2 Context

Te Kōhanga Reo o Te Kaha Nui ā Tiki is in Te Kaha and situated alongside Te Kura o Te Whānau ā Apanui.  The current licence caters for 30 mokopuna including eight under the age of two years. The development of te reo Māori for all whānau members is a priority. 

The ERO February 2024 evaluation of Mana Whakahaere practices found the values of whanaungatanga supported and underpinned whānau management and operations of the kōhanga. Established whānau whakahaere processes contributed to the overall learning and care of mokopuna.

How well do mokopuna show their understanding of te tāmokotanga o ngā tīpuna?

Mokopuna enjoy learning that is based on the history and traditions of their iwi

4 Findings – Mana Mokopuna

Mokopuna thrive in an environment that embraces the values of tikanga Māori. Under the guidance of kaimahi, mokopuna actively lead and participate in Te Hāhi Ringatū karakia, mihimihi, pānui, and waiata koroua. Mokopuna hear te reo Māori utilised across various contexts including traditional, contemporary, formal and informal settings. Kaimahi use a range of strategies including prompts, questions, instructions, and repetition to enrich mokopuna language development. Kaimahi skilfully integrate local waiata and kōrero tawhito for mokopuna to learn about significant iwi landmarks and stories of tīpuna who have shaped their tribal histories. Tuākana confidently recite their pepehā with minimal assistance. Pēpi express their understanding through hand actions, eye movements and body language. Mokopuna enjoy and participate in all learning opportunities that focus on their whakapapa. 

Mokopuna are stimulated to explore and make sense of their settings. The internal and external environments are strongly reflective of Atua Māori. Kaimahi often link mokopuna learning experiences to the relevance of each atua and how they are all connected to the natural world. Pēpi have their own learning space that is equally vibrant and colourful. Whanaungatanga, manaakitanga and aroha form the foundations of all interactions in the learning programme. Mokopuna engage in learning that nurtures their mana, wairua and mauri.

Key Next Steps

Whānau are aware that their knowledge of the Children’s Act 2014 is limited. ERO agree that it is essential for whānau to engage in further wānanga and training to strengthen understanding of their obligations to ensure the health and safety of mokopuna. Currently, mokopuna safety could be compromised. 

Assessment practices remains an area for further strengthening. While kaimahi currently record information regarding mokopuna learning, they have not yet explored methods for utilising the detail to enhance the learning programme and inform their reporting to whānau. Placing and emphasis on improvement will empower kaimahi to effectively document mokopuna learning and track progress over time. Mokopuna would benefit from enhanced assessment practices. 

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • whānau continue to engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Children’s Act 2014
  • whānau seek support to build kaimahi knowledge around mokopuna assessment practice.

Te Kōhanga Reo o Te Kaha Nui ā Tiki is in Te Kaha. The kōhanga reo caters for up to 30 mokopuna including eight under two years of age. The whānau are committed to supporting all members in their te reo Māori language growth and development. He toka piringa, he rākau whakamarumaru.

Whānau have established systems and processes to nurture sustainable support and learning for mokopuna

4 Findings - Mana Whakahaere

Whānau have systems and processes to manage the kōhanga reo operations. The Tūtohinga offers direction and sets out a planned approach to managing the business of the kōhanga reo which is underpinned by the principles of Te Korowai and Ngā Pou Matua o Te Kōhanga Reo. It incorporates the rich history of the kōhanga reo, whakapapa connections and the aspirations of whanau. Well attended monthly hui facilitate good information sharing. Core health and safety policies and procedures provide clear guidance for kaimahi and whānau. Kaimahi conduct regular emergency evacuations. Registers are kept to ensure mokopuna health, safety and welling is prioritised. The whānau strategic plan is informed by Te Ara Tuapae and encompasses the vision and goals whānau hold for mokopuna. The annual plan identifies overall operational and administration tasks and when these are to be completed. Whānau collectively make decisions that promotes mokopuna learning, wellbeing and overall best interests. 

Kaimahi have established processes for both planning and programme evaluation. Kaimahi work collaboratively to plan mokopuna learning and regularly evaluate the quality of the learning programme. The mahere ako identifies programme content, strategies for implementation and for resourcing the learning environment. Kaimahi regularly discuss and document programme evaluation, this practise informs changes to the learning programme. Mokopuna benefit from the implementation of collective kaimahi practices.

Key Next Steps

Whānau and kaimahi acknowledge their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that it is essential the whānau engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.

Matters related to personnel documentation and assessment are yet to be sighted. Whānau and ERO have agreed that documentation will be available for the onsite visit.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)
  • te tū tika o ngā kaimahi (tae atu ki ngā taumata tohu mātauranga; te arowhai a ngā pirihimana; ngā rēhitatanga kaiako; me te tatauranga ki waenga i te kaiako me te tamaiti)

1 Context

Te Kōhanga Reo o Te Kaha Nui a Tiki is in Te Kaha. The kōhanga reo is supported by the local purapura in Te Whānau-ā-Apanui. Children learn about their tribal connections and key values in meaningful, relevant and enjoyable ways. The kaiako has been recently appointed. He is well supported by members in the community.

2 The Evaluation Findings

How well do children show their understanding of Apanuitanga?

Children show their understanding of Apanuitanga through their connections to their maunga, moana, awa, whakapapa, tūrangawaewae, whānau, kaumātua, marae, and hapū.

Mana Whenua

Children are supported to learn te reo Māori. The dialect of Apanui is a significant. Kaimahi use mihimihi, karakia, waiata and waiata ā-ringa of Te Whānau-ā-Apanui to support children’s language development. Questions, prompts and hand signs are used to encourage children to talk where they are from and what they are doing in both formal contexts and in play. Whānau respond on behalf of the pēpi during mihimihi. Children are developing as speakers of te reo Māori.

Children learn in an environment where being from Apanui is a priority. Whānau provide opportunities for children to regularly visit a number of local marae on the coast. Children have opportunities to explore their environment as tangata whenua and participate in a range of opportunities. They enjoy the meaningful interactions amongst themselves and between others and the natural environment such as the moana. Children learn about haka, pātere, and waiata from their iwi to further their understanding of Apanuitanga. Children are developing an understanding of their identity.

Planning and Evaluation

Whānau planning is purposeful. Kaimahi use Te Whāriki to guide their learning programme. Their planning is carried out term by term and broken down into weekly activities. Kaupapa ako includes learning about the whenua, maunga, awa, moana, marae, tūrangawaewae and whakapapa. Iwi and hapū knowledge is embedded in the learning programme. Children experience learning that is meaningful to who they are as Apanui.

The whanau manage the kōhanga reo in the interests of children. The charter provides clear direction for whanau to manage the kōhanga reo. The whānau has reviewed their policies and procedures. Health and safety policies and procedures are current and in place. Compliance registers ensure that whānau can monitor and fulfil their health and safety responsibilities. The health and safety of children is paramount. The whānau fulfils their employer obligations. Job descriptions, employment contracts and police vetting processes are in place. Children benefit when the operations of the kōhanga reo is managed in their best interest

The whānau has completed strategic planning in line with Te Ara Tūāpae which includes the current and future goals of the whānau. Annual planning provides detail to guide kōhanga reo operations. Internal evaluation is adequate. There is regular reporting to whānau hui on all aspects of kōhanga reo operations. Changes are made in response to needs and opportunities that may arise. The whānau are aware of the need to ensure the management of the kōhanga reo remains sustainable.

Key Next Steps

The whānau use profiles and reports as a method of assessing children’s learning. While these provide a useful record of children’s experiences and learning, it is important for whānau and kaimahi to consider how to show the progress in children’s learning and development over time. This could include strengthening commentary and analysis of children’s experiences to show what learning has occurred and where to next.

Ongoing programme evaluation is not formalised. Regular informal discussions are held on what went well and what could be better. Kaimahi are yet to record these. They acknowledge that regular meetings and recording of discussions will provide the basis of a written report for each whanau hui.

The kaimahi appraisal process requires reviewing. The current appraisal process does not align to the job descriptions. It is important that they seek advice and support from the District Office. Once completed, whānau will be clear about what professional development is required to upskill kaimahi in their work with children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • establish a process for evaluating the effectiveness of the learning programme
    [R43 Education (ECS) Regulations 2008; C1-4 and C7-10 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]
  • ensure all reasonable steps are taken to provide staff employed or engaged in the service with adequate and relevant appraisal systems, professional support, professional development opportunities, and resources.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Kaimahi develop a process for programme evaluation to improve the quality of programme delivery
  • The whānau seek support for kaimahi to enhance assessment practices for children, and review the current appraisal process.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kaha Nui ā Tiki will be in three years.
