1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Āniwaniwa is located on the grounds of Te Kura Kaupapa Māori o Te Rangi Āniwaniwa in Kaitaia. Many whānau have a long association with the kōhanga reo, Whānau have identified that good succession planning will be an advantage to the future of the kōhanga reo

3 Evaluation Focus

How well do mokopuna engage in and enjoy their learning programme?

Mokopuna engage in a learning programme that embraces whanaungatanga.

4 Findings 

Mokopuna learn about te ao Māori concepts through te reo and tikanga Māori. Kaimahi are competent speakers of te reo Māori and provide strong language models for mokopuna. They draw on a range of strategies to support language development such as prompts, counting, and repetition. Mokopuna thinking is extended through detailed kaimahi explanations and regular questioning. Kaimahi strongly model tikanga and kawa practices. Mokopuna observe and participate in formal welcoming protocols such as whakatau manuhiri which grows their understanding of te ao Māori, te reo and tikanga Māori. Mokopuna are developing confidence and competence in their knowledge and use of te reo Māori.

Mokopuna participate in learning that nurtures their emotional and physical wellbeing. Designated time to practice Hohou te rongo and kori tinana settles mokopuna wairua for the day. Atua Māori are regularly acknowledged as mokopuna participate in learning activities. Kaimahi model kōhanga reo values and relationships are underpinned by manaakitanga, trust and aroha. Mokopuna replicate these values and are respectful, caring and considerate towards others. The environment is well set up and resourced to promote mokopuna exploration. There are well established routines in place that support mokopuna with their learning. Mokopuna look after their environment and take responsibility to help whakapai after formal learning. Tuākana are encouraged and supported to direct aspects of the learning programme. They have turns leading karakia, waiata and hīmene. Tēina observe and follow their tuākana enthusiastically.  Mokopuna enjoy learning in a stimulating environment.  

Assessment and planning processes provide guidance to the learning programme. Planning is in place to provide direction for the year. Kaimahi are stable and have a wealth of knowledge and skills to plan the learning programme. Kaimahi plan kaupapa that connect mokopuna to their identity, language and culture.  An explicit feature of planning is pūrākau specific to the area which supports the learning programme and affirms whānau aspirations. Kaimahi use a variety of methods to share mokopuna learning and progress. This includes a slideshow, photos and kōrero poto in pukapuka to share at whānau hui. A common assessment practice to show mokopuna learning about pepehā is visiting and recording mokopuna by significant landmarks. Mokopuna identity and belonging is enhanced through purposeful planning and assessment practices.

Whānau have systems and processes in place to support mokopuna outcomes. Long term priorities include strengthening te reo, tikanga and Muriwhenuatanga for mokopuna. The tūtohinga has local historical information and aligns with Te Korowai and Te Whāriki a Te Kōhanga Reo. The annual plan guides key administrative tasks. Whānau are keen to develop their roles, and many are in training provided by Te Kōhanga Reo National Trust. Newly appointed whānau committee members support in managing kōhanga reo operations. Whānau have ensured that the Tiaki Mokopuna policy meets regulations and current legislation. They have health and safety registers in place that records important information about mokopuna wellbeing. Mokopuna health, safety and learning is supported by well-established systems and processes.

Key Next Steps

Emergency evacuation practices require strengthening. There is a need for whānau to plan and conduct regular evacuation drills. The current practices are inconsistent and do not include earthquake evacuation drills. Mokopuna safety in an emergency is better considered through practice of pertinent emergency drills.

Programme evaluation can be enhanced. Kaimahi hui regularly and discuss aspects of the learning programme. To further enhance programme evaluation practices, it is necessary to reflect and document what the successes were, what did not work and what needs to happen to improve the quality of the programme. Mokopuna needs are met when the learning programme is evaluated, and improvements made.

Kaimahi appraisals have not been completed. It is important for whānau to implement processes and timelines for kaimahi appraisal and allow kaimahi to identify professional development relevant to their work with mokopuna. Mokopuna will benefit from increasing kaimahi knowledge and skills to raise the quality of learning.  

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation for whānau to:

  • regularly practice all relevant emergency evacuation drills
  • strengthen programme evaluation
  • implement and complete kaimahi appraisals.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context

Te Kōhanga Reo o Āniwaniwa is in Kaitaia. New whānau acknowledge a strong interest to learn about their responsories for whānau whakahaere. The natural progression for children in the kōhanga reo is to Te Kura Kaupapa Māori o Te Rangi Āniwaniwa, which is situated on the same site.

2 The Evaluation Findings

How well do children express manaakitanga to others?

Children express manaakitanga in a range of ways, with confidence.

Ngā Taumata Whakahirahira

Children are acknowledged and affirmed. Whānau provide an environment that is calm and peaceful. Relationships are underpinned by manaakitanga. Whakatau wairua is a daily opportunity for children and kaimahi to connect and strengthen attachments. This involves children leading mihimihi, pepeha, waiata and practising mirimiri with each other. Interactions between children and kaimahi, children and children are loving and caring. After karakia for kai, children mihi to the whānau for preparing kai. Kaimahi encourage positive relationships with others. Children show manaakitanga to others.

Children’s leadership is fostered. Kaimahi establish expectations and routines that promote manaakitanga. There are clear routines for themselves, children and the daily operation of the kōhanga reo. Children like to help adults care for the whare. This includes organising their chairs after kai, setting up chairs for whakatau wairua and serving kai to others. They learn that leadership centres on respect and manaaki of others. Children are developing skills to become confident leaders.

Children are developing a strong foundation of language based on aroha, tiaki and āwhi. Whakapapa, waiata and karakia reinforce children’s connections to each other and others. Kaiako use a range of strategies to support children’s language development. They model language, ask children questions, and prompt discussion. Mōteatea and waiata are heard playing in the background, during the day. Kaimahi and children sing along to the waiata. Children know the expectations of te reo within the kōhanga reo. They speak te reo to kaimahi. Children are beginning speakers of te reo o te kāinga.

Children learn in an environment that is attractive and stimulating. The whare is immaculate and well maintained. Kaimahi have taken care and consideration in the presentation of their whare. The displays are bright, colourful and motivating. Children are exposed to a print saturated environment including pictures, karakia, waiata and artwork. They move inside and outside with ease. The outdoor environment is well resourced. Children choose between a range of bikes and scooters, a playhouse, a sandpit and other outdoor toys. They wear hats and sunscreen when playing outside. Children enjoy their learning.

Planning and Evaluation

Whānau aspirations for children include manaaki, whakapapa and te reo Māori. Key whānau members have established systems and practices for management to reflect these aspirations. All documentation for management, administration and operations are maintained for the whānau. Regular whānau hui are held. Good financial management standards are kept. Children’s learning and development is of high interest to the whānau.

Key Next Steps

The whānau acknowledge key areas of management that need attention. Policy review is not well monitored or conducted. Whānau acknowledge that reviewing their tūtohinga and policies are a priority. The whānau strategic plan has not been unpacked. It is unclear what actions and timelines have been agreed to, to meet their strategic direction.

Kaiako are uncertain about their leadership roles. Currently the leadership model is a shared role. Kaiako job descriptions do not give specific direction to identify leadership responsibilities for each of the Te Whāriki leaders. Greater outcomes for children can be achieved through improved management of personnel.

Although whānau have practiced emergency evacuation drills, they acknowledge there is a need to increase the frequency of these drills. They also agree that regular and detailed recording of emergency drills is an area for improvement.

Kaimahi tensions impact on the quality and effectiveness of planning, evaluation and assessment for children. Planning processes are not collaborative. It is unclear to see the specific activities and learning for babies and teina.

Whilst there are profile books for each child, these are different for each age group. Assessment information kept about children’s learning and development is inconsistent.

Kaimahi hui minutes show a shift in focus from best practice, provisions and programmes to kaimahi needs. Children’s experiences will improve with a cooperative approach to planning, assessment and evaluation.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • document emergency drills and plan at least one drill quarterly to fulfil annual emergency plan.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau seek support and guidance from the local TKRNT to improve personnel management, aspects of review for whānau whakahaere and Te Whāriki planning, assessment and evaluation for children.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Āniwaniwa will be in three years.
