1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Mawake is in Tūrangi. Whānau are active members of their purapura and the kōhanga reo have an established relationship with the kura. Many of the mokopuna at Te Kōhanga Reo o Mawake continue their education in te reo Māori education.
3 Evaluation Focus
How well do mokopuna show confidence and leadership in their learning?
Mokopuna confidently engage in learning, make independent choices, and take on leadership roles throughout their learning journey.
4 Findings
Mokopuna are respected, understood and cared for in an environment that is guided by tikanga and aligned to kaupapa. Kaimahi establish and role model tikanga within kōhanga reo including guiding mokopuna through whakatau manuhiri. Mokopuna participate in welcoming manuhiri and demonstrate their understanding of tikanga and kawa. Daily routines include karakia and waiata, with some from Ngāti Tūwharetoa. These are seamlessly woven into the learning programme. Kaimahi plan for and use waiata as a teaching tool to consolidate mokopuna learning. The programme enhances mokopuna connection to te ao Māori. Mokopuna are encouraged to make choices about their play and learning. The learning environment is set up with various activities and mokopuna are free to choose where they want to spend their time. Kaimahi foster mokopuna independence and decision-making. Mokopuna interact positively with one another, their kaimahi and manuhiri. They demonstrate a strong sense of wellbeing and belonging within their kōhanga reo and confidently initiate relationships. Leadership opportunities are fostered and tēina observe their tuākana leading during the morning whāriki. Mokopuna are settled and secure in their kōhanga reo.
Internal evaluation is an integral part of kaiako practice, ensuring continuous improvement in the learning programme. Planning is thorough and well-structured, providing clear direction for both the learning programme and mokopuna development. High-quality, well-presented kōnae are used for assessment, linking directly to planning, age-appropriate learning goals, and developmental milestones. These kōnae are easily accessible to whānau, ensuring they remain informed and engaged in their children's learning journey. During kaimahi hui, kaiako collaboratively assess progress, identify barriers, and determine next steps to enhance their teaching approaches. Their focus remains on strengthening the programme to better support mokopuna learning. Mokopuna learning opportunities are well planned, assessed and evaluated.
Whānau whakahaere systems and processes are established. Strategic planning assures whānau aspirations for mokopuna are identified and an annual plan ensures managerial and operational tasks are met. Regular reporting across kōhanga reo operations is tabled at hui whānau, and provides transparency and informed, collective decision-making. Support for kaimahi has been planned for to strengthen kaimahi professional development. Meeting all legislative and statutory requirements, these governance measures provide a stable, nurturing environment where mokopuna thrive.

Whānau acknowledge that their next step is to develop and implement a plan to further support te reo o te kāinga. ERO agree with this key next step.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO recommend that the whānau with the support of Te Tari-a-Rohe, seek strategies to strengthen te reo Māori in the home.

2 Context
Te Kōhanga Reo o Māwake is located in Turangi. Whānau have worked together to strengthen aspects of operations since ERO’s Mana Whakahaere evaluation. A strategic plan is now in place, property improvements have been made and a new kaiako has started. The whānau have begun a review of health and safety policies, procedures and practices. Kaimahi work closely with the local purapura and the district office.
3 Evaluation Focus
How well do mokopuna express their understanding of whanaungatanga?
Mokopuna express their understanding of whanaungatanga well through positive interactions with others.
4 Findings - Mana Mokopuna
Mokopuna appear happy in a whānau environment that fosters positive interactions with others. Tikanga Māori guides daily practices for mokopuna and whānau. Mokopuna are curious and attentive to kōrero from kaimahi. Kaimahi are gentle and demonstrate respectful relationships based on aroha, tiaki and manaaki. Routines are in place and familiar to mokopuna. Mokopuna continuously hear te reo Māori around them and learn specific language phrases. Mokopuna enjoy singing, dancing and exercising together. Tuakana and teina enjoy opportunities to take a leadership role. Kaimahi strengthen mokopuna relationships with others through modelling and praising mokopuna for their efforts. Mokopuna are settled and enjoy the company of their peers and whānau.
Key Next Steps
Whanaungatanga is evident in the support provided by whānau to the newly appointed kaiako and kaimahi. Programme planning requires improvement. Kaiako and kaimahi acknowledge they need support to build their knowledge of effective planning, assessment and evaluation practices to further improve outcomes for mokopuna.
Internal evaluation is emerging. While whānau have good leadership across key roles and are developing their responsibilities, consolidating internal evaluation will strengthen their operations. It is important that whānau continue to develop their review practices and refine their processes. This can lead to increased outcomes for mokopuna.

During the evaluation, ERO looked at systems for managing the following areas:

1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Mawake is located in Turangi. It opened in November 1991 when community enrolment demand exceeded roll capacity in the other three local kōhanga reo. Whānau have an established relationship with the local kura. They have acknowledged that they are re-building their operational processes.
3 Evaluation Focus
How well do mokopuna express their understanding of whanaungatanga?
Mokopuna understanding of whanaungatanga is supported by kaimahi and whānau.
4 Findings - Mana Whakahaere
Whānaungatanga is evident in the whānau and they have a united approach to whānau whakahaere. Hui whānau are well attended with decision making processes in place. A committee presents useful information for whānau who make all operational decisions. The Covid-19 pandemic has hastened a review of whānau roles and responsibilities. Some personnel and operational matters need development. The tūtohinga is currently under review and a priority is to update health and safety policies. An annual plan guides operational matters and details important whānau events. Whānau have a good working relationship with Te Kōhanga Reo National Trust audited accounts indicate sound financial practices and information is regularly reported through hui. Mokopuna learning is enhanced through shared decision making.
Key Next Steps
While the whānau do not have a strategic plan, they believe that good progress has been made. It is time to formalise their long term priorities through a formalised plan. This should support them to work towards and achieve the goals and aspirations held for mokopuna.
A robust appraisal process is not in place. It is time for whānau to implement kaimahi appraisal to enable kaimahi to further develop their knowledge and skills and to identify professional development relevant to the needs of mokopuna. Professional learning opportunities are being provided by Te Kōhanga Reo National Trust. Mokopuna should benefit from increasing kaimahi knowledge and skills that raise the quality of teaching and learning.
The learning programme requires strengthening. Planning is a collaborative kaimahi activity that includes whānau aspirations. Mokopuna learning is shared informally with whānau. Kaimahi acknowledge the need to develop their understanding of effective assessment practice. No assessment information was provided during this phase of the evaluation. Although kaimahi talk about the programme at their meetings, their discussions are not recorded. Programme evaluation is not evident. Kaimahi acknowledge the need to strengthen assessment, planning and evaluation practices to improve outcomes for mokopuna.
5 Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:
- ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts [Regulation 43 Education (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]
- ensure suitable human resource management practices, including appraisal for staff and the provision of professional development.

6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:
- that whānau develop an action plan alongside Te Kōhanga Reo National Trust to formalise a strategic plan, strengthen the programme planning, assessment and evaluation, and implement kaimahi appraisal.
