1 Introduction

Te Kōhanga Reo o Te Awhina is located in Motueka and situated within Te Marae o Te Āwhina. The local district endured intense rain bursts and historic floods where a state of emergency was declared in August 2022. This is the only kōhanga reo in Motueka that provides total immersion te reo Māori education. 

The ERO June 2022 evaluation of Mana Whakahaere practices found kōhanga reo operations were being managed well. Mokopuna learning and wellbeing was the focus for decision making. 

3 Evaluation Focus

How well do mokopuna show their enjoyment for learning?

Mokopuna are happy and engaged in their learning.

4 Findings - Mana Mokopuna

Mokopuna experience an environment where they are nurtured and supported. The learning programme is guided by kaimahi who manage and maintain daily routines. The formal morning programme supports mokopuna to learn about structure and purpose of language through karakia, whakatau, waiata and kori tinana. Older mokopuna can recite familiar sentence structures when prompted. Tēina are able to follow simple instructions and use single word responses. Kaimahi constantly praise mokopuna for their efforts. Opportunities to play and learn in the physical and natural environment are integrated in the learning programme. Mokopuna are encouraged to participate freely. A variety of resources are available to support mokopuna creativity and imagination. Indoor and outdoor areas are organised and promote group and individual learning. Mokopuna enjoy exploring the outdoors, playing together, laughing, and racing their bikes with one another. Mokopuna enjoy learning alongside their peers. 

Key Next Steps

Programme evaluation remains as an area for improvement. Kaimahi meet regularly to the discuss the learning programme. It is important discussions are recorded to monitor the learning programme for its effectiveness and ongoing improvement. Mokopuna would benefit from focused approaches.

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • kaimahi and whānau implement programme evaluation.

2 Context

Te Kōhanga Reo o Te Āwhina is located next to Te Marae o Te Āwhina in Motueka. In 2016, the kōhanga reo was relocated due to developments on the marae. This is the only kōhanga reo in Motueka.

3 Evaluation Focus

How well do mokopuna benefit from focussed learning and care?

The whānau provides a positive learning environment that nurtures mokopuna learning and wellbeing.

4 Findings - Mana Whakahaere

The operations of the kōhanga reo is well-managed. An annual plan guides administrative duties and shared responsibilities. There is good whānau involvement and participation. Whānau hui are held regularly and are well attended. Health, safety and personnel management policies and procedures are in place and align to legislation. Mokopuna learning and wellbeing is the focus for decision making.

The strategic plan is informed by Te Ara Tuapae me ngā kōrero tuku iho. The comprehensive plan identifies long and short-term priorities and guides whānau goals and aspirations into the future. Mokopuna benefit from informed whānau leadership that is focused on their strengths, needs and interests.

Employment documentation is relevant and purposeful. These include job descriptions and employment contracts provided by Te Kōhanga Reo National Trust. Appraisal practices focus on collective responsibility and enhancing kaimahi practice. The whānau have a clear focus on building personal and professional capability and being positive role models for mokopuna

Kaimahi have processes in place for planning and assessment that responds to the individual uniqueness of each mokopuna. The mahere ako identifies programme content, strategies for implementation and resources for the learning environment. Assessment methods capture moments of mokopuna learning and progress. These include observations, portfolios and learning stories. Whānau are informed of what mokopuna are doing and learning.    

Key Next Steps

Kaimahi are developing their understandings of programme evaluation. They hold regular hui to discuss the learning programme. The next step for kaimahi is to reflect on what the successes were, what didn’t work and what needs to happen to improve the quality of the programme. Recording these decisions will strengthen evaluation and ensure learning experiences are responsive to mokopuna interests and needs.
