1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Ngāti Hineaute ki Rangītane o Manawatū is located in the suburb of Highbury, Palmerston North. It is driven by hapū aspirations and managed by Te Kōhanga Reo o Ngāti Hineaute Trust Board. As a collective, they are working towards the establishment of a marae for the hapū.

3 Evaluation Focus

How well do mokopuna show they are happy and safe in their learning environment?

Mokopuna appear happy and show they are connected and settled in their whare.

4 Findings

Mokopuna learn in an environment that nurtures the values of whanaungatanga. Kaimahi model aroha, manaaki and tiaki to mokopuna and use affirming language to guide and redirect mokopuna within the whare. Mokopuna are encouraged to interact and relate in caring and respectful ways. Tuākana are provided opportunities to lead aspects of the learning programme such as karakia and selecting waiata. Pēpī show their enjoyment through body language, movement, smiling and laughing. Kaimahi use deliberate strategies such as waiata, rotarota, karakia, repetition and hand actions to gently encourage mokopuna participation in their learning. The morning routine is well established and familiar to mokopuna. This provides stability and security in knowing their environment. Mokopuna appear confident in their interactions with peers and others.

Board members hold key roles in decision making and the day-to-day management of the kōhanga reo. Decisions and information are shared with whānau at hui and through social media. The demographics of the surrounding community create challenges for whānau engagement and presence in the kōhanga reo. The current administrative systems are well organised. Mokopuna are the focus in decision making.

Key Next Steps

There is limited opportunity for mokopuna to follow their interests. Management recognises the benefits of kaimahi strengthening their understanding of how to stimulate, challenge and extend mokopuna. The morning learning programme would be strengthened by providing more tamariki led activities. This approach would encourage and enhance mokopuna engagement creativity and imagination.

Planning, assessment and programme evaluation requires strengthening. Kaiako collectively determine annual kaupapa ako. However, content coverage of each kaupapa could be further expanded on in more detail. Kaiako have planning and assess individual for each mokopuna separately. There are no clear links between the current forms of assessment and the whāinga identified in the planning. Kaimahi shared they have regular discussions regarding the learning programme with what worked well and what did not. Kaimahi would benefit from documenting these conversations to demonstrate when, what and why decisions were made. Mokopuna learning can lead to better outcomes by strengthening kaimahi practices.

Personnel matters require attention. Whilst a performance review system in place, COVID and several staff changes have impacted on the completion of staff appraisals. The kaiwhakahaere appraisal was completed in 2022, the remainder of staff are due for a performance review. Mokopuna would benefit from increasing kaimahi knowledge and skills through ongoing appraisals.

Strategic priorities are limited. The only goal is for whānau to develop a purpose-built facility. Strategic goals now need focus more clearly on enhancing learning outcomes for mokopuna The action plan is an evolving document. It needs further development to and closer monitoring to ensure goals and actions are achieved. Mokopuna benefit when a planned approach for future developments are documented and monitored.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care.

The ERO February 2022 evaluation of mana whakahaere practices found internal evaluation systems were firmly established. Kaiako were well supported to implement a curriculum that reflected Raukawatanga and mātauranga Māori and mokopuna wellbeing, learning and continual growth was the focus of decision making. 

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna have positive, meaningful relationships and interactions with adults and each other. 

4 Toi Tū Te Tamaiti

Mokopuna are immersed in learning where their wellbeing is nurtured. Kaiako ensure all interactions between adults and mokopuna are supportive and caring. Tēina demonstrate their understanding using facial expressions and body gestures. Tuākana are respectful and considerate when interacting with their peers. They role model appropriate behaviour when around their tēina.  The way kaiako talk with mokopuna is gentle and affectionate.  Mokopuna are happy in their relationships and interactions with their peers, kaiako and others.

Kaiako use of a range of strategies to support mokopuna language development. These include prompts, questioning, repetition and modelling correct language structure. Tuakana confidently respond to questions in te reo Māori. Mokopuna are supported to participate in formal learning such as karakia, mihimihi and whakatau. Kaiako actively support tēina and include them in learning. They are developing confidence to use te reo Māori in an environment that is caring and considerate.

Kaiako provide opportunities for mokopuna to engage with each other in activities that are fun, creative and enjoyable, such as shared reading, self-directed play, and learning to write. Mokopuna are encouraged to follow their interests and explore the environment that is vibrant, comfortable and inviting. Daily routines are familiar and mokopuna transition smoothly across the well-resourced learning spaces. Kaiako consistently praise mokopuna for their achievements and successes. Whanaungatanga underpins all activities throughout the day. Mokopuna appear happy, settled and enjoy the company of their peers. 

During the onsite visit, ERO confirmed that personnel matters are well managed. All kaiako have appropriate employment documentation. Kaiako teaching and learning practices are enhanced through an annual professional growth cycle where they regularly document their goals and reflections. Mokopuna benefit from effective systems and quality practitioners. 

Key Next Steps

The whānau committee remain in negotiations to acquire land adjacent to the building. They are supported by local hapū leaders to seek pathways to better meet the needs and aspirations of whānau. Mokopuna benefit from leadership that is focused on quality outcomes for mokopuna

5 Management Assurance on Legal Requirements

During the evaluation, ERO carried out and affirmed the service’s systems for managing the following areas that have a potentially high impact on mokopuna wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote mokopuna health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the puna reo developed the following recommendation that the whānau committee continue to source a site that is better suited to achieving whānau aspirations.

1 Context

Te Kōhanga Reo o Ngāti Hineaute ki Rangitāne o Manawatū is located in Highbury, Palmerston North. The whānau tribal affiliations are Rangitāne and Ngāti Hineaute. They were established by the Ngāti Hineaute Trust in 2015 to support the revitalisation of te reo Māori with in Ngāti Hineaute. The Ngāti Hineaute Trust provides ongoing leadership and support on behalf of the hapū.

2 The Evaluation Findings

How well do children show they are confident and happy at kōhanga reo?

Children show they are confident and happy in their work and relationships with others.

Ngā Taumata Whakahirahira

Children demonstrate an understanding of te reo Māori. Kaimahi use a range of strategies such as hand games, visual prompts, waiata, and mihi to support children’s language development. They regularly have conversations with children about their learning. Kaimahi respond to children’s communication with warmth and understanding. Kaimahi as speakers of te reo Māori model grammatically correct language structures for children. Individuals respond positively to instruction in te reo Māori. Children are acquiring the skills to communicate in te reo Māori.

Children engage in meaningful relationships with others. Whānau promote and reinforce positive interactions with others. Values of care, aroha and manaaki are an integral part of the learning programme. Kaimahi model care and respect for self that provides children with clear expectations of behaviour with each other. The learning environment allows children to explore safely. Children are encouraged to be curious learners in relation to their place in the kōhanga reo and with others. Children interact positively with their each other and adults.

Children are developing an understanding of their identity. The Ngāti Hineaute Trust support the whānau to deliver quality learning opportunities for children. Kaimahi know the children’s whakapapa and support them to learn their pepeha. Waiata is used to support children to make connects to the whenua and learn about Ngāti Hineaute. They support children to participate in whakatau and pōhiri. Whānau choose to bring their children here because they are from the community. Children have a strong connection to the kōhanga reo.

Planning and Evaluation

Children benefit from effective governance and management. Ngāti Hineaute understand their responsibilities as managers to guide the kōhanga reo developments. The charter provides a clear direction for the kōhanga reo which reflects Ngāti Hineaute aspirations. The whānau meet regularly to discuss and monitor their strategic and annual plans and the learning programme for children. Health and safety policies and procedures are in place to reflect the importance of children’s safety. Whānau are committed to the revitalisation of te reo Māori within Ngāti Hineaute. The kōhanga reo is managed in the best interests of children.

Children’s learning is regularly monitored and recorded. Planning is purposeful, well-constructed which identifies learning objectives and resources. The kaiako has an in depth understanding of how children learn and applies the delivery of the learning programme. Information about children’s learning progress is well organised and accessible for parents to read. There are opportunities for parents to discuss children’s progress in learning mid-year and end of year. Whānau are encouraged to provide feedback about their children’s learning. Kaiako use whānau feedback and assessment information to identify children’s progress and where to next. Children benefit from a responsive learning programme.
