1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Kākāriki is in Glen Eden, West Auckland. Since the previous ERO review, whānau have overcome significant challenges. They remain committed to supporting the future direction, growth and sustainability of the kōhanga reo and have appointed a new committee to lead this.
3 Evaluation Focus
How well do mokopuna demonstrate they are happy and secure?
Mokopuna demonstrate they are happy and secure through their connections with others.
4 Findings
Mokopuna are nurtured in an environment that promotes whanaungatanga and manaakitanga. Kuia and kaimahi interactions with mokopuna are consistent where praise and encouragement is natural. Mokopuna are provided opportunities to observe and participate in formal protocols such as whakatau manuhiri. Kaimahi model protocols of tikanga and kawa at these times which enhances mokopuna understanding of their roles and responsibilities as tangata whenua. During rest time, kaimahi gently sing waiata as tēina rest which contributes to a calm, relaxing environment that adds to a sense of security for mokopuna. Mokopuna are settled learners.
Mokopuna learning te reo Māori is a priority for the whānau. Kaimahi are strong te reo Māori language models who draw on appropriate strategies such as prompts, questions, instructions and conversations to support mokopuna language development. Older mokopuna are well supported to recite pepeha and mihimihi where mokopuna recognise language patterns and understand their relationships through whakapapa. Mokopuna are developing positive relationships to others in a supportive environment.
Effective programme planning is in place. Kaimahi are mentored by their kuia who have extensive knowledge and experience in the kaupapa o te kōhanga reo. The mahere ako consists of year, term, month, weekly and daily planning and includes kaupapa ako and whāinga specific to different age groups. The programme plan includes external agencies who work with mokopuna who need extra learning support. Mokopuna interests and needs are considered and planned for.
The whānau manage the kōhanga reo well. Whānau hui are regular, well attended and discussions ensure whānau are informed and engaged in decision making. The tūtohinga includes all relevant information and documentation to guide operations. The whānau strategic plan encompasses the vision and aspirations whānau hold for mokopuna. The annual plan outlines key administrative tasks and when these are to be attended to. Core health and safety policies and procedures are current and align to legislation. Personnel processes are in place and kaimahi have relevant contracts, current police vetting, and completed and cleared safety checks. Mokopuna are at the heart of collective whānau whakahaere practices.
Key Next Steps
Assessment requires strengthening. Whilst mokopuna assessment information is captured in individual konae, it does not clearly reflect mokopuna learning and development over time. It is time for whānau to seek support to enhance kaimahi practice.
Programme evaluation requires formalising. Currently, kaimahi hui are yet to record what worked well and what is required to change in the learning programme. It is difficult to monitor any improvements to programme planning and implementation. Mokopuna learning can be further enhanced through focussed programme evaluation and assessment practices.
Lock down and flooding evacuation drills need to be included in emergency drills. While emergency fire and earthquake drills are regularly scheduled and carried out, whānau agree that there is a need to complete drills for emergency lock-down and flooding drills. Mokopuna benefit from practiced drills for all emergency evacuation situations.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO and the kōhanga reo recommend that the whānau address the key next steps identified in this report.

1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo o Kākāriki is an urban-based kōhanga reo in Glen Eden, Auckland. Whānau are committed to supporting their children to develop as speakers of te reo Māori. There are four new kaimahi.
3 Evaluation Focus
To what extent do mokopuna demonstrate whanaungatanga?
Mokopuna demonstrate whanaungatanga through their relationships with others.
4 Findings
Mokopuna are nurtured through supportive and meaningful relationships. Kaimahi and whānau model respect, manaakitanga and aroha towards others. Their interactions with mokopuna are caring. As a result, the older mokopuna show concern and patience in their interactions with their teina. Kaimahi teach mokopuna about the natural environment and emphasise the importance of respect when they interact with natural resources. Kaimahi ensure they learn about their associations with people and natural events through their play, waiata, karakia and phrases they hear spoken around them. Mokopuna experience positive relationships.
Key Next Steps
It is important that whānau look at their roles and responsibilities in managing the administration and operations of their kōhanga reo. There are many areas of operations that have not been monitored especially those that pertain to the health and safety of the mokopuna
Whānau internal evaluation process needs to be established. There are many key aspects of whānau operations that requires review. While kaimahi are looking to implement a digital platform for programme planning mokopuna assessment and programme evaluation, there is a still a lot of work to be done in these areas. Planning is in its initial phase of development. Mokopuna assessment requires attention. There is minimal monitoring of mokopuna learning. Whānau are not informed of how their tamariki are progressing in their learning. Kaimahi have yet to establish a process to evaluate the learning programme. Currently, there is no way to gauge why or how improvements have been made to the programme.
Whānau need to ensure that the health and safety of their mokopuna is prioritised. Health and safety policies and procedures have not been reviewed since 2014. This indicates that policies and procedures do not align to current legislation. There has been no earthquake and fire drills. Mokopuna safety is at risk. Building maintenance and equipment safety are not monitored. These provide major threats to the safety of mokopuna. There is no annual plan in place. Because of this, key administrative tasks are not attended to. It is important that all aspects of kōhanga reo operations are reviewed to ensure mokopuna are kept safe at all times.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:
- ensure that the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

6 Recommendations
ERO and the kōhanga reo whānau developed the following recommendation:
Te Kōhanga Reo along with the District Office and supported by ERO will work towards meeting the items of non-compliance as outlined in the action plan. These items will be evaluated in approximately six months.

2 The Review Findings
How well are children nurtured and cared for?
Children are nurtured in a positive learning environment.
Ngā Taumata Whakahirahira
Children are learning about their contribution to the kōhanga reo environment. Kaimahi provide opportunities for children to learn about Papatuānuku, Ranginui and atua Māori. They focus on children’s roles and responsibilities as kaitiaki for the whenua. Nutrition and physical activity is used to promote healthy living with children. Kawa and tikanga Māori is reflected throughout the daily programme and guides kōhanga reo routines. Children create story books about their local environment, growing, harvesting and cooking kai from the kōhanga gardens. Children care for their environment.
Children’s holistic learning and wellbeing is nurtured. Kaimahi have created a caring learning environment for children. Karakia is used to settle and prepare children for learning. The values of rangimarie, manaaki, aroha and respect for others are an important part of the kōhanga reo. Kaimahi support children to interact positively with each other and enjoy warm relationships with kuia, and whānau. Activities are designed so children work co-operatively and care for themselves and others. Kaimahi are responsive to the individual learning needs of children. Children are happy, nurtured and secure in their learning environment.
Children are immersed in a te reo Māori environment. Kaimahi expose children a range of language learning activities. Karakia, pepeha and waiata are used to enhance children’s knowledge of te reo Māori. Children use te reo Māori with each other throughout the day. Whānau actively promote te reo Māori in the home to support children’s learning. Children are developing skills to communicate in te reo Māori.
Children are developing an appreciation for their learning environments. Whānau have created an exciting outdoor environment to enhance children’s learning. The use of natural resources has enhanced the area. Kaimahi encourage children to explore, investigate and play independently. They encourage children to develop an understanding of kaitiakitanga. Kaimahi support children to use their senses in a variety of activities. Children enjoy exploring their environment.
Planning and Evaluation
Children’s learning is well planned. Kaimahi have developed comprehensive planning processes to guide their practices. There are clear links from planning to delivery. Activities are based on kaupapa ako, provide variety, and stimulate children’s engagement in learning. Children show that they enjoy learning.
Children learning is regularly monitored. Kaimahi gather information about individuals using observations in the daily programme, collecting profiles with samples of children’s work and following the mātai mokopuna assessment framework. Information shows children’s progress in te reo Māori and kaupapa learning, which are shared with parents. Parents are encouraged to talk with kaimahi about their child’s progress. Children’s learning informs programme development.
Children’s learning needs are carefully considered. Kaimahi regularly evaluate the learning programme. Ongoing monitoring informs changes as needed to improve the quality of children’s learning. Children’s learning is important.
Whānau use strategic planning and internal review to inform planning. Whānau have participated in wānanga about Te Korowai and Ngā Pou e Whā. They are in the process of developing whānau ohu groups to strengthen their strategic direction and sustainability. Whānau know their goals and priorities. They have an action plan to support monitoring progress and achievement of their annual priorities.
The kaupapa of kōhanga reo has been a focus for whānau. They have implemented strategies to support te reo Māori in the kōhanga reo and home. Whānau have reviewed policies and procedures for health and safety and aligned these to their practices. Personnel management systems are in place. Appraisal has been completed and aligned to kaimahi professional development needs. Financial management systems are effective.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
