Introduction
ERO reviews of private schools are significantly different in process and more limited in scope and reporting than those for state and state-integrated schools, focusing as they do on the Criteria for Registration set out in clauses 2 to 6, Schedule 7 of the Education and Training Act 2020.
Clause 9, Schedule 7 of the Education and Training Act requires the Education Review Office (ERO) to review private schools and to report to the Secretary for Education on whether each school meets the criteria for registration.

The criteria for registration are that the school —
a) has premises that are suitable, as described in clause 3, Schedule 7; and
b) usually provides tuition for 9 or more students who are of or over the age of 5 years but are under the age of 16 years [clause 2(b), Schedule 7); and
c) has staffing that is suitable to the age range and level of its students, the curriculum taught at the school, and the size of the school (clause 2(c), Schedule 7; and
d) has equipment that is suitable for the curriculum being delivered or to be delivered at the school (clause 2(d) Schedule 7); and
e) has a curriculum for teaching, learning, and assessment and makes details of the curriculum and its programme for delivery available for parents; and
f) has suitable tuition standards, as described in clauses 2(e),(f) and 5, Schedule 7; and
g) has managers who are fit and proper persons (as described in clause 6, Schedule 7) to be managers of a private school; and
h) is a physically and emotionally safe place for students (clause 2(h), Schedule 7).
When an ERO report identifies an area within the criteria for registration that is not meeting the criteria at the time of the ERO review, that will be reported, the Ministry will be informed and the Ministry will follow up the issue with the school.

The school’s managers have attested that they comply with the provisions as described in clause 6, Schedule 7 of the Education and Training Act 2020 in respect of their being fit and proper persons to manage the school.
h) The school is a physically and emotionally safe place for students
A safe place is one in which risks to student safety are regularly assessed and evaluated with a view to eliminating, or at least reducing, harm. A safe place is one where clear policies exist and are acted upon to eliminate or minimise harm.
ERO’s judgement is based on the quality, intent and regular review of the school’s policies and procedures.
The school has regularly reviewed policies and procedures to provide for a physically and emotionally safe place for students.
Conclusion
On the basis of the information obtained during the review, ERO considers that ACG Strathallan meets the criteria for registration as a private school set out in clauses 2 to 6, Schedule 7 of the Education and Training Act 2020.
Other Matters
Provision for international students
The school is a signatory of the education (Pastoral Care of International Students) Code of Practice 2016 established under section 238F of the Education Act 1989. The school has attested that it complies with all aspects of the Code and has completed an annual self review of its implementation of the Code.
At the time of this review there were 43 international students attending the school.
School leaders and managers conduct a comprehensive annual self review with reference to the quality of education and student participation in the school community as required.

Findings
On the basis of the information obtained during the review, ERO considers that ACG Strathallan meets the criteria for registration as a private school set out in the Education Act 1989.
1 Background
The Chief Review Officer has a statutory duty to report on the performance of private schools throughout New Zealand.
Section 35I of the Education Act 1989, requires the Education Review Office (ERO) to review fully registered private schools, and to report to the Ministry of Education on whether each school continues to meet the criteria for full registration.
This review report was prepared in accordance with standard procedures approved by the Chief Review Officer.
2 Criteria for Registration
ACG Strathallan is a co-educational Year 1 to 15 school located on the Hingaia peninsula in Karaka, South Auckland. It is part of the Academic Colleges Group (ACG) of schools and draws students from a wide area. The school campus consists of a primary school for students in Years 1 to 6 and the college for Years 7 to 13. Both areas have purpose-built, modern and comfortable learning facilities for learners. The school also offers early childhood education on site.
Many students benefit from the opportunity to develop positive long term learning relationships with staff and with each other. Effective communication strategies support positive relationships with parents and whānau.
Strathallan continues to provide a suitable curriculum and the quality of tuition is high. Teachers are finding meaningful ways to incorporate New Zealand's cultural heritage and identity into units of work. Students value these opportunities to learn about te ao Māori and cultural diversity.
The primary school curriculum suitably blends The New Zealand Curriculum and the Cambridge International Primary programmes. There is a deliberate, well-chosen focus on literacy, mathematics and collaborative learning in the primary school. Specialised teaching is offered in the arts, science, languages (Spanish and Mandarin), and technology. Students appreciate and value the opportunities to engage in challenging learning that extends their thinking.
The college's curriculum in Years 7 to 15 continues to extend students through specialised learning subjects. The senior school continues to offer qualifications through the Cambridge International Examinations for the majority of students. Students' individual academic pathways are carefully planned to support them, including ongoing career guidance. The school is continuing to broaden pathways to respond to student interests.
Students with identified additional learning needs are supported through well-considered tuition and suitable staffing
Students appreciate the wider curriculum available through additional groups, sports and activities. These also offer students a wide range of leadership opportunities.
The school has very suitable premises, staffing, and equipment. Systems for property maintenance and health and safety are well established and guided by agreed ACG policies and procedures. Ongoing improvement and refurbishments continue to provide facilities that both support student learning and promote student wellbeing.
Suitable staffing and leaders are recruited to provide very good tuition including quality specialist subject support and high levels of pastoral care. All teachers are appropriately qualified and registered.
Teachers are very well supported to extend their professional expertise with relevant external and ongoing internal professional development, often through sharing within the ACG network of schools. The executive principal working collaboratively with other school leaders and the ACG executive has developed useful processes for teacher appraisal in light of the new Education Council requirements.
School managers have attested that they comply with the provisions of section 35G of the Education Act 1989 in respect to their being fit and proper persons to manage the school.
3 Other Obligations
Very good systems are in place to assure the board that its statutory obligations are being met.
4 Other Matters
Provision for international students
The college is a signatory to the Code of Practice for the Pastoral Care of International students (the Code) established under section 238F of the Education Act 1989. The school has attested that it complies with all aspects of the Code. At the time of the review there were 92 students attending the school.
ERO's investigation confirmed the school's systems for reviewing its provision for international students are thorough and effective.
School leaders regularly monitor provision of students' academic progress and pastoral care. Students are involved at all levels of school life and enjoy the community and its resources for learning. They are able to become involved in a wide range of recreational and cultural pursuits. Many students receive specialised tuition and guidance to enter their preferred tertiary courses in New Zealand and abroad. Homestay families are very committed to the care and development of students. Many students are in long-term family placements which are well managed and supported.
5 Conclusion
On the basis of the information obtained during the review, ERO considers that ACG Strathallan meets the criteria for registration as a private school set out in the Education Act 1989.
