1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Whareroa is located on Whareroa Marae in the harbour at Mount Maunganui. Whānau identify as Ngāi Tukairangi and Ngāti Kuku of Ngāi Te Rangi iwi. The kaiako matua is promotes the kaupapa of the kōhanga reo for whānau and kaimahi.

3 Evaluation Focus

How well do mokopuna experience success and wellbeing through their identity?

Mokopuna are independent learners that are developing confidence to express who they are and how they belong.

4 Findings 

Mokopuna experience an environment rich with opportunities to engage in te ao Māori learning. Kaimahi employ a range of strategies to extend mokopuna te reo Māori development. Waiata, open ended questions, and movement are integral to preparing mokopuna as speakers of te reo Māori. An emphasis on the use of different waiata, accompanying actions and varied waiata tempo further supports mokopuna comprehension and physical development. Kaimahi encourage pēpi and tēina to use hand actions, facial expressions, and sounds, to demonstrate their understanding. Mokopuna are valued and loved. The tuākana demonstrate enjoyment as they interact with tēina, playing and learning alongside each other. A well-established whāriki routine provides a safe, secure learning space for mokopuna. Kaimahi ensure that mokopuna transition smoothly from formal aspects of the programme such as karakia, waiata and mihimihi to other activities of learning. They use pepeha in the learning programme to reinforce mokopuna identity and heritage. Mokopuna are confident expressing themselves in te reo and tikanga Māori

Planning and assessment processes are collaborative and responsive to mokopuna needs. Their kuia guides and supports kaimahi in their roles. Whānau engage in learning alongside mokopuna and they share their skills to enhance the learning programme and fulfil shared aspirations. The rātaka o te ra contains a range of activities to develop the holistic growth of mokopuna. Kaimahi monitor and share mokopuna learning and progress with whānau through hui, online platforms and individual portfolios.  Kōnae celebrate mokopuna identities, whakapapa and achievements. Kaimahi are committed to ongoing professional development and team-building activities to grow in their roles. Mokopuna identity and belonging is fostered through purposeful planning and assessment processes.

Trusting, supportive and respectful relationships create a safe and engaging environment for whānau whakahaere. Collective decision making is based on monthly hui, reporting and is led by selected whānau in allocated kōmiti roles. Regular reporting includes policy review, finances, staffing, and the learning programmeWhānau ensure that core health and safety policies and procedures are up to date and provide clear guidance for safe practices. A robust appraisal system contributes to kaimahi development and informs professional development to enhance their practice. Mokopuna are physically and emotionally safe and healthy in an inclusive environment. 

Key Next Steps

Programme evaluation requires strengthening. Currently kaimahi regularly reflect upon and discuss the learning programme to improve learning conditions and positive outcomes for mokopuna, however, there are no minutes of these discussions. It is time for kaimahi to document what the successes are, what did not work and what needs to happen to raise the quality of learning for mokopuna. Mokopuna learning is improved by focused approaches to programme evaluation.

Strategic planning requires strengthening. While whānau are clear about their strategic direction, there is no action plan to monitor progress towards reaching their goals and aspirations. It is unclear who has specific responsibility for key strategic tasks, what the timeframes are and what resources are needed to meet these goals. Mokopuna benefit when whānau aspirations are met. 

Emergency evacuation and lockdown procedures require a consistent approach. Currently, drills for emergency evacuation and lockdown are irregular and drills are not recorded. Regular planning, practice and review of important emergency evacuation and lockdown drills is needed. Mokopuna safety in the event of an emergency evacuation and lockdown drill may be compromised. 

Whānau understanding of the Children’s Act 2014, child protection policy content and related procedure needs enhancing. Further training is needed for whānau and kaimahi to build further awareness of the implications of the Children’s Act 2014 in their roles. Mokopuna benefit when their health and wellbeing is prioritised.  

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the kōhanga reo whānau agree that the key next steps outlined in this report be addressed with the guidance of the Kōhanga Reo National Trust local tari.

Te Kōhanga Reo o Whareroa is located on the grounds of Te Marae o Whareroa in Mount Maunganui. Whānau and mokopuna attend all hui held at their marae and the other kaupapa Māori events in the rohe.

4 Findings

Mokopuna engage confidently in the learning programme. They settle quickly into their routine and respond positively to kaimahi instructions. Kaimahi, whānau and mokopuna are active participants in all events held at the marae. Kaumatua model tikanga and kawa during pōwhiri. Mokopuna are developing their understanding of roles and responsibilities as tangata whenua. Kaimahi have formed meaningful relationships with mokopuna. They model values of aroha and manaaki so mokopuna feel secure and cared for. Mokopuna show they are comfortable in their relationships with others.

Programme planning is in place and includes teaching strategies and language development activities. Learning activities consider how best to engage and stimulate mokopuna interest. A feature of the programme is the participation in hapū and iwi events at the marae. Mokopuna respond well to learning that is meaningful. 

Whānau manage the kōhanga reo well. The tūtohinga sets direction and provides guidance for whānau management of the kōhanga. Whanau hui minutes are detailed and informative. Health, safety and personnel management policies and procedures are in place. Kaimahi appraisals are detailed and completed with an ongoing focus on improving teacher capability.

Key Next Steps

Strategic plan identifies goals and aspirations of the whānau. It’s important that the whānau document and monitor progress in relation to their aspirations. Mokopuna benefit when their future needs are considered.

Whānau have yet to develop an annual plan. Whilst some operational tasks are achieved, there is no annual plan to monitor administrative and operational tasks. Mokopuna benefit from a focused approach to planning.

Mokopuna learning can be further enhanced through stronger links between planning, assessment, and evaluation. While there are good examples of good practice, work is needed to broaden kaimahi practice in planning and assessment. Programme evaluation requires strengthening. It’s time for kaimahi to take a planned approach in order to raise the quality of the learning programme. 

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

To meet compliance requirements, the whānau must: 

  • ensure there is an annual plan is in place to monitor the progress of key aspects of operations.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme including planning, assessment and evaluation
  • whānau management including implementing appraisal; strategic planning and internal reviews
  • areas of non-compliance including police vetting of staff, emergency and evacuation drills, sleep monitoring records, and regular hazard checks
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Whareroa is located on the grounds of Te Marae o Whareroa in Mount Maunganui. The kōhanga reo has had a poor reporting history with ERO including the three consecutive supplementary reviews. The 2016 ERO report identified ongoing issues with the learning programme whānau management, and health and safety. Te Kōhanga Reo National Trust (TKRNT) has continued to support and mentor the kōhanga reo to progress improvement. Significant progress has been made by the whānau to address the key next steps and non compliance matters identified in the previous ERO report.

3 Findings

Children enjoy learning that caters for their interests and needs. The new kaiako is experienced and knowledgeable in the kaupapa of kōhanga reo as well as early learning theories and practice. With support from established kaimahi, the kaiako has reinforced routines and expectations to help familiarise and settle children into the daily programme. Kaimahi provide a range of learning activities so that children are encouraged to learn through play, and interact regularly with their peers. Children are well supported to learn te reo Māori. Children are able to choose from a variety of activities according to their interests. Children appear to be happy learners.

Kaimahi meet regularly to plan, monitor and evaluate the learning outcomes and progress of the children. Records of their discussions and decisions are used to identify how to provide a variety of learning experiences for children. Planning and assessment is based on Te Whāriki. Assessment practices identify further support that is required for children’s learning. Individual portfolios include photos of children with comments about what they are learning. Children’s learning is monitored and supported.

Whānau management practices have improved. External support was put in place from 2016 to 2017 to address the issues identified in the previous ERO report. Appraisal processes are in place to support kaimahi and to identify their professional learning needs. The whānau has developed a draft strategic plan. This plan identifies the priorities and actions for whānau and kaimahi to achieve longer term goals. Internal review has informed improvements to health and safety, personnel management and the learning programme. Children benefit from improved whānau practices.

Most matters of non-compliance identified in the previous report have been addressed.

Key Next Steps

Fire and earthquake drills have not been implemented regularly. Children are not familiar with evacuation procedures in the event of a fire or earthquake.

4 Actions of non-compliance

Overview

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure regular drills are carried out and recorded throughout the year for fire and earthquake, and that kaimahi are trained in the relevant emergency drills.

5 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • the kaimahi develop and implement regular drills for fire and earthquake with children
  • the whānau consolidate practices that support ongoing improvements to the overall management of the kōhanga reo and the learning programme for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Whareroa will be in three years.
