1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
“E Puta Ki Taiātea”
Ngā Taiātea Wharekura is situated in Rotokauri, Hamilton. The kura provides kaupapa Māori education to uri in Years 9-13. Ngā Taiātea Wharekura holds a significant place within the mana whenua of Ngāti Māhanga, contributing to the aspirations of Kīngitanga and the wider Tainui waka. ‘E puta ki Taiātea’ expresses the vision that all uri will be prepared to serve, uplift and lead.
In the November 2023 Manam Poumarumaru ERO review, ERO and the ohu kaitiaki identified the kura improvement priorities were to:
- review assessment practices to be prepared for the changes to National Certificates in Educational Achievement (NCEA) coming in to effect in 2024, and
- review teaching and learning programmes in Years 9 and 10.
Leaders and kaiako are making steady progress with improving these practices.
3 Evaluation Focus
How well do uri achieve their potential as servant leaders who are ancestrally driven and future focussed?
Uri are acquiring positive attributes that assist their development as ancestrally driven and future focused servant leaders.
4 Mana Uri Key Findings
Uri identity and potential is enhanced through learning opportunities underpinned by tukuihotanga. Pūkenga Ako, Uaratanga, Tukuihotanga and Ara Whai Oranga (PUTA) based mātauranga, te reo and tīkanga Māori underpin teaching and learning. Uri enthusiastically participate in education at kura, in the wider community and at iwi events such as Poukai and Koroneihana. Kaiako provide hands-on experiences that encourage uri to delve more deeply into the kaupapa. Whanaungatanga is highly valued by uri and kaiako. The uaratanga of Te Poutuwhakaaro which include pono, kawenga, tauutuutu, whanaungatanga and aroha underpin uri experience in education.
Uri are supported and empowered to thrive in an environment that is culturally and academically responsive. Student achievement is regularly assessed, tracked and reported. Uri have Rautaki Ako, individualised plans, to guide and monitor their progress toward achieving their aspirations and set goals. This practice requires whānau collaboration and uri reflection and evaluation. Rautaki Ako are shared twice annually with whānau to celebrate progress and growth. There is a focus on establishing a solid foundation for uri in Years 9 and 10 to support their knowledge and skills as they work toward achieving the National Certificate of Educational Achievement (NCEA).
Uri determining their future pathways are well-supported. Waharoa-Gateway programmes provide uri with opportunities to gain work experience in the community. Uri also engage in a varied range of experiences that support their achievement in NCEA Levels 1, 2 and 3. Uri leading their own learning is skilfully facilitated by kaiako and includes co-constructing learning expectations. Uri demonstrate a high degree of understanding of achievement standards, where they are at and what they need to work on to accomplish their individual learning goals. Kura data shows uri achieve well in Numeracy and Literacy over time. In 2023, nearly 56% of uri achieved NCEA Level 1, most with endorsements and 92% of uri achieved NCEA Level 2. 85% achieved NCEA Level 3 and almost all with endorsements, a notable increase in endorsements compared with 2022. 45.5% of uri gained University Entrance (UE).
Key Next Steps
It is timely to strengthen whānau engagement in decision-making. Whānau and uri aspire to be immersed in an environment where the marau ā-kura is underpinned by mātauranga Māori. Kura leaders should continue to create opportunities for whānau engagement in the life of the kura and to seek their voice to inform the strategic direction of the kura.
5 Te Poumarumaru Assurance on Legal Requirement
Before the evaluation, the board of trustees and tumuaki completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the evaluation, ERO checked the following items because they have a potentially high impact on student safety and wellbeing:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
- school policies in relation to meeting the requirements of the Children’s Act 2014.
6 Recommendation
ERO developed the following recommendation:
- that the Poumarumaru, leaders and kaiako develop a plan to address the key next step identified in this report.

Manu Tāiko Kōrero
I saw the value of learning te reo and about te ao Māori. It made me warm and comfortable.
It is a kura where everyone is related. It is a kura for the community. It is a kura that is connected to the marae, therefore we were all raised within the principles of the Kīngitanga.
There was a focus on all Māori, not just Waikato. There was wide and deep whanaungatanga, manaakitanga and tiakitanga for all students.

LEVEL CONCEPT - Water
The river that makes it’s way from the source heading to the sea.
Wai-hōpua ‘source of water’ Acknowledging potential. | Wai-kāuru ‘head waters’ The river emerges from the source and begins a meandering course. | Wai-kōmiro ‘swift waters’ The river has emerged and begins to build momentum. | Wai-pūaunui ‘great river mouth’ The river has reached the sea. It is sustainable, it draws it’s strength from more than one source. It is influential, as it’s current it felt across it’s length and breadth and beyond to the ocean. |
