1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context

Te kōhanga reo o Rūātoki is situated next to Te Wharekura o Rūātoki.  All whānau have whakapapa links to Tūhoe. The whānau have faced a few staffing challenges in recent months. The kōhanga reo have new staff and a newly appointed kaiako matua.

3 Evaluation Focus

How well do mokopuna express understanding of their tuakiritanga?

Mokopuna know who they are and who they are connected to.

4 Findings

Mokopuna are settled in an environment that encourages and promotes their Tūhoetanga. Kaimahi model, encourage and grow te reo Māori through various successful strategies. They use repetition, questioning and the introduction of new words throughout waiata and play. Pēpi show understanding through their body language and facial expressions. Relationships are positive and caring. The kaimahi know the mokopuna well. The learning programme enhances mokopuna identity. Tuākana and tēina  have opportunities to play and learn together at activities that build on whanaungatanga and kotahitanga. Tamariki under two years of age have a designated area for play but also spend considerable time with their tuākana. Activities are organised to support learning, creativity and to extend mokopuna skills. Mokopuna interact confidently and positively with others.

Planning is led by the kaiako matua and includes clear learning goals. There are expectations for kaimahi to continually build their knowledge and practice. Kaupapa connect mokopuna to the taiao, atua Māori and the seasons. Whānau are provided with opportunities to contribute to planning and learning. Kaimahi meet to discuss mokopuna progress, activities, and resourcing. There is a collective commitment to providing positive learning experiences and outcomes for mokopuna. Mokopuna show familiarity with the routines and expectations.

Whānau manage the kōhanga reo in the interests of the mokopuna. They are strongly connected to the kōhanga, whenua and Tūhoe  and have generational connection to the kōhanga reo. Administration and management systems are well organised, and information can be quickly accessed. Policies are provided by the regional kōhanga reo trust office are in the process of being reviewed and amended by whānau to ensure they are up to date, align with legislation and reflect who they are. Mokopuna safety and wellbeing is prioritised. All staff have attended a recent Child Protection wānanga and have a good understanding of their obligations and responsibilities. Strategic planning aligns to Te Ara Tūāpae. Whānau aspire for their tamariki to be confident speakers of te reo Māori and have a strong understanding of who they are and their identity as mokopuna o Tūhoe. Mokopuna thrive in an environment centred on them.

Key Next Steps

Self-review is required to monitor and improve a number of practices in the kōhanga reo as follows:

  • Strategic planning is incomplete. The next step is to develop an action plan with timelines to ensure that the whānau are working toward the achievement of goals and aspirations.  Future sustainable practice cannot be guaranteed for mokopuna.
  • Evaluation of the learning programme requires improvement.  It is time for whānau to put into place support systems to assist kaimahi to understand the purpose and process of programme evaluation. The quality of the programme impacts on mokopuna learning.
  • Mokopuna assessment practice needs to be established. Kaimahi have identified that they intend to complete records each term that will show mokopuna growth in a number of areas. Whānau should seek support to build kaimahi capability around assessment. Established assessment practices will assist in reporting on mokopuna learning progress. Mokopuna learning and progress is not reported.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for compliance

All kōhanga reo are required to address the following areas of non-compliance:

  • Ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care.

1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Ruātoki is in the settlement of Ruatoki. Local kaumatua provide genuine models of tikanga and te reo Māori.  Mokopuna graduates attend te Kura Māori o Ruatoki which is close to the kōhanga reo. The District office and Strengthening Early Learning Opportunities (SELO) provider is currently supporting the whanau.  

3 Evaluation Focus

How well do mokopuna show they enjoy learning?

Mokopuna show happiness in their learning experiences.

4 Findings

Mokopuna are provided a warm, welcoming environment. Kaimahi model aroha and manaaki with mokopuna actively supporting them to interact and relate in caring and respectful ways. Kaimahi use a range of language learning strategies that gently support mokopuna in developing and extending their te reo Māori. Mokopuna comfortably and happily interact with adults, initiating conversations and asking inquiring, spontaneous questions. Mokopuna appear confident in their interactions.

Whānau are managing many aspects of their operations. The annual plan has been recently developed to guide key administration tasks and ensure operational matters are met in a timely manner. Key health and policies and procedures are in place and aligned to current legislation. The whānau strategic plan is informed by Te Korowai and Te Whāriki. It identifies whānau goals and priorities that reflect the whānau aspirations for mokopuna learning and kōhanga reo development. An action plan supports whānau monitoring and implementation to meet the strategic goals.  Mokopuna learning and care are being increasingly supported.

Key Next Steps

Some aspects of whānau management and internal evaluation require attention:

  • programme planning, assessment and evaluation require development. Currently, planning and assessment does not contain critical elements required. Programme evaluation has yet to be developed and implemented
  • while kaimahi have contracts and job descriptions in place, appraisals have not been carried out to build kaimahi practice and provide professional development and support
  • whānau do not have an annual budget to guide financial expenditure.  Financial documentation was not available to ERO
  • earthquake emergency drills have not been carried out. Mokopuna do not know what to do in event of this emergency.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure whānau take all reasonable steps to implement a regular system of appraisal that    provide staff opportunities to engage in professional development opportunities, and resources

  • ensure annual budget includes estimated revenue and expenses for the year

  • review procedures to ensure all requirements for earthquake emergency evacuation drills are carried out and recorded

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau continue to seek support from the District Office to develop an action plan to address all concerns outlined in this report.

1 Te Horopaki

E tū ana Te Kōhanga Reo o Rūātoki ki te whāruarua o Rūātoki. 3 Te Whakataunga a te Whānau ki ngā Wāhanga Tautukunga

I te wā o te arotake, i whakamātauhia e Te Tari Arotake Mātauranga ngā pūnaha o te kōhanga reo ki te whakahaere i ngā āhuatanga i raro iho nei e whai pānga nui ana ki te waiora o ngā tamariki:

  • te haumaru whatumanawa (tāpiri atu ko te ārahi mauritau, ko te ārai tamariki)
  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)
  • te tū tika o ngā kaimahi (tae atu ki ngā taumata tohu mātauranga; te arowhai a ngā pirihimana; ngā rēhitatanga kaiako; me te tatauranga ki waenga i te kaiako me te tamaiti)

Evaluation

Te Kōhanga Reo o Rūātoki is in the Rūātoki Valley. Children receive an exciting and engaging learning programme delivered entirely in te reo Māori. The kōhanga reo is well managed in the best interests of children. Children are happy, content and well cared for.

The next ERO review of Te Kōhanga Reo o Rūātoki will be in three years.

1 Context

Te Kōhanga Reo o Rūātoki is in the settlement of Rūātoki. Effective management of the kōhanga reo ensures that children are the focus at all times. Children benefit from a highly responsive programme that caters to their needs and interests. Local kaumātua provide a rich and deep connection to the local Tuhoe dialect and culture. Strong links with Te Kura o Rūātoki ensures children have learning pathways in place where their reo, cultural capital and Tuhoe knowledge is valued and maintained.

2 The Review Findings

Children demonstrate that their wellbeing and belonging as learners is well nurtured.

Ngā Taumata Whakahirahira

Children experience a play driven learning programme. They are well supported and encouraged to select their own learning opportunities. Kaimahi ensure that the learning programme is responsive to the needs and interests of the children. The environment supports children to play and learn indoors and outdoors depending on the weather. Activities are stimulating and challenging. Children are able to try new ways of doing things, experiment and solve problems. They can work on their own or with others. Tuakana and teina work and play together. Tuakana are well prepared for the transition to the local kura. Children are developing as independent and confident learners.

Children are immersed in a te reo Māori environment. Whānau ensure that native speakers including kaumātua provide the children with high quality models and examples of te reo Māori. Kaimahi use children’s prior learning to enhance their language. The daily programme offers regular opportunity for children to lead karakia, waiata and mihimihi. Kaimahi use a range of strategies to develop and extend children’s language such as repetition, asking open ended questions and encouraging children to share their thoughts and feelings. Children interact with each other and their kaiako in te reo Māori. Children enjoy speaking and being spoken to in te reo Māori.

Whanaungatanga is a key feature of the kōhanga reo. Relationships amongst the kōhanga whānau are friendly and positive. Learning programmes affirm children’s identity as Tuhoe. Interactions between the kaiako and children are caring and loving. Kaiako are calm and deal with inappropriate behaviour in supportive ways ensuring the children’s mana is kept intact at all times. Respect for oneself and for others is role modelled by both kaimahi and whānau. Children know who they are and where they are from.

Planning and Evaluation

Planning for children’s learning is well organised and effective. Plans are comprehensive and give kaimahi clear guidance and direction. Whānau participate in an open and collaborative planning process. Children’s learning progress is identified. Profiles of children’s work are developing. Whānau hold regular meetings that are well attended. Clear, concise reporting ensures that key aspects of the kōhanga reo operations are reported. Financial management and reporting is effective. A transition plan is in place for tuakana leaving the kōhanga reo to go to the local kura. This ensures a seamless continuation of te reo Māori. Children are at the heart of decision making processes at the kōhanga reo.

Key Next Steps

The strategic plan is incomplete. Whilst the whānau have a clear sense of direction and purpose they do not have a long term strategic plan and an annual action plan to assist them to identify annual priorities and monitor progress.

Appraisals including both self-appraisal and external appraisal have been completed for all staff. However current job descriptions and core tasks do not link to appraisal competencies. Job descriptions and contracts do not align with appraisal competencies to provide kaimahi with clarity and direction regarding professional development opportunities.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Ensure that regular sleep checks are undertaken in accordance with policy

Conclusion

Te Kōhanga Reo o Rūātoki is in the Rūātoki Valley. Children receive an exciting and engaging learning programme delivered entirely in te reo Māori. The kōhanga reo is well managed in the best interests of children. Children are happy, content and well cared for.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Rūātoki will be in three years.
