Background
North East Valley Baptist Community Centre provides a SPACE (Supporting Parents Alongside Children’s Education) programme for parents and infants. There are three fully registered teachers who facilitate the programme alongside parents and whānau. A small number of children who attend are Māori.
Summary of Review Findings
Adults providing education and care engage in meaningful, positive interactions with children to enhance their learning and nurture reciprocal relationships. The service curriculum provides opportunities for language-rich interactions, and te reo Māori is used throughout the sessions. The curriculum provides infants with a range of experiences and opportunities to enhance and extend their learning and development both individually and in groups.
The premises and facilities offer space and a range of equipment and materials. Infants and toddlers have room to lie, crawl, learn to walk and explore.

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.
Background
The service is governed and managed by a community trust. It provides a two-hour SPACE programme, three times a week for babies and toddlers who attend with their parent/s. The programme is led by qualified early childhood teachers. Its focus is to support parents as caregivers and educators and enable social connections. The service is based in a church community centre.
Summary of Review Findings
The curriculum follows the SPACE programme which aligns with the principles and strands of Te Whāriki. It reflects an understanding of young children’s learning and development and relevant theories and practices in early childhood education.
Parents have access to information about the service, the SPACE programme, and how to support their children's learning and wellbeing. Health and safety policies, procedures and practices are in place, personalised to the service’s context. Premises and facilities are suitable for the SPACE programme, including sufficient equipment and materials for the learning and abilities of the children attending.

At the time of the review, ERO identified areas of non-compliance with regulatory standards that are an unacceptable risk to children.
Background
This is the first ERO review of the North East Valley Baptist Community Centre administered by the North East Valley Baptist Community Trust. The service provides two hour sessions where up to ten babies and their parents attend a Supporting Parents Alongside Children's Education (SPACE) programme currently once a week. The service is licensed to provide sessions Mondays, Tuesdays, Wednesdays and Fridays.
Summary of Review Findings
Adults engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. This service is not meeting regulatory standards in a significant number of areas. The curriculum is not consistent with Te Whāriki, the early childhood curriculum. The service’s premises do not currently meet regulatory standards. Consistent implementation of health and safety practices is required to meet all aspects of regulatory compliance. Effective governance and management systems and ongoing self review that supports improvement have not yet been established.
Actions for Compliance
ERO found areas of non-compliance in the service relating to:
- the service’s curriculum being consistent with the prescribed curriculum framework
- outdoor space connected to the indoor space can be easily and safely accessed by children
- premises and fittings kept safe and maintained in a good condition, particularly the heater guards
- emergency drills are carried out on at least a three-monthly basis drills
- written information letting parents know about the amount and details of the expenditure of any Ministry of Education funding received by the service
- evidence of opportunities provided for parents to contribute to the development and review of the service’s operational documents
- an ongoing process of self review
- performance appraisal for the head teacher
- the written procedure for safety checking of all children’s workers.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliances:
- accurate means of maintaining the temperature of the water, accessible to children at no higher than 40 degrees centigrade
- excursions documentation for using the unlicensed outdoor area
- inclusion in the child protection policy of how the service will keep children safe from abuse or neglect
- visibility of the Education (Early Childhood Services) Regulations 2008, and the Licensing Criteria for Early Childhood Education and Care Centres 2008 and the procedure to complain about non-compliance with the Regulations or criteria
- a definition for serious misconduct

Recommendation to Ministry of Education
ERO recommends that the Ministry reassess the licence of North East Valley Baptist Community Centre. ERO will not undertake a further review of this service until the Ministry of Education is satisfied that the service meets regulatory standards.
