Background
Kakariki Kids Early Learning Centre is a rural, privately-owned and operated education and care service. The service has a strong focus on the natural world and environmental sustainability. The February 2020 ERO found areas of non-compliance in the service which have now been resolved.
Summary of Review Findings
The service provides an inclusive and responsive play-based curriculum that supports children to become confident and competent learners. Kaiako promote the use of intentional and meaningful interactions to promote reciprocal relationships and enhance children’s social competence. Children have opportunities to make decisions about their learning and participate in a range of learning experiences. There are regular opportunities for parents and whānau to be involved in decision-making around their children’s learning.
A policy framework and annual planning guide centre operations. Governance and management systems support the ongoing monitoring of health and safety processes to ensure requirements are met.
Key Next Steps
Next steps include:
- building kaiako capability to use the learning outcomes in Te Whāriki, the early childhood curriculum, to analyse and interpret significant learning from which to build a rich and relevant curriculum for every child
- increasing the opportunities for children to hear, speak and experience te reo me ngā tikanga Māori in meaningful learning contexts.

General Information about Assurance Reviews
All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.
Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.
ERO undertakes an Akanuku | Assurance Review process in any centre-based service:
- having its first ERO review – including if it is part of a governing organisation
- previously identified as ‘not well placed’ or ‘requiring further development’
- that has moved from a provisional to a full licence
- that have been re-licenced due to a change of ownership
- where an Akanuku | Assurance Review process is determined to be appropriate.
Management Assurance on Legal Requirements
All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:
- curriculum
- premises and facilities
- health and safety practices
- governance, management and administration.
As part of an Akanuku | Assurance Review ERO assesses whether the regulated standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher certification; ratios)
- evacuation procedures and practices for fire and earthquake.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:
- discussions with those involved in the service
- consideration of relevant documentation, including the implementation of health and safety systems
- observations of the environment/premises, curriculum implementation and teaching practice.

Background
Kakariki Kids Early Learning Centre is a rural, privately-owned and operated education and care service. This is the first ERO review of the service which opened in January 2018. The owner manages the centre, with support from the supervisor and teachers in the two age-based rooms. The service has a strong focus on the natural world and environmental sustainability.
Summary of Review Findings
The service curriculum is inclusive. Infants, toddlers and older children experience positive, respectful interactions with teachers. They have opportunities to develop an understanding of the bicultural heritage of Aotearoa. Teachers respond to the learning, interests, strengths and capabilities of the children.
The philosophy reflects what is important to children and their families and teachers and the local community.
The service curriculum provides children with a range of experiences and opportunities to enhance and extend their learning and development. The premises and facilities are resourced to provide for the abilities of the children attending.
A policy framework and an annual plan guide centre operations. Teacher appraisal and internal review processes are established. Strategies are in place to involve parents and whānau in their children’s learning.
Consistent implementation of health and safety and governance and management is required to meet all aspects of regulatory compliance.

Next steps include to continue to:
- develop teachers’ use and understanding of internal evaluation
- improve the extent to which assessment information shows children’s progress over time.
Actions for Compliance
ERO found areas of non-compliance in the service relating to consistency of:
- practices in the recording of daily hazard checks
- recording of all aspects in documentation required for excursions
- signatures on parent attendance records.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliance:
- securing heavy furniture and equipment.

Recommendation to Ministry of Education
ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.
