1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Makaurau Marae is located in South Auckland within the Makaurau Marae complex and papakāinga. Whānau are committed to ensuring mokopuna are provided an environment that prioritises te reo Māori and tikanga Māori. Te mita o Waikato and Te Kingiitanga are foundational values for the kōhanga reo. 

3 Evaluation Focus

How well do mokopuna express an understanding of their tuakiritanga?

Mokopuna demonstrate a strong sense of belonging and identity through their positive learning experiences. 

4 Findings 

Mokopuna participate in learning that affirms their connections to whānau, hapū and iwi. The marae provides learning that reinforces tikanga, kawa and dialect of Waikato. Mokopuna participate in the formalities of pōwhiri, the karakia Pai Marire, which is specific to Waikato, mōteatea, and waiata. They listen and observe the rituals of karanga and whaikōrero where kaumātua and kuia model fluency in te reo Māori reserved specifically for the marae. Mokopuna engage in pōwhiri respectfully. Kaimahi support mokopuna to explore the marae grounds to affirm their connections with the land, te taiao and their tūrangawaewae. These experiences, reinforce mokopuna understanding about their roles and responsibilities as kaitiaki of the marae. Kaimahi extend these learnings where mokopuna are encouraged and supported to recite their pepeha daily. Mokopuna demonstrate a growing understanding of their identity as ngā uri o Waikato.

Kaimahi have satisfactory processes in place for planning, assessment and programme evaluation. Whānau input into planning and mokopuna assessment is encouraged. Planning is purposeful, well designed and aligns to Te Whariki ā Te Kōhanga Reo and includes annual, term and weekly plans. A variety of activities and resources are clearly identified in planning. Mokopuna progress and development are captured in the digital platform, Story Park. These include detailed information of individual mokopuna learning overtime. Kaimahi regularly meet to discuss the quality of the learning programme and identify areas for improvement. The quality of mokopuna learning is enhanced through collaborative curriculum development and implementation.

Whānau have established acceptable systems and processes to manage, monitor and report kōhanga reo operations. The Charter Te Korowai, provides clear guidance and directions for whānau to manage the operations of the kōhanga reo. Monthly hui are well attended, where information is shared and recorded in hui minutes. Core health and safety policies and procedures are in place to ensure mokopuna health and safety is prioritised. Kaimahi ensure all emergency evacuation drills are conducted regularly. Training is currently being rolled out by the National Te Kōhanga Reo Trust to ensure whānau have in place clear processes for safety checks of kaimahi (GMA7A) and how whānau identify and report cases of abuse and neglect (HS31). 

The strategic plan is informed by Te Ara Tūāpae and Te Korowai. Long term goals incorporate shared whānau aspirations for mokopuna. Whānau have established a self-review plan that monitors progress against strategic priorities. Personnel management systems are in place. Employment documentation includes individual employment contracts, position descriptions and completed kaimahi safety checks. Appraisal of kaimahi is carried out and lead to professional development for kaimahi. An annual plan identifies administrative tasks and time frames for completion. Whānau collectively make decisions that promote mokopuna learning, and wellbeing.

Key Next Steps

The whānau are concerned that the future of te reo Māori for the mokopuna could be compromised. They agree that to sustain te reo Māori into the future, there is a need to put into place a strategy to increase the use of te reo Māori amongst the whānau and throughout the entire community.   

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends whānau continue to enhance the collective strength of whānau to further increase the quality of learning and outcomes for mokopuna

1 Context

Te Kōhanga Reo o Makaurau Marae is a part of the Makaurau Marae complex and papakāinga in Mangere, South Auckland. The marae whānau and kōhanga reo acknowledge their heritage and links to the Kīngitanga and Tainui waka. There is a strong commitment to the retention of their dialect and importance of hapū and iwi values.

2 The Evaluation Findings

How well do children learn about their identity?

Children learn about mātauranga Māori throughout all learning experiences. This reinforces who they are and where they are from.

Ngā Taumata Whakahirahira

Children have opportunities to learn about their Tainui links in meaningful ways. Children hear Waikato dialect and often recite karakia, sing waiata and chant mōteatea that affirm their hapū and iwi links. They attend events and celebrations that acknowledge the Kīngitanga and Poukai. And they participate in events at the marae, including tangihanga, to reaffirm their roles as tangata whenua. Children are developing their knowledge of their ancestral heritage and connections.

Children are well resourced to learn te reo Māori. Kaimahi use various strategies and activities to make language learning interesting for children, such as waiata and kori tinana. Children use te reo Māori during formal learning sessions including karakia, hīmene, and pepeha. They are able to follow complex questions and instructions and reply in both te reo Māori and English. Children are encouraged to take lead roles such as supporting teina during daily routines, and as kaikaranga and kaiwaiata on certain occasions. Children are exposed to te reo Māori in meaningful contexts. This has a positive impact on their language development and knowledge of the Waikato dialect and marae tikanga. Children use te reo Māori with increasing confidence.

Children learn about who they are and where they are from. They have access to all parts of the marae and are familiar with their surroundings. Children learn about stories and histories of the local area. Kaimahi encourage children as they learn their own whakapapa. Children show a growing sense of curiosity about the world, especially te ao Māori and their own communities. Children show increased confidence and ability to explore their immediate environments. Children are happy learners.

Children actively participate in all aspects of the learning programme. The outdoor and indoor areas are well designed, resourced and organised to stimulate children’s thinking. Kaimahi provide learning experiences that support children’s physical, cultural and intellectual growth. Children use natural resources as they work and play. They move happily from one activity to the next and interact appropriately in the indoor and outdoor spaces. Children make choices and decisions about their play and learning. Children follow well-established routines and observe tikanga including karakia and mihimihi. Children are enthusiastic learners.

Children are emotionally and physically confident learners. Children manage aspects of their own care, and sleep and eat according to their needs. Kaimahi provide opportunities for children to develop their physical skills. Children have meaningful contact with others and are active as tuakana and teina. Children experience aroha, manaaki and āwhina. Kaimahi and whānau model and encourage positive relationships with others. Children have opportunities to take up leadership roles including pao and mihi. Kaimahi define positive expectations and guidelines for behaviour. Children appear settled.

Planning and Evaluation

Children benefit from the efficient way in which whānau manage the kōhanga reo. The kōhanga reo is a part of the marae complex. Operations and management practices are blended to ensure children are prioritised and safe across the marae complex. The whānau has developed a useful strategic plan based on the goals of Te Ara Tūāpae as well as their whānau, hapū and iwi goals and objectives. Priorities include te reo Māori and the empowerment of whānau and children. All management systems are upheld to a high standard, so that children receive quality learning experiences, care and attention. A range of communication strategies are used to keep whānau informed about kōhanga reo developments, practice, policies and procedures. They have a sound financial management system. The whānau carry out regular property maintenance checks. Children are always a priority in decision making.

Children’s development and learning is a priority. Kaimahi use information from programme evaluation, whānau ideas and child development theories to support and enhance children’s learning. Planning includes daily, weekly and term plans to guide kaimahi practice and ensure the programme is focussed and purposeful. There is strong emphasis on learning through exploration of the local environment, Kīngitanga, Pai Mārire and te ao Māori. Learning activities are carefully selected to stimulate, challenge and extend children. Kaimahi regularly evaluate the programme and their practice to inform how they can enhance children’s learning. Children enjoy learning that is well planned and monitored.

Key Next Steps

While there is good information kept about group learning, there is little to show individual children’s learning and development over time. Children’s individual progress and achievement is not well documented.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau support kaimahi to establish a process to report on children’s learning and progress over time.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Makaurau Marae will be in three years.

Te Kōhanga reo o Makaurau Marae is in the Auckland suburb of Māngere. Children are linked to each other through their whakapapa. The majority of the whānau live nearby. The marae whānau and kōhanga reo acknowledge their heritage and links to the Kīngitanga and Tainui waka. There is a strong commitment to the retention of their dialect and importance of hapū and iwi values. 

Children are secure in the loving whānau atmosphere that is prevalent at the kōhanga reo. The whānau are committed to providing the best possible learning environment for their children. The learning programme involves physical activity. Children enjoy laughing, singing, running jumping and playing. Children are happy in the kōhanga reo environment.

2 The Review Findings

How well are children engaged in learning about whānau, hapū and iwi?

Children are highly engaged in learning about their whānau, hapū and iwi.

Mana Tangata

Children are confident and know who they are and where they are from. They are immersed in the values of their whānau, hapū, iwi. Children know a range of waiata, mōteatea, and history that pertain to Tainui and the Kīngitanga. They can recite karakia from the Pai Marire faith. Children know they are loved and are settled in their environment.  

Children are stimulated as learners and are developing as speakers of te reo Māori. They hear te reo Māori spoken constantly throughout the day. Children confidently explore and respond to challenges. They are keen to use new words and language structures. Children enjoy being read to. Children use language to communicate their ideas and feelings. 

Children enjoy the shared whānau learning sessions. They are encouraged to stand and recite their pepeha, whakapapa and mihi. They show a growing awareness of their links to their tipuna. The wide range of te ao Māori experiences help children to learn about tikanga Māori.

Children’s physical, spiritual and mental wellbeing is well supported. Well designed health activities are incorporated into the daily programme. Children learn with support by kaiako to become responsible learners. Children’s confidence and sense of wellbeing is developing. 

Children are developing good literacy skills. Kaimahi have established a good relationship with the local library staff and they providing resources to support the kōhanga reo learning programme. There is a reciprocal relationship between library staff, the whānau and children. The children are gaining good literacy skills through their involvement in the library.

Planning and Evaluation

Children’s learning is supported by effective programme planning. Kaimahi have in place well considered and responsive programme plans that promote Te Whāriki o te Kōhanga Reo in positive and stimulating ways. The whānau contribute to the design and content of these plans. Plans strongly reflect learning te reo Māori me ona tīkanga in the context of the marae, whānau, hapū, iwi and Kīngitanga.

The children’s learning environment is reviewed regularly at whānau hui. Reports on children’s health and safety are discussed and recorded. Policies and procedures are regularly reviewed. The children’s wellbeing is supported through strong whānau self-review.

Whānau have developed a clear strategic plan to support positive outcomes for children. Useful objectives, goals and targets have been set. A review cycle is also a part of the strategic plan. Children’s education outcomes and whānau priorities are the focus of whānau planning and monitoring practices.

Key Next Steps

The evaluation of the learning programme is not formally recorded. Kaimahi acknowledge the usefulness of formal programme evaluation processes to inform improvements in the programme.

Children’s learning is not well supported by sound assessment of their learning. There is no formal assessment programme. Children will benefit from appropriate assessment to inform plans for their future learning.
