1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Tāwhaki is next to Te Marae o Ngāhina in Ruatoki. It’s a large kōhanga reo that caters for 70 mokopuna. Whānau have a close association with the marae, local kura and Te Puna Hauora. The kōhanga reo has three Tohu Whakapakari graduates.

3 Evaluation Focus

How well do mokopuna show their knowledge of te reo Māori?

Mokopuna are developing as speakers of te reo Māori.

4 Findings

Mokopuna are well resourced to learn te reo Maori. They hear the dialect specific to their iwi. Whānau have strong Māori speaking role models who mokopuna have access to on a daily basis.  Waiata and Ringatu karakia support mokopuna language development. Mokopuna are exposed to quality authentic te reo Māori speakers such as kuia and kaumatua who model and use te reo o te kāinga. Mokopuna interact in positive ways with others. The older children understand their roles as tuākana. They care for the teina. Kaimahi respond to mokopuna communication with warmth and love. They provide mokopuna with a range of activities that promote curiosity, investigation and creativity. With every new learning experience, mokopuna learn kupu that is specific to these encounters. Mokopuna are developing as speakers of te reo Māori.

Kaimahi planning identifies the focus for the programme and how the content and activities are to be implemented. Kaimahi have developed appropriate assessment tools to measure the extent of mokopuna learning. Whānau have opportunities to comment and provide feedback on mokopuna progress. Mokopuna participate in a learning programme that caters to their learning needs.

Whānau manage their kōhanga reo well. Whānau members actively participate in the management of the kōhanga reo operations. Monthly hui are held and well attended. There is regular reporting across operations. The Tūtohinga defines processes to manage kōhanga reo operations and sets out a planned approach and direction for whānau. Core health and safety policies and procedures are present. Personnel documentation includes employment agreements, job descriptions specific to position, kaimahi qualifications and safety checks for kaimahi in accordance with the Children’s Act 2014. The strategic plan includes the vision and aspirations of the whānau and is informed by Te Ara Tuapae. The whānau have identified te reo Māori as a key whānau priority. The annual plan guides the implementation of administrative tasks. The kaiwhakahaere monitors and ensures required tasks are carried out in a timely manner. Mokopuna are at the heart of whānau whakahaere

Key Next Steps

Whānau have identified their goals and aspirations in their strategic plan, it’s important that the whānau record and monitor progress in relation to their aspirations. Mokopuna benefit when their future needs are monitored and considered.

Kaimahi appraisals are yet to be completed. In order for kaimahi to access professional development, performance appraisals must be completed. The quality of kaimahi practice would be enhanced through ongoing appraisals. 

Programme evaluation requires strengthening. It is not clear how kaimahi monitor the effectiveness of the learning programme. Kaimahi are aware of how evaluation informs planning and assessment.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • implement a system of regular appraisal of kaimahi, and provide well defined and targeted professional development

  • implement and establish a process to evaluate the effectiveness of the learning programme.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • implement appraisals to enhance kaimahi practice
  • continue to develop programme evaluation.

Evaluation

Te Kōhanga Reo o Tāwhaki is next to Ngahina Marae in Ruatoki. Te reo and tikanga Māori o Tūhoe is a whānau priority. Children are stimulated, engaged and settled as learners. They demonstrate confidence to interact with others and explore the kōhanga reo environment. The whānau are focused on continual improvement in the interests of children.

The next ERO review of Te Kōhanga Reo o Tāwhaki will be in three years.

1 Context

Te Kōhanga Reo o Tāwhaki is next to Ngahina Marae in Ruatoki. Te reo and tikanga Māori o Tūhoe is a priority for the whānau. The kōhanga reo has a good reporting history. Since last ERO report 2014, the whānau has focussed on developing and implementing clear processes to improve personnel management practices.

2 The Review Findings

How well do children demonstrate confidence with learning?

Children demonstrate a high level of confidence to learn alongside whānau.

Children experience positive relationships and interactions. Kaimahi model interactions that reflect whānau values of manaaki, aroha and awhi. Children show care, patience and respect towards each other. They are developing independence to self-care. Tuakana-teina interactions enhance relationships for children and nurtures individual’s confidence to contribute. Kaimahi frequently praise, acknowledge and affirm children’s contributions. Children are settled and happy in their whānau learning environment.

Children are stimulated to learn. They are actively involved in a range of activities, including shared and independent. The daily programme of activities reflect children’s interests and needs. They confidently explore alongside their peers. Children move with ease between activities inside and outside. They are familiar with daily routines and expectations for learning. Older children like to help adults return resources to their designated place in the kōhanga reo. Children show confidence to self-determine and manage their own learning.

Children are immersed in learning that affirms their connections to whanau, marae and iwi. Kaimahi provide purposeful kaupapa learning activities where children can explore and inquire about connections to whenua, atua Māori, whānau and beyond. Ringatū practices and beliefs are integral to learning. Learning programmes place emphasis on promoting children’s identity and whakapapa links. Children are developing confidence to interact with manuhiri. They are learning about their roles as tangata whenua. Children display a sense of belonging.

Children are motivated te reo Māori learners. They are guided well by kaimahi to use and explore te reo Māori. Children’s development of the language is well supported through the provision of a wide range of stimulating activities. Babies confidently express themselves and show their participation through body language. Older children show confidence and growing ability to use language in social conversation with each other. Children respond well to karakia and mihimihi. Kaimahi promote these as spaces of peace, thanks and unity. Children are confident in their te reo Māori immersion environment.

Planning and Evaluation

Children’s interests are well considered and planned for. Programme plans reflect te reo Māori development as priority, and children’s development as confident learners. A range of assessment practices are used to record and share with whānau about their children’s learning experiences at kōhanga reo. A collaborative planning process includes whānau feedback. Planning programmes of learning is meaningful and tailored to children’s needs.

Whānau are committed to children receiving high quality education and care in a Māori speaking environment. The whānau mission statement and objectives reflect these expectations. Regular whānau hui are well documented and focus on continual improvement for children. The purapura and Te Kōhanga Reo National Trust (TKRNT) provide additional support for the whānau as the need arises. Defined management systems are used by whānau to guide management practices.

Key Next Steps

Internal evaluation practices across the kōhanga reo need strengthening. As part of evaluation, there are key policies and procedures that need attention, including personnel. Whānau acknowledge the need to strengthen evaluation and reporting practices to inform whānau planning and decision-making.

While there is a management annual plan in place, whānau do not use this to guide improvements for children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • whānau address all key next steps identified in this ERO report.
