understanding of te reo Māori and tikanga Māori through their interactions and learning experiences.
4 Findings - Mana Mokopuna
Mokopuna are immersed in an environment where Te reo Māori is a priority. Mokopuna enthusiastically participate in language learning activities that are fun, creative and enjoyable. Kaimahi are fluent speakers and are strong te reo Māori language models. Mokopuna are exposed to authentic language that is specific to their iwi. Kaimahi are deliberate in their use of rotarota, pao and waiata to increase mokopuna language development. Mokopuna learn about the structure and purpose of language through karakia and pepehā. Kaimahi provide opportunities for mokopuna to hear te reo Māori in formal and informal settings. Tuakana are confident to use what they know in te reo Māori. Mokopuna are well supported as developing speakers of te reo Māori.
Mokopuna experience tikanga Māori in authentic contexts. Kaimahi use te reo Māori in ways that encourage mokopuna to feel safe and confident as they participate. The learning environment reflects the broad range of kaupapa that mokopuna have experienced. The daily routine consists of regular opportunities for mokopuna to lead and participate in karakia, mihimihi and waiata. Tuakana confidently take on leadership roles in formal and informal contexts. Pēpi are actively involved in learning. Their needs are well met by kaimahi who also enable pēpi to regularly interact with their tuakana.
The kōhanga reo is colourful, vibrant, spacious and well organised. Mokopuna are settled and secure in their relationships and interactions. Kaimahi constantly affirm mokopuna successes. They provide an environment that is peaceful and calm. The tikanga of whanaungatanga, manaakitanga and aroha underpin all interactions in the learning programme. Mokopuna are confident learners in their te ao Māori settings.
Key Next Steps
Whānau have shared their intention to develop succession planning strategies and processes for identifying and developing future leaders. ERO supports this key next step as the focus provides long term benefits and positive outcomes for mokopuna.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection

physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the kōhanga reo whānau recommends that the whānau continue to increase internal evaluation practices to maintain quality outcomes for mokopuna.

3 Evaluation Focus
How well do mokopuna express their understanding of belonging and identity?
The whānau provide an environment that nurtures belonging and identity.
4 Findings - Mana Whakahaere
Whanaungatanga reflects how the whānau manage the operations of the kōhanga reo. Systems and processes for monitoring and reporting the kōhanga reo operations are in place. The whānau regularly review health and safety policies and procedures. These provide clear guidance for kaimahi and whānau whakahaere practices. Useful information is gathered and documented in health and safety registers. COVID-19 guidelines have been developed and are well adopted. The kōhanga reo support COVID-19 vaccinations for all whānau. Whānau collectively make decisions that focus on mokopuna safety and learning.
Strategic planning includes the vision and aspirations whānau hold for mokopuna. There is a focus on continual growth and improvement. An action plan defines identified priorities and goals to promote sustainability for the future. Personnel management practices are in place. Kaimahi individual employment contracts are clear, well detailed, and align to legislation. Job descriptions provide clarity for kaimahi of expected competencies. Kaimahi appraisals provide opportunities for ongoing professional growth and development and ongoing goal setting towards improvement. Mokopuna benefit from informed decision making.
Planning, assessment and programme evaluation is underpinned by values of whanaungatanga. Planning includes term, monthly, and weekly plans that guide kaimahi to implement the learning programme. Mokopuna learning is captured in konae mokopuna and learning stories. These are accessible to whānau who are well informed of what mokopuna are learning. These are set out well and identify individual learning and progress over time. Kaimahi hui minutes are detailed, and discussions include strengths and next steps for the learning programme. Kaimahi strategies to support mokopuna include encouragement, language development, resourcing and promoting positive social behaviour. Evacuation practices are developing and integrated into the learning programme.

1 Context
Mai i Te Kōpae ki te paepae
Te Kōhanga Reo o Te Kōpae Tamariki Kia Ū Te Reo is located in New Plymouth under the cloak of Mount Taranaki. The kōhanga reo is situated on the Rangiātea campus alongside Te Kura Kaupapa Māori o Te Pi’ipi’inga Kākano Mai Rangiātea, Te Wānanga o Aotearoa and Ngāti Te Whiti Whenua Tōpu Trust. The language and knowledge of Taranaki is central to learning in this kōhanga reo.
2 The Evaluation Findings
How well do children demonstrate whanaungatanga?
Children demonstrate positive relationships, unity and links with their many learning environments.
Ngā Taumata Whakahirahira
Children are exposed to the local dialect of Taranaki iwi. Kaimahi use a range of strategies to enrich children’s language acquisition. These include karakia, hīmene, mōteatea, mihi, pepeha and waiata. Kaimahi model correct language patterns. Older children initiate conversations in te reo Māori with their peers and kaimahi. Babies understand and can make connections with the spoken language. Older children are speakers of te reo Māori.
Children are embraced by aroha highlighted through whanaungatanga. Whānau, kaimahi and children share whakapapa links. Kaimahi model the values of awhi, manaaki and tiaki. Children are respectful with their peers, kaimahi and others. Kaimahi encourage leadership and positive relationships between tuākana and tēina. Children are happy and settled.
Children learn in an environment that affirms their identity. Kaimahi take children on haerenga where they are able to interact with other children from within their purapura. They also visit the local marae where they learn about the role of tangata whenua. Attending tangihanga and welcoming manuhiri is important to children’s growth, development and understanding of local protocols. Kaimahi afford children the opportunity to share their pepeha. Children display a sense of belonging.
Children are supported in their learning environments. Kaimahi provide fully-resourced settings which are age appropriate, stimulating and motivating. Children are encouraged to explore and enjoy different activities as individuals, in pairs and in groups. Kaimahi compliment and praise children’s positive reactions and interactions. Children receiving extra support are achieving milestones beyond their expected capabilities. Babies willingly participate in the morning programme. They are supported by tuākana and kaimahi. Children are familiar with the daily routines. Children are confident learners.
Planning and Evaluation
Children experience a well-organised learning programme. Programme documentation is organised, detailed and flexible. Kaimahi are responsive to children and their emerging interests. Planning is accessible by kaimahi and whānau. It includes annual, seasonal, term, weekly and daily plans. Planning reflects Te Whāriki and Ngā Taumata Whakahirahira. Children benefit when learning experiences are well planned and allow for spontaneity.
The whānau work towards managing the kōhanga reo in the best interests of the children. They actively support all kōhanga reo events and operations. They are proactive in decision making and understand their roles and responsibilities. Strategic goals have been clarified with whānau members. The whānau recognise the need to include detail on how their aspirations will be realised, including who is responsible and the expected timeframes. Children’s safety and positive outcomes are assured.
Key Next Steps
Further development of assessment practices and programme evaluation is required.
Assessment information about children’s progress and learning is not clearly defined. Kaimahi collect samples of work from kaupapa mahi and compile individual profiles. However, there is no additional information provided to show what children are learning.
Programme evaluation is not well documented. Although kaimahi have regular, robust discussions about whether the learning programme is making a difference for children, they do not record discussions about the effectiveness of their practice.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau agreed the following recommendation:
- the whānau seek support from regional kaimahi of Te Kōhanga Reo National Trust to address the key next steps in this report.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Kōpae Tamariki kia Ū Te Reo will be in three years.
