All About Children Lower Hutt is a purpose-built service. A new centre manager leads a relatively new teaching team. This is the first review since the service regained its full licence in December 2022. Approximately one third of children enrolled are Māori or of Pacific heritages.
The curriculum is consistent with Te Whāriki, the early childhood curriculum. It is informed by assessment, planning and evaluation that demonstrate an understanding of children’s interests, whānau, and life contexts. Children are supported to be confident in their own cultures and have opportunities to learn about other cultures.
The service’s premises and facilities provide children with a range of experiences and opportunities to enhance and extend their learning and development, indoors and outdoors and individually and in groups. Parents of children attending the service are provided with opportunities to contribute to the development and review of the service’s operational documents.
Next steps include continuing to build teachers’ capability:
in supporting children's developing social competence
to use documented assessment, planning and evaluation to demonstrate children’s learning.

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
emotional safety (including positive guidance and child protection)
physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
suitable staffing (including qualification levels; safety checking; teacher certification; ratios)
relevant evacuation procedures and practices.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:
discussions with those involved in the service
consideration of relevant documentation, including the implementation of health and safety systems
observations of the environment/premises, curriculum implementation and teaching practice.

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.
All About Children Lower Hutt is owned by Kids World, which operates nine centres nationally. An area manager retains oversight of operation. A recently appointed manager is responsible for the day-to-day management. This is the centre’s first ERO review.
Teachers provide a programme that encourages children to make decisions about their participation and learning experiences. A new philosophy has recently been developed to guide teaching and learning. The design and layout of the premises, both indoors and outside, support a range of activities for children. At the time of the on-site stage of the ERO review, some aspects of governance did not meet regulatory standards, and an increased level of monitoring of health and safety practices was required. These issues were promptly addressed.
Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following areas of non-compliance:

The next ERO review is likely to be an Akarangi | Quality Evaluation.
