1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Puāwaitanga o Te Pito Mata is situated in Hastings. This is the first review for the kōhanga reo. It caters for mokopuna two years and over and is the sister kōhanga reo to Te Kōhanga Reo o Mere Kārena who provides care and education for mokopuna under 2 years of age.

3 Evaluation Focus

How well do mokopuna show they are confident and happy learners?

Mokopuna show they are confident and happy learners in their engagement with others and the learning programme. 

4 Findings

Mokopuna enjoy an environment where they are nurtured as confident learners. Kaimahi provide opportunities for mokopuna to lead parts of the learning programme. Kaimahi communicate with mokopuna using a soft and calm manner. Mokopuna confidently communicate with their peers and kaimahi. Kaimahi provide a range of learning opportunities. Mokopuna lead karakia, recite mihimihi and select a range of waiata during the morning routine. Mokopuna show they are confident and happy learners.

Internal evaluation is developing. Kaimahi have a process in place for programme planning which is detailed and comprehensive. Kaimahi plan collaboratively. They share content ideas which are turned into long-term, mid-term and short-term plans. The strategies for programme implementation are clearly outlined. This includes resourcing and timelines. Mokopuna enjoy a programme that’s well planned, organised, and managed.

The strategic plan is well considered and identifies long-term goals and priorities. A strategic goal is to increase the number of mokopuna Māori attending kōhanga reo. This has resulted in the increase of operating hours to cater for the working parents. The annual plan guides the administration of key management tasks. The kaiwhakahaere monitors and reports on progress and outcomes and reports on the progress to te ohu whakahaere. Long-term sustainability is at the centre of strategic and annual planning.

Whānau manage personnel files which includes job descriptions, individual employment contracts and police vetting. The kaiwhakahaere and kaiako assist te ohu whakahaere in the review of personnel documents.

Key Next Steps

Mokopuna assessment and programme evaluation requires reviewing. In particular, attention needs to be given to:

  • supporting kaimahi to understand ngā taumata whakahirahira in order to lift the quality of teaching practice
  • exploring and understanding the technical skills required of the online assessment system.

While health and safety policy and procedures are in place, whānau recognise the need to embed these into practice. They also acknowledge a review cycle should be established to ratify the health and safety policy and procedures. The appraisal process needs to be completed and it is not clear how the appraisal information contributes to kaimahi professional development.  

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

ERO and the whānau agree that the following areas of non-compliance are addressed to:

  • review and update all health and safety policies and procedures to ensure all health and safety requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau work with the District Office to develop an action plan to address the areas identified in this report.
