Our purpose
The Education Review Office (ERO) and Te Rūnanga Nui o Ngā Kura Kaupapa Māori o Aotearoa (TRN) are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Te Aho Matua education, Poutiria te reo Mauriora.
Background
‘Nōna te ao, no tātou katoa. No tātou te ao, nōna ano.’
Te Kōhanga Reo o Matawera operates beside Te Kura Kaupapa Māori o Ruamatā, at Te Uenukukōpako Marae. All members work in close partnership to achieve their shared aspirations and objectives which stem from their shared Te Aho Matua philosophy, complemented by Te Korowai. Ancestral landmarks and the wider te ao Māori natural and physical surrounds provide a rich source of learning through exploration for children.
Whānau Statement
The Ruamata community works extremely hard with lots of love passion and determination to ensure that each child has opportunities to realise and express their own latent potential, dreams and aspirations.
The whānau is committed to transforming the educational experience into a Māori pathway toward achievement, success and good character.
A key principle is that the children will be happy in their learning. We wholeheartedly accept the Aho Matua responsibility to nurture each child’s spiritual development.
Intergenerational transmission of Māori language and culture is the norm and we derive a great deal of pride from the knowledge that most of the whānau within our community have three or four generations of Māori speakers where once there were none.
Raukura kōrero
I didn’t realise who the teacher was, because it was our parents teaching us.
There is no reason to go anywhere else if your heart is happy.
I was blossoming within myself. We are the generation who have already emerged. We are all settled and capable, no matter what path we follow.
When the school started, that statement was totally true – that the whānau would govern the kura. It was by the hands of the parents of TKKM o Ruamata that the kura was built.
We shouldn’t leave it for kura to instill Te Aho Matua because it will never succeed if it is just left up to the teachers. It must come from the whānau. We are hoping to embody that.

Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

Evaluation
Te Kōhanga Reo o Matawera whānau and children are a valuable part of Te Kura Kaupapa Māori Te Aho Matua o Ruamatā immersion education pathway. Whānau work successfully together to provide stimulating, rich and relevant Te Aho Matua based early learning experiences that develops children’s strong sense of belonging, confidence and ability in te reo Māori me ōna tīkanga. Children are happy and stimulated as early learners in their kōhanga-kura based learning environment.
The next ERO review of Te Kōhanga Reo o Matawera will be in four years.

Te Kōhanga Reo o Matawera operates beside Te Kura Kaupapa Māori o Ruamatā, at Te Uenukukōpako marae. All members work in close partnership to achieve their shared aspirations and objectives which stem from their shared Te Aho Matua philosophy, complemented by Te Korowai. Ancestral landmarks and the wider te ao Māori natural and physical surrounds provide a rich source of learning through exploration for children.
Whānau members, including kuia and kaumātua play a critical role in the educational design, direction and success of their children at kōhanga reo. They follow their children’s journey through to kura kaupapa Māori and beyond. Many members share information about the continued successful outcomes for their children and whānau through kōhanga reo, and the wider kaupapa Māori education context of Ruamatā.

Children experience loving, caring and meaningful interactions. Whānaungatanga expands positive interactions and relationships fostered amongst children and whānau. Kaimahi promote shared whānau values underpinned by manaaki, aroha and tiaki. Regular interaction between Kura and marae whānau broaden children’s strong sense of belonging to and awareness of their special place as valued members of their whānau whānui. All whānau members are valued contributors and active participants of their kōhanga reo for children. Their shared knowledge, skills and expertise contribute to the shared whānau learning experiences. Children are confident, motivated, respectful and happy learners.
Te Ao
Children receive rich, relevant and diverse learning experiences that develop their view of their place. They enjoy planned local, national and international excursions that deepen their sense of place in the wider world. As children learn about who they are and their unique ancestral heritage of Te Arawa, they also learn about the important place of tangata whenua in the wider world. Children show a growing sense of curiosity about the world around them. Learning experiences provided to children reinforce their heritage, language, customs and beliefs in the wider world. Children show increased confidence and ability to explore the wider world around them while knowing their unique place as tangata whenua.
Ngā Iwi
Children are immersed in environments of learning that reinforce whānau, hapū and iwi. There are regular opportunities for children to hear and see te reo Māori me ōna tīkanga in traditional and contemporary contexts. Children learn their waka, local mōteatea, pūrākau, pakiwaitara, waiata and karakia. Programmes of learning place strong emphasis on learning through iwi based kaupapa. The principles of Te Aho Matua are embedded throughout planned iwi based learning experiences provided to children.
Te reo
Children learn te reo Māori me ōna tikanga in meaningful and varied contexts of learning. They particularly enjoy waiata with their whānau. They know a range of hīmene and they enjoy the leadership opportunities they have for karakia and mihi. Planned and spontaneous language experiences are stimulating and fun. Conversations are an emphasis in learning interactions and experiences. Te reo Māori language development is promoted well by kaimahi through the use of a range of effective language learning strategies. Children are stimulated as learners through their language and develop well as early speakers and learners of te reo Māori. Children are comfortable and confident as they expand their use of te reo Māori.
Āhuatanga ako
Children’s holistic learning and development is well planned and monitored. Their interests and preferences inform planning which is also underpinned by Te Hekenga nui o Te Arawa Waka principles of learning, Te Korowai and te ao Māori. Whānau actively contribute to planning kaupapa learning for children. There is strong emphasis on learning through active exploration of te ao. Learning activities are organised to stimulate, challenge and extend children. Whānaungatanga, te reo Māori me ōna tīkanga is central to all learning. Programmes of learning are regularly reviewed and monitored for effectiveness. There is good information kept about children’s learning journey through kōhanga reo, their success and achievements overtime. Children enjoy learning through exploring the world around them.
Te Tino Uaratanga
The kōhanga reo vision is part of the greater whānau whanui, hapū and iwi vision for Māori immersion education. The whānau manage their kōhanga reo effectively in line with their vision and well planned strategic interests for their children and their education. All management systems are well developed and implemented across the kōhanga reo. Internal review is embedded and used to monitor growth and overall performance. Children and their whānau success is at the heart of kōhanga management and its direction.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- continue to use internal review to monitor and report on the overall performance of the kōhanga reo, its strategic success and planned priorities for development.
Conclusion
Te Kōhanga Reo o Matawera whānau and children are a valuable part of Te Kura Kaupapa Māori Te Aho Matua o Ruamatā immersion education pathway. Whānau work successfully together to provide stimulating, rich and relevant Te Aho Matua based early learning experiences that develops children’s strong sense of belonging, confidence and ability in te reo Māori me ōna tīkanga. Children are happy and stimulated as early learners in their kōhanga-kura based learning environment.
When is ERO likely to review the kōhanga reo again?
The next ERO review of Te Kōhanga Reo o Matawera will be in four years.
