At the time of the review, ERO identified non-compliance with regulatory standards that must be addressed.
Background
Kanuka Corner Early Childhood Centre is a privately-owned service. Since the October 2019 ERO review there have been changes in ownership and staffing. The centre provides for a culturally diverse community, and the roll includes a small number of children of Māori heritage.
Summary of Review Findings
The curriculum is based on the principles and strands of Te Whāriki, the early childhood curriculum. Teachers provide children with a range of experiences resources and opportunities to enhance and extend their learning and development, both indoors and outdoors, individually and in groups. They engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships.
A philosophy statement guides the service’s operations. Parents are provided with opportunities to contribute to the development and review of the service’s operational documents. Better monitoring of aspects of health and safety is required to ensure ongoing compliance with the regulatory standards.
Actions for Compliance
ERO found an area of non-compliance in the service relating to:
-
Having a record of emergency drills carried out with children (as appropriate) on at least a three-monthly basis and evidence of how evaluation of drills informs the annual review of the emergency plan.
Licensing Criteria for Early Childhood Education and Care Centres 2008, HS8.
Since the onsite visit, the service has provided ERO with evidence that shows it has addressed the following non-compliances:
-
Ensuring glass accessible to children is covered by an adhesive film designed to hold the glass in place in the event of it being broken (PF7).
-
Securing heavy furniture that could fall or topple and cause serious injury or damage (HS6).
-
Provision of written information letting parents know how to access the most recent Education Review Office report regarding the service (GMA2).
-
Having a record of training provided to adults who administer medicine to children while at the service (HS29).
Recommendation to Ministry of Education
ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.
Next ERO Review
The next ERO review is likely to be an Akarangi | Quality Evaluation.

General Information about Assurance Reviews
All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.
Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.
ERO undertakes an Akanuku | Assurance Review process in any centre-based service:
-
having its first ERO review – including if it is part of a governing organisation
-
previously identified as ‘not well placed’ or ‘requiring further development’
-
that has moved from a provisional to a full licence
-
that have been re-licenced due to a change of ownership
-
where an Akanuku | Assurance Review process is determined to be appropriate.
Management Assurance on Legal Requirements
All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:
-
curriculum
-
premises and facilities
-
health and safety practices
-
governance, management and administration.
As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
-
emotional safety (including positive guidance and child protection)
-
physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
-
suitable staffing (including qualification levels; safety checking; teacher certification; ratios)
-
relevant evacuation procedures and practices.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:
-
discussions with those involved in the service
-
consideration of relevant documentation, including the implementation of health and safety systems
-
observations of the environment/premises, curriculum implementation and teaching practice.

Background
Kanuka Corner Early Childhood Centre is a privately-owned service located at Lake Hawea. The managers lead a team of seven qualified teachers and additional support staff. Children transition through to age specific rooms. This is the service’s first ERO review.
Summary of Review Findings
The service plans and implements a curriculum that responds to the learning interests and strengths of children. The design and layout of the service support the provision of different types of indoor and outdoor experiences appropriate to the number, ages and abilities of children.
The service is governed and managed in accordance with good management practices. Staff are provided with professional support, development and resources to support children’s learning. There are systems in place to monitor the implementation of health and safety requirements. Self review/internal evaluation helps the service to maintain and improve the quality of education and care.
Key Next Steps
Next steps include:
- continuing to establish a set of centre learning priorities to focus the planning for individuals and groups of children
- strengthening evaluation processes to clearly show the effectiveness of teaching strategies in supporting children’s learning
- establishing systems to monitor the consistency and quality of planning for children’s learning and development.
Next ERO Review
The next ERO review is likely to be an Education Review.
