Te Kōhanga Reo o Terere is in Ōpōtiki and situated within Te Marae o Terere. Whānau maintain strong connections to Ngāti Ngahere and Te Whakatōhea. They aspire for mokopuna to grow confidently in te reo Māori, tikanga Māori and te ao Māori. The kōhanga reo building renovations is set to begin in the coming months.

The ERO Mana Whakahaere review in February 2024 found whānau had established efficient processes and systems to support mokopuna learning and wellbeing. Mokopuna overall development and care informed whānau collective decision making.

3 Evaluation Focus

How well do mokopuna express their understanding as uri o Te Whakatōhea?

Mokopuna enthusiastically engage in learning experiences that highlight their understanding and connections to their cultural heritage as descendants of Te Whakatōhea.

4 Mana Mokopuna

Mokopuna are immersed in a rich authentic te ao Māori environment. The tikanga of aroha, manaakitanga and kaitiakitanga underpin all interactions in the kōhanga reo. Kaimahi provide a range of purposeful experiences for mokopuna to explore their identity. Mokopuna participate with ease as tangata whenua during pōhiri. They observe tikanga and hear te mita o Te Whakatōhea spoken in formal situations, while actively participating in mōteatea, harirū and hongi. Mokopuna confidently engage in significant activities, such as Karakia o Te Hāhi Ringatū. Kaimahi are deliberate in their use of kīpeha, whakatītina and instruction to enhance mokopuna language development. Local waiata, tauparapara, haka, mōteatea and rotarota are integrated into learning programme to extend mokopuna knowledge of their whakapapa connections. Kaumātua, whānau, kaimahi and mokopuna embrace positive interactions as tuākana tēina embodying the core values of whanaungatanga. Mokopuna actively participate in peer knowledge and sharing, fostering fulfilling relationships with others. Kaimahi utilise positive praise methods to foster confidence, trust and a nurturing environment.  Mokopuna show confidence in their environment.

The learning space stretches beyond the kōhanga reo to the marae and surrounding areas. The daily routine consists of regular opportunities for mokopuna to visit their marae. Through this, mokopuna learn about ancestral traditions and histories of their tīpuna and demonstrate meaningful connections with their tūrangawaewae. Mokopuna transition from learning spaces with ease. They have access to a wide range of resources to stimulate their interests. Mokopuna display confidence within their te ao Māori settings. 

Personnel matters are well managed with employment documentation comprising of individual employment agreements, position descriptions and verified kaimahi safety checks. Appraisal information focuses on performance, growth and improved practice. The complaints policy is detailed and provides good guidance for whānau and kaimahi. Emergency drills are regularly carried out and registers are complete to ensure mokopuna health, safety and wellbeing is prioritised. An annual plan is well set out and identifies key operational tasks and when these are to be completed. Mokopuna benefit from effective whānau whakahaere practices.

Key Next Steps

Whānau shared they are in the process of renovating their current building. They highlight that this initiative aims to create an environment that assists all mokopuna to thrive as they engage in learning. ERO supports the whānau in this venture as this should further enhance positive outcomes for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO recommends continuing to use internal review to monitor and report on the overall performance of the kōhanga reo, its strategic success and planned priorities for development.

Te Kōhanga Reo o Terere is located just south of Opotiki. It is situated within Te Marae o Terere. The kōhanga reo whānau maintains a strong connection to Ngāti Ngāhere and Te Whakatōhea. How well do whānau systems and processes promote mokopuna engagement in their learning?

Whānau systems and processes contribute to fostering positive learning and outcomes for mokopuna.

4 Findings - Mana Whakahaere

Mokopuna learning is enhanced through efficient whānau whakahaere practices. Whānau hui are held regularly with good participation. Hui minutes are detailed and provide valuable information. There is clear reporting across operational matters. Financial management practices are clear and transparent. Core health and safety policies and procedures are current and align to legislation. These are consistently shared on the kōhanga reo private Facebook page for whānau to provide input and feedback. Health and safety registers are documented, and matters are reported to ensure mokopuna wellness is a priority. The whānau strategic plan is informed by Te Ara Tuāpae. Priorities include fostering te reo Māori, whanaungatanga and whakapapa connections. Continual improvement and growth are a shared focus for whānau. Kaimahi regularly share updates of what mokopuna are doing and learning with whānau. Whānau collectively make decisions that promote mokopuna learning, wellbeing and their overall best interests. 

Mokopuna learning is catered for, monitored and documented. Planning is detailed and guides the implementation of kaupapa mahi. The mahere ako includes historical aspects of the local area and makes clear links to Te Whāriki ā Te Kōhanga Reo. Kaupapa whānui and kaupapa whāiti cater to the different age groups. Learning activities are selected to stimulate, challenge, and extend mokopuna learning. Kaimahi use a variety of useful assessment methods. These include kōnae mokopuna, aromatawai o te tamaiti and mātai mokopuna. Mokopuna learning and progress is clearly identified and well documented. Kaimahi regularly discuss the quality of the learning programme. This is a consistent practice that informs changes and responds to mokopuna needs. Mokopuna benefit from the implementation of collaborative kaimahi practices. 

Key Next Steps

At the time of the mana whakahaere review, the following documents were not available to ERO. The onsite visit will include a review of:

  • Annual Plan.
  • Documentation on Emergency drills.
  • Complaints policy and procedures .
  • Personnel documentation.

Whānau and kaimahi acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that it is essential the whānau engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends that whānau and kaimahi continue to increase understanding of the Children’s Act 2014 and make all relevant personnel documentation available during the onsite visit.

1 Context

Te Kōhanga Reo o Terere is based on Terere Marae near Ōpōtiki. The kōhanga whānau maintains a strong connection to Ngāti Ngāhere and Te Whakatōhea. The whānau are integral to implementing the aspirations of the whānau, hapū and iwi. Upholding and preserving identity and belonging are paramount. The whānau are committed to excellence and success for their children.

2 The Evaluation Findings

How effectively do children show whanaungatanga?

Children are confident in a wide range of contexts, as they connect throughout the learning environment and with others. They know who they are and celebrate their connections with confidence.

Ngā Taumata Whakahirahira

Children are immersed in a Ngāti Ngāhere language environment. Whānau are confident and skilled role models of the local dialect. Kuia and kaumātua expertise guides the whānau to ensure the specifics of language and tikanga of Te Whakatōhea are upheld. Kaimahi use an extensive range of strategies to effectively boost children’s language development. These include karakia, open ended questions, prompting, waiata and repetition. Older children confidently communicate in te reo Māori, take risks and share their thoughts with each other and adults. They debate, discuss and question with ease. Younger children use body language and facial expressions to show their understanding. Children are developing as effective communicators in te reo Māori.

Children have strong relationships with people and significant places of Ngāti Ngāhere. Whakapapa ties reinforce connection and relationships between people, whenua and wairua. Children experience whanaungatanga in natural and authentic contexts. All relationships are meaningful, respectful and nurturing. Kaimahi interactions with children are based on tiaki and aroha. Positive guidance strategies are used to maintain expectations for behaviour. Children show care and concern for others. Older children show genuine affection towards younger children. They are confident and competent as tuakana. Children flourish in their relationships.

Children are nurtured in a programme where their identity and links to Te Whakatōhea are valued. The curriculum is focused on children learning about themselves. It is specifically designed to feature Te Whakatōheatanga and connections to Ngāti Ngāhere. Kaimahi provide a vast range of purposeful experiences for children to explore their identity as Te Whakatōhea. This includes karakia Ringatū, pōhiri, tangihanga, tikanga and kawa, hui and visiting places of importance. Pepeha, local stories and waiata are utilised to reinforce their identity and mana whenua. Children know and feel connected to their tūrangawaewae.

Children are encouraged to explore and investigate as they learn. Their learning environment stretches beyond the marae and surrounding areas. Whānau consciously provide opportunities for children’s thinking, language and experiences to be extended. Children transition from spaces and places with confidence. Performance is another avenue to extend children’s confidence. Whānau encourage children to sing, dance and perform throughout the day. They have established an event, Te Reretini, to give purpose and meaning to developing performance skills. Children are enthusiastic and inquisitive learners.

Planning and Evaluation

Effective planning is purposeful and shows links to hapū and whānau aspirations. Kaimahi have embedded processes in place for programme planning and assessment. They use profiles to capture information about children’s learning. These identify children’s progress over time. Kaimahi have reflective conversations regularly to ensure that the programme is responsive to children. This information is used to inform decision making and improvements to the learning programme. Children thrive in an environment that is designed to meet their needs and reinforce identity.

Self review across all operations is robust, informative and well recorded. Strategic priorities have been identified and these include strategies to realise their aspirations. Whānau collectively plan and ensure legislative requirements are attended to in a timely manner. Health and safety matters are prioritised to ensure children are never at risk. The whānau has a comprehensive understanding of their roles and responsibilities. Children display confidence within this environment.

Kaimahi are supported to access professional support as identified through the annual appraisal process. There is a commitment to providing quality kaimahi to ensure positive outcomes for children. The whānau provide support to the purapura to build capacity within Te Whakatohea. Succession planning occurs naturally as whānau are encouraged to grow their skills. Children’s development and wellbeing is the priority.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO recommends the whānau and kaimahi of the kōhanga reo:

  • continue to maintain high quality provision for children in their kōhanga reo and Te Whakatohea.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Terere will be in four years.
