1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Ko Wairūrū te awa, ko Mātaatua te waka, Ko Wairūrū te marae, Ko Te Whānau a Maruhaeremuri te hapū, ko Te Whānau a Apanui te iwi, ko Hinerangi te kōhanga reo.

Te Kōhanga Reo o Hinerangi is on Te Marae o Wairūrū in Raukokore. The kōhanga reo was formerly named after the Wairūrū marae and in recent years the name has changed to Hinerangi. The kōhanga reo is situated close to the moana. Recently the kōhanga reo licence increased to 25 mokopuna to accommodate the growing needs of the community.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Te Kōhanga Reo o Hinerangi provide an environment that nurtures whanaungatanga expressed through the values of their whānau, hapū and iwi.

4 Findings

Mokopuna identity is nurtured in a loving environment. Whānau begin their day with traditional karakia of Te Haahi Ringatū. Kaiako support mokopuna in their key roles of kaiwhakatangi pere, kaikarakia, kaimihi and kaiwaiata. Together they sing waiata and mōteatea that express history and traditions of Te Whānau a Maruhaeremuri hapū and Te Whānau Apanui iwi. Mokopuna learn kawa and tikanga of their hapu and iwi

Kaiako foster mokopuna engagement in the learning programme. Interactions and learning activities stimulate and extend mokopuna learning. Tuakana, teina and pēpi learn alongside each other allowing for mokopuna to develop at their own pace. Older mokopuna learn days of the week, colours, numbers, and te ara pū Māori. Teina and pēpi follow kaimahi cues,  and listen and observe their tuakana leading activities. Kaimahi have established clear routines so mokopuna know what to expect and predict what comes next.  They use creative ways to support mokopuna through transition times. Mokopuna are settled and happy learners.

Kaimahi have loving relationships with mokopuna. They are encouraging and responsive to the social and emotional needs of mokopuna. They provide one on one attention to mokopuna and take time to care and comfort them when they are upset. Kaimahi are relaxed and give mokopuna time and space to resettle themselves. Mokopuna experience trusting relationships with the adults around them.

Kaimahi consistently speak te reo Māori with those around them. Mokopuna language development is supported through kaimahi modelling, repeating, prompting, questioning and using praise. Mokopuna are developing as confident speakers of te reo Māori. 

Mokopuna learning and development is a priority. An annual programme of learning is developed by the kaiako matua. Together with kaimahi, termly and weekly plans are created ensuring the different needs of mokopuna are considered. Seasons of the year and Atua Māori head kaupapa ako. There is an intentional focus on the mana of their environment ‘Te Kopua o Hinemahuru’ and utilising resources gathered from the moana and ngāhere that surround them. Mokopuna learning and progress are captured in attractive profile books. Kaimahi meet regularly to discuss mokopuna learning and the effectiveness of the learning programme. Mokopuna benefit when there is a focused approach to learning.

Whanaungatanga is central to the way whānau manage the kōhanga reo operations. They aspire to promote mokopuna wellbeing and for them to be competent speakers of te reo Māori. The comprehensive strategic plan identifies long and short-term priorities. It is supported by an action plan that details the steps to achieve their goals and aspirations. Whānau meet regularly and have processes for monitoring and reporting on operations. Financial accounts are audited annually and financial reporting to whānau is regularly undertaken. Health and safety policies and procedures align to legislation with emergency evacuations regularly carried out. Personnel management is in place including an appraisal process that ensures a focus on enhancing and developing kaimahi knowledge. Mokopuna benefit from purposeful leadership amongst whānau.    

Key Next Steps

This must be agreed and reflect the shared perspective of the institution and ERO. There will always be a next step as promoted by the approach for ongoing improvement.

Planning, assessment and programme evaluation requires strengthening. Although there are processes in place, the new team of kaimahi would benefit from a deeper understanding of how this process impacts mokopuna learning and ways in which it can be recorded. Mokopuna benefit from a learning programme that is well considered.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

  • the whānau continue to work with the tari-ā-rohe to create a professional development plan to assist them to strengthen their planning, assessment and evaluation practices.

1 Context

Te Kōhanga Reo o Hinerangi is based on Wairuru Marae, Waihau Bay. Whānau whakapapa to Te Whānau-ā-Apanui. Due to roll numbers the kōhanga reo has been in recess and recently re-opened. The whānau focus is to identify ways of sustainability for the kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate knowledge of who they are and where they belong?

Children demonstrate a strong sense of their identity and belonging.

Ngā Taumata Whakahirahira

Children are supported to learn te reo Māori. Kaimahi provide a range of interactive and stimulating strategies to support children’s knowledge of te reo Māori. These include karakia o te Ringatu, mihimihi, waiata, pepeha, patere and tauparapara. Kaimahi use questions, prompts and hand signs. Babies use non-verbal gestures to express their understanding of te reo Māori. The dialect of Te Whānau-ā-Apanui is evident. Children are developing confidence in te reo Māori as early learners.

Children experience supportive and positive relationships. Kaimahi acknowledge children’s success in learning. They promote positive interactions amongst children including humour and laughter while they learn. Whakapapa provides a strong foundation for whanaungatanga of awhi, takutoko, aroha and manaaki. Kaimahi encourage children to be respectful and considerate of others. Children are strong in their identity and belonging.

Children have access to a range of learning experiences. The learning programme is based on the whakapapa of the moki, rongoa Māori and the natural environment. Kaimahi provide children with opportunities to attend all marae and community activities. There are regular excursions where children explore the moana and ngāhere in the local area. These learning experiences enhance children’s confidence and knowledge about their Apanuitanga. Kaimahi encourage children to initiate learning based on their interests. Children confidently explore the natural and physical world.

Planning and Evaluation

Planning is purposeful and well organised. Kaimahi plan a localised learning programme that focuses on what is important to Te Te Whānau-a-Apanui. Kaimahi plan programmes to cater for children’s individual needs and abilities. Children enjoy a range of activities to extend their learning experiences. Te Whāriki is used to guide kaimahi weekly and daily planning which links to kaupapa and mahere ako. Regular observations are recorded in children’s learning journals. These records assist kaimahi to monitor their learning progress. Progression reports are the main method of assessment. Whānau are well informed about their children’s progress in learning.

Whānau manage the kōhanga reo in the best interests of the children. The charter provides clear directions to manage the operations of the kōhanga reo. Health and safety policies and procedures are in place. The well-being of children is paramount. Whānau show they are responsible employers. Personnel documentation is current. Job descriptions, employment contracts and police vetting are in place. Children’s wellbeing is at the heart of all operations.

Whānau have set their goals and future priorities. Te Ara Tūāpae, strategic plan and annual plans are complete. Internal evaluation is effective. There is regular reporting to whānau hui on all aspects of whānau operations. This reporting focuses on improvements. Changes are made according to needs and opportunities that arise. Whānau are highly aware of the need to ensure the management of the kōhanga reo is sustainable. Children and their whānau can be assured that the future of their kōhanga reo is secure.

Key Next Steps

Kaimahi do not evaluate the effectiveness of the learning programme. Kaimahi acknowledge that ongoing evaluation of the programme will assist them focus on children’s as learners. Children do not benefit from a programme that is not regularly monitored and evaluated.

Whānau have not completed kaimahi appraisal policy. Completion of a policy and appropriate procedures together with relevant documentation would provide guidance for kaimahi to complete their appraisals. Appraisal outcomes will lead to appropriate professional development. Children will experience relevant learning experiences when kaimahi knowledge and skills are enhanced through professional development.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Kaimahi are to strengthen programme evaluation practices

  • Whānau to develop an appraisal policy and implement kaimahi appraisals. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Hinerangi will be in three years.
