1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Tūmanako is in Kawerau. Kaumatua with over 30 years of experience in kōhanga reo provide support to maintain te reo Māori and tikanga Māori for the whānau.

3 Evaluation Focus

How well do mokopuna express themselves in te reo Māori?

Mokopuna are gaining confidence in their use of te reo Māori.

4 Findings 

Whānau aspirations of mokopuna becoming confident speakers of te reo Māori is a key priority for the kōhanga reo. Kaiako create a positive language environment where te reo o Tūhoe is spoken throughout the day. A kuia, who has a long history with the kōhanga reo, models quality te reo Māori through strategies such as phrasing, conversations, and questions. Kaimahi are all very competent speakers of the Māori language. They draw on a range of strategies such as prompts, instructions, requests, and inquiries to grow mokopuna understanding of te reo. Mokopuna are developing as confident speakers of te reo Māori

The formal part of the programme provides mokopuna experiences to hear and practice language structures through karakia, pao, mihimihi and identifying significant landmarks in the area. Mokopuna happily communicate their thoughts both verbally, and through facial expressions. They participate in conversations and are able to answer simple questions in te reo Māori. Kaimahi consistently praise mokopuna for sharing their responses. Mokopuna benefit from a range of opportunities that enrich their learning of te reo o Tūhoe

Sound planning and assessment processes are in place. Planning is detailed and provides clear guidelines for the implementation of the learning programme. It is aligned to Te Whāriki a te kōhanga reo and includes kaupapa whānui and kaupapa whāiti. Mokopuna assessment portfolios provides helpful information about mokopuna learning and progress. Mātai Mokopuna provide an overview of where mokopuna are against a set of criteria. Whānau are well informed of their mokopuna learning and progress. 

Whānau whakahaere processes are developing. Whānau meet regularly to discuss operations. The annual plan tracks key operational areas including training, hui, finances, and appraisal. Health and safety policies and procedures are in a current cycle of review. Personnel records and files are suitably managed. Job descriptions and individual contracts are in place. These clearly identify roles, responsibilities, and expectations. Mokopuna are at the centre of all decisions made by whānau.

Key Next Steps

Programme evaluation requires strengthening. While kaimahi meet regularly and discuss a range of issues, there is very little reflection on how effective the overall learning programme is in meeting mokopuna learning needs. Any improvements to the programme are not recorded at these hui. Mokopuna benefit form robust internal evaluation that informs ongoing improvements to the programme.

Sleeping practices for mokopuna requires immediate attention. During their visit ERO observed mokopuna sleeping in highchairs. This practice must immediately cease, and the correct sleeping facilities utilised. It is important that whānau continue to ensure the wellbeing of the pēpi is paramount.

Kaimahi appraisals are incomplete. Currently, only one staff member has participated in the appraisal process. It is vital that whānau complete all appraisals to support the development of kaimahi and to ensure that appropriate professional development is accessed to enhance the quality of teaching practice. 

Kaimahi wellbeing is of concern. Kaimahi do not take sufficient breaks over the period of the workday. This situation has occurred to ensure there is always maximum supervision of mokopuna throughout the day. However, there are sufficient kaimahi to ensure breaks away from mokopuna while maintaining supervision ratios. It is critical that whānau find an immediate solution for kaimahi to ensure that both breaks and mokopuna supervision are not compromised.   

The strategic plan is incomplete. Whānau have clear goals and aspirations for the future development of their kōhanga reo however there is no action plan to ensure these are realised. It is important that whānau complete the action plan to begin future planning.

Kaimahi are unclear about the importance of the Children’s Act 2014. While the tiaki mokopuna protection policy is in place, kaimahi are still not clear about the practice that sits behind the policy. Whānau agree that it is time to seek more training to ensure that kaimahi are clear about reporting processes as outlined in the Act.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance 

To meet compliance requirements, whānau must: 

  • ensure furniture or items intended for children to sleep on (such as cots, beds, stretchers, or mattresses) are arranged, spaced when in use so that children able to sit or stand can do so safely as they wake

  • ensure a process for the prevention of child abuse is implemented, and a procedure for responding to suspected child abuse is followed when required.

6 Recommendation

ERO recommends that whānau and kaimahi work closely with Te Tari-ā-Rohe to address the key next steps and non-compliance issues identified in this report.

1 Context

Te Kōhanga Reo o Tūmanako is in Kawerau. Since the previous ERO review, the whānau of the kōhanga reo have sustained good quality learning experiences for children and strong relationships. A kaumatua provides valued support in maintaining te reo Māori and tikanga for the whānau.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children confidently demonstrate whanaungatanga through their relationships and interactions with others.

Ngā Taumata Whakahirahira

Children learn in a stimulating te reo Māori environment. Kaimahi are strong te reo Māori language models for children. They use a range of strategies to support children as they learn structure, purpose and language patterns. These strategies include karakia, pepehā and mōteatea. The daily learning programme includes a variety of activities to extend children’s language development. Older children follow instructions and respond appropriately in te reo Māori. Babies use facial expressions and body language to show understanding. Children communicate in te reo Māori.

Children experience meaningful interactions. Kaimahi model positive relationships. They promote aroha, manaaki, and rangimārie in the environment. Children demonstrate care and respect to those around them. Leadership opportunities encourage children to participate in formal practices. Children ring the bell and they lead karakia and mōteatea. Kaimahi consistently praise children’s efforts and successes. Children are loved.

Children learn about their identity in a nurturing environment. Kaimahi provide opportunities for children to repeat, recite and share whakapapa. Children are developing an understanding of who they are and how they connect to others. Kaimahi support children to participate and observe kaumātua during pōhiri. They learn tikanga, kawa and their role as tangata whenua. Children demonstrate a strong sense of belonging.

Children are encouraged to explore their learning environments. The physical learning space is colourful and well resourced. Children can work together, in small groups or independently. Children’s creations are displayed in their whare. Children learn about the domains of atua Māori and the impact they have on nature. Learning extends beyond the kōhanga reo. Kaimahi and whānau arrange visits to places of significance to foster connections to the natural environment. Children are confident and curious learners.

Planning and Evaluation

Children’s development and care is a priority. Programme planning is developed collaboratively. Activities are developed to provide children with a range of learning experiences. Kaimahi assessment information shows children’s learning and progress. They regularly reflect on the learning programme and actively seek ways to improve on learning opportunities. Children benefit from focused approaches to planning and delivery.

Whānau manage the kōhanga reo well. The charter provides clear guidelines for their roles and responsibilities. They have developed processes for monitoring and reporting on key aspects of operations. Personnel management systems are in place. Appraisals lead to the provision of professional learning and development for kaimahi. Health and safety policies align to current legislation. Children are at the centre of whānau management.

Key Next Steps

While whānau are clear about their strategic direction, there is no action plan to ensure the goals and objectives are achieved. The whānau have not identified who will be responsible for key strategic tasks, what the timeframes are, and what resources are needed to meet their strategic goals. Efficient long term management of the kōhanga reo contributes to positive outcomes for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • establish an action plan to achieve goals and aspirations outlined in the strategic plan.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tūmanako will be in three years.

Te Kōhanga Reo o Tūmanako is in Kawerau. The kōhanga reo caters for ngā hau e whā and acknowledges the mana whenua. Since the kōhanga reo was established, te reo o Tūhoe has been the language of the kōhanga reo. The aim of the learning programme is to maintain Māori traditions and language for children and whānau.

2 The Review Findings

To what extent do children show their confidence to communicate in te reo Māori?

Children show they are using te reo Māori with more accuracy and confidence.

Ngā Taumata Whakahirahira

Children interact positively with others. Values of manaaki and aroha are an integral part of the learning programme. Kaimahi respond positively to the needs and care of each child. Children are encouraged to be respectful of their peers and adults. There are opportunities for children to work co-operatively as tuakana and teina, and interact with adults. Kaimahi integrate ngā atua Māori into the learning programme to develop children’s understanding about their place and relationships in the natural world. Kaimahi are affirming of what children know and understand. Children respect others and the natural world.

Children are using te reo Māori more confidently. Kaimahi allow children to explore language in a supportive environment. They deliberately work with individuals to engage them in conversations about their activity, and ask questions to develop their learning and extend their te reo Māori. Kaimahi model language learning in a calm, sincere and respectful manner for children to support their development. Activities for whānau enable them to hear children sharing their learning in te reo Māori. Babies are encouraged to participate in conversations with kaimahi using one word answers and body language to express their understanding. Children enjoy learning te reo Māori.

Children are developing a sense of belonging. Kaimahi provide children with opportunities to learn about their identity and belonging. They support children to learn about their waka, awa, maunga and marae. Children are encouraged to lead karakia, mōteatea and waiata. Kaimahi provide experiences to foster children’s understanding about their role as tangata whenua. Children apply their learning of tikanga and kawa when they participate in whakatau. Kaimahi reinforce expectations about positive behaviour for children and encourage quiet movements in the kōhanga reo. Children learn in a nurturing environment.

Planning and Evaluation

Children’s learning guides whānau management practices. Whānau leadership contributes to collective decision making. They focus on providing children with an education based on the kaupapa of kōhanga reo and safety. Whānau hui are well attended. Internal review enable whānau to update policies and procedures related to health and safety and personnel management. Practices and documentation for police vetting, job descriptions and appraisal are signed and in place. The whānau has a strategic plan identifying long term priorities and indicating that they are planning for the future of the kōhanga reo. Children benefit from practices that are based on improvements in operations and practice.

Planning and assessment processes are in place. Kaimahi planning practices include a year overview and the term focus. They identify resources to support the delivery of learning programmes. Assessment is an integral part of kaimahi practices. They gather information using observations and anecdotal notes about children. The emphasis of assessment is about what children know and what they are learning. Assessment and planning enable kaimahi to keep whānau informed of their children’s learning and progress. Children’s learning is important.

Key Next Steps

Whānau do not have an annual plan to support ongoing reporting and goals. The whānau are encouraged to develop an annual plan to monitor progress towards achieving their priorities.
