1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o He Maungarongo is located in Murupara in the tribal area of Ngāti Manawa, Tūhoe. They provide te reo Māori immersion learning for 21 mokopuna including 12 under two-year-olds. An experienced kaiako matua leads a team of three other qualified kaiako, a kaimahi and a caretaker.

3 Evaluation Focus

How well do mokopuna demonstrate well-being through whanaungatanga?

Mokopuna show they are confident in their interactions with peers and others across a range of learning experiences.

4 Findings

Mokopuna learn in an environment that promotes nurturing relationships. Whanaungatanga, manaakitanga and aroha underpin all interactions in the learning programme where mokopuna experience love and care from everyone. They show respect and consideration in their interactions with others. Tuākana-tēina relationships are supported to enhance mokopuna learning in an inclusive environment. The daily routine consists of regular opportunities for mokopuna to lead and participate in karakia, mihimihi, mōteatea and kori tinana. Mokopuna enthusiastically participate in learning activities that fosters language development, that are fun, creative and enjoyable. Kaimahi are fluent speakers and strong te reo Māori language models and are deliberate in their use of activities to increase mokopuna language proficiency. Pēpi are actively involved in learning. They use hand actions, facial expressions and sounds to demonstrate their understanding of questions, instruction and what is being asked of them. Tuākana use te reo Māori in formal settings and in spontaneous ways. Mokopuna display confidence and comfort in their relationships and interactions with others.

Kaimahi are experienced, skilled and professional leaders who collaborative to provide planned activities that promote mātauranga Māori and kaupapa relevant to the hapori, iwi and Ngāi Māori. Planning is robust, comprehensive, detailed and well organised. Kaimahi have appropriate strategies, and resources to support and guide implementation. Assessment practice contains essential elements to support and reflect the learning and progress of mokopuna over time. Portfolios include samples of work, photos, links to planning and mātai mokopuna. These are available for parents to view and discuss. Mokopuna learning is reported and discussed at length in hui whānau. The kaimahi team is always striving to improve desired learning outcomes for all mokopuna through regular hui and wānanga. Kaimahi work well together to meet the needs of all mokopuna.

Whanaungatanga is the foundation of how whānau manage the operations of the kōhanga reoDecision making processes at whānau hui are well informed. Most health and safety policies and procedures are in place and provide clear guidelines for practices that keep all mokopuna safe. Whānau are committed to the revitalisation of te reo Māori, which is a key priority in the strategic plan. They express a shared commitment to the kaupapa and mokopuna. The annual plan has potential to guide all key administrative tasks. Personnel matters are managed by the whānauKaiako appraisals are in place to build collective capabilities through mentoring, and clear communication. Professional development responds to meet the priority needs of mokopuna. Kaimahi report to whānau in detail about the learning programme. Mokopuna wellbeing and learning is at the centre of whānau whakahaere kaitiakitanga.

Key Next Steps

Whānau expressed a lack of understanding of the Child Protection Policy. This evaluation encourages whānau to seek support to grow the collective understanding to further enhance the safety and wellbeing of mokopuna.

Excursion practice requires strengthening. These do not align to the procedures as outlined in the excursion policy. It is important that whānau address this immediately.

It is timely for whānau to implement the emergency evacuation drills. Attention should be given to fire, earthquake and lockdown drills. Kaimahi have identified these as a priority and this evaluation affirms this. Mokopuna safety will be further enhanced through emergency evacuation practices.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements they must:

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with mokopuna on an at least three-monthly basis.
[Regulation 46 Education (Early Childhood Services) Regulations 2008, HS8 Licensing criteria for kōhanga reo affiliated with the Te Kōhanga Reo National Trust 2008]

6 Recommendation

ERO and whānau agrees that they work closely with their tari ā rohe to develop a plan to address the key next steps and the area of non-compliance highlighted in this report.

Pēpi and young teina absorb learning through watching and listening and they respond enthusiastically to the instructions of kaimahi. Tuākana follow the lead of kaiako and respond to their prompts eagerly.

Uri learn in an environment where te reo Māori is a priority. Kaimahi use a variety of strategies that support te reo Māori development such as repetition, instruction, questioning, and prompting. They model a range of morning greetings that include describing the āhuatanga of the day to extend language development. Uri are developing as speakers of te reo Maori.

Established tikanga supports uri to consider the needs of others. Tuākana are encouraged to care for their teina and model the values of awhi, aroha and manaaki. While kaimahi are singing waiata-ā-ringa, the pēpi follow their actions. Tuākana can perform without kaimahi support. Uri enjoy the learning experiences provided which is evident in the way laugh, jump and clap their hands as they express their ihi and wehi.  Birthdays are celebrated showing uri they are valued. Kaimahi are playful and joke with another. Uri experience a fun programme of learning in an enjoyable atmosphere.

Kaimahi planning and assessment are in place. They work collaboratively using whānau contributions and evaluation outcomes to develop kaupapa ako. These are adapted to meet the needs of uri. Learning outcomes and activities are age appropriate. Profile books record the learning and progress of uri. They contain photos with anecdotal evidence. Mātai mokopuna is used to capture and share uri progress.  Programme evaluation is a natural part of planning. Kaimahi meet to discuss how the programme, what uri learnt and if the intended outcomes were met. Discussions are recorded and used to inform future planning. Uri enjoyment of learning is a priority.

Uri are at the centre of whānau whakahaere and decision-making. Whānau know their roles and responsibilities well and they meet regularly to discuss kōhanga reo business. An annual plan is in place that identifies key operational matters. Health and safety policies, procedures and practices align to current legislation and promote the wellbeing of uri, kaimahi and whānau. Self-review is regular and up to date. Whānau love the way kaiako support uri to learn te reo Māori and practice tikanga, as this fulfils their dreams and aspirations for uri. Personnel management practices are well established, with appraisals focused on enhancing and developing kaimahi knowledge. Kaimahi are motivated to undertake ongoing professional learning for the betterment of the whānau. Whānau focus on improvement of kaimahi practice for better outcomes for uri.

Key Next Steps

While the whānau have a strategic plan in place to support the future direction and sustainability of the kōhanga reo, they would benefit from developing an action plan to support the realisation of long-term goals. The establishment of an action plan will aid in monitoring progress, reporting to whānau, and celebrating the milestones as they journey together. Uri benefit when whānau plan for the ongoing development of their kōhanga reo.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

  • for the whānau to work alongside the District Tari to establish and implement an action plan that supports the strategic direction of their kōhanga reo.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme and te reo Māori development
  • whānau whakahaere
  • any other matters that may arise during the course of the review.

2 Context

Te Kōhanga Reo o He Maungārongo is in Murupara. The kōhanga reo was facing closure earlier in the year due to a declining roll, significant financial and management issues. A SELO support person has helped address these in 2016. A kaiako has been appointed who has contributed to positive change in the kōhanga reo.

Since the last ERO report 2014 there have been significant improvements in key areas of operations, financial management, the learning programme and environment. The community, the district office of the Te Kōhanga Reo National Trust (TKRNT) provide ongoing support.

3 Findings

The learning programme and te reo Māori development

Children’s learning experiences are improving. New kaimahi are experienced and knowledgeable in their roles. They work together to organise and manage the learning programme. They have established routines to help familiarise and settle children daily. Kaimahi provide a range of learning activities so that children are encouraged to learn through play and interact with their peers. A clean, bright and inviting learning environment has been created for children. Children appear to be happy learners.

Children enjoy learning in te reo Māori. Kaimahi use a range of strategies develop children’s language. They are fluent speakers of te reo Māori, who model good language structures. Kaimahi sit with children to ask and explain what they are doing. The formal learning programme of karakia, himene, waiata and mihimihi helps children to hear language patterns and language functions. Although some babies speak English, kaimahi respond in te reo Māori at all times. Kaimahi encourage younger children to share messages by using body language, which indicates their understanding of te reo Maori. Children are learners of te reo Māori.

Te whakahaere a te whānau

Kaimahi meet regularly to plan, monitor and evaluate the learning outcomes and progress of the children. Records of their discussions and decisions are used to identify how to provide variety for children’s learning.

Whānau have made significant improvement across operation matters. External support was in place in 2016 to address issues identified in the 2014, ERO report. The kaiako has provided sound leadership in working their way through areas of concern. All administration systems are in place. Documentation is current, well organised and filed. The roll has grown to 15 with a waiting list of 10. The confidence and participation of the whānau has increased. The kōhanga reo has had support from Te Kōhanga Reo National Trust to establish better financial accounting processes. In addition to the new financial system, training has been provided to appropriate whānau members. Cautious budget controls and monitoring have put the kōhanga in a sustainable position. Children benefit from improved whānau practices and decision making.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • The whānau continue to strengthen kōhanga reo operations to ensure sustainability and positive outcomes for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o He Maungārongo will be in three years.
