1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Te Kiriwera Hana is situated alongside Te Marae o Te Māpou in Te Teko. The kōhanga reo operates out of two purpose-built whare. Tuākana and teina each have their own whare. The learning environments are spacious and well resourced.
The ERO September 2023 evaluation of Mana Whakahaere practices found most aspects of operations were being managed and kaimahi were supported to carry out their roles. Mokopuna learning and wellbeing was the focus of decision making.
3 Evaluation Focus
How well do mokopuna express their understanding of whanaungatanga?
Mokopuna express their understanding of whanaungatanga through their positive interactions and relationships with others.
4 Mana Mokopuna
Mokopuna learn in an environment where relationships are meaningful. Values of aroha, tiaki and manaaki underpin all interactions between adults and mokopuna. Kuia and kaimahi provide mokopuna with opportunities to lead aspects of the learning programme. Tuākana make a deliberate effort to support their teina during mihimihi. Kaimahi use appropriate strategies to support mokopuna language development. These include prompts, repetition and instruction and modelling correct language structure. Older mokopuna are confident to use what they know. Mokopuna are supported to learn about their whakapapa connections through pepehā and waiata koroua. Pepi are well supported by dedicated kaimahi. They show their understanding and engagement through facial expressions and body gestures. Constant praise and encouragement are used by kaimahi to promote mokopuna confidence. Mokopuna engage in learning activities that a both fun and enjoyable. Mokopuna are happy, settled and engage positively with others.
Processes are in place for programme evaluation. Kaimahi discuss the quality of the learning programme, outcomes for mokopuna, and improvements to be made to the learning programme. Documented discussions reflect on what worked well, and areas to improve the learning programme. Mokopuna learning is enhanced through focused approaches.
Key Next Steps
Matters identified in the previous ERO Mana Whakahaere report relating to personnel documentation and a strategic action plan were verified during the onsite visit.
ERO continues to recommend whānau undertake a review of all health and safety policies and procedures. Mokopuna health and wellbeing is paramount.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection.
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures.
- suitable staffing including appropriate qualifications, police vetting, ratios.
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO recommends that whānau continue to review health and safety policies and procedures.

1 Context
Te Kōhanga Reo o Te Kiriwera Hana is based at Te Māpou marae in Te Teko. The kōhanga reo operates out of two purpose-built whare. Children and whānau acknowledge the mana whenua of Te Māpou marae, Ngāti Hāmua as the hapū and Ngāti Awa as the iwi. The Hāhi Ringatū is integral to learning and whānau whakahaere.
2 The Evaluation Findings
How well do children show whanaungatanga?
Children are confident and connected in their whānau learning environment.
Ngā Taumata Whakahirahira
Children are nurtured in a loving environment. Kaimahi model positive relationships for children. Tuākana care and look out for tēina. Babies and tēina are guided in the daily routines and play by their tuākana. Kaimahi know children well and are responsive to their needs. They hug and praise children. Babies have close bonds with kaimahi. They look to kaimahi for reassurance and care. There are opportunities for children of all ages to take the lead. Children show confidence when they lead karakia, waiata and mihimihi. They enjoy sharing their learning with others. Children’s contribution is warmly celebrated and affirmed.
Children’s cultural identity is celebrated and enhanced. The whānau maintain their connections with Te Māpou marae. They begin each week in the tipuna whare with Ringatū karakia. Kaimahi and whānau model the delivery of the Ringatū karakia from memory so that children hear and learn these verses. Children are involved in learning that contributes to their identity and belonging to Te Māpou marae. Children’s learning environment extends to the marae. They enjoy korikori tinana on the marae ātea. Children’s connections extend to their marae, hapū and iwi.
Children explore their environment with familiarity and confidence. Kaimahi plan trips outside the kōhanga reo to extend children’s knowledge of the wider world. They connect with their local purapura and visit the local marae. Kaimahi support children to learn and play alongside each other. Children have supervised access to all learning spaces and outside playgrounds. Kaimahi aim to provide learning opportunities and experiences that are fun for children. There are a range of games and resources for children to enjoy. Children are confident and settled.
Key Next Steps
While children show an understanding of te reo Māori, they speak English with each other. Kaimahi and adults provide good modelling and use of te reo Māori in the kōhanga reo. Kaimahi and whānau should look for creative ways to encourage children to speak te reo Māori more at kōhanga reo.
Planning and Evaluation
The kōhanga reo is well managed. There are robust systems in place that support kōhanga reo operations and management. Whānau members are active in their roles and collectively contribute their expertise and knowledge to support the kōhanga reo. The whānau are well guided by their strategic plan. Whānau learning and development is ongoing. Success with whānau growth is evident in the range of qualifications completed through Te Kohanga Reo National Trust training since the previous ERO review. Whānau hui are held regularly and well attended. The whānau are involved in decision making and actively connected with their children’s learning and care.
Assessment is gathered in a variety of ways that provide useful information to parents about their children’s learning experiences at kōhanga reo. Children’s artwork and creations are displayed in their profile books. Kaimahi provide reports to parents using the Mātai i te Mokopuna assessment method. Assessment practices highlight children’s learning and development. Programme evaluation is also well established and informs kaimahi about where they can make improvements and changes to their practice, the learning programmes and other provisions for children.
Key Next Steps
Programme planning is very broad and does not have sufficient detail to show how the interests and needs of groups of children will be met. Kaimahi acknowledge that more detail in planning will give clearer direction about how children’s specific needs can be supported.
The whānau can strengthen how they document their own reflections and reviews to show the changes made over time that have contributed to the growth of their kōhanga reo. Areas of documentation to consider strengthening include decisions and discussions at whānau hui about ongoing policy review and their progress towards their strategic plan.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- that the whānau work with their purapura and the Te Kohanga Reo National Trust to enhance programme planning practices, and strengthen how they document their internal evaluation.
When is ERO likely to evaluation the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Kiriwera Hana will be in three years.

1 Context
Te Kōhanga Reo o Te Kiriwera Hana is on Mapou Marae in Te Teko. The kuia has been at the kōhanga reo for many years. She provides guidance to both kaimahi and children every day. Tuakana and teina each have their own whare although all children come together for karakia, mihimihi and kai. The learning environments are spacious and well resourced. Whānau are committed to the kaupapa of te kōhanga reo.
2 The Review Findings
How well do children show that relationships provide a positive foundation for their learning?
Children show that their relationships and interactions with kaimahi and their peers provide a positive foundation for their learning.
Ngā Taumata Whakahirahira
Children demonstrate an understanding of kawa and tikanga. They are comfortable to participate in pōwhiri and whakatau as tangata whenua. The marae provides a range of opportunities for children to build their knowledge, their interactions and their learning experiences. Children participate in most activities on the marae. Children enjoy and learn from values based on tikanga Māori.
Children enjoy meaningful learning. Kaimahi offer opportunities for formal and informal learning to occur like kaupapa mahi and play activities. Children are engaged for extended periods of time. They are able to explore their learning environment guided by kaimahi. Children have a variety of resources available to them. Children are happy and contented learners.
Children experience positive relationships at kōhanga reo. They interact with kuia, kaimahi, whānau members and their peers in a range of situations.They are encouraged to learn alongside their peers and they enjoy positive tuakana teina relationships. Children benefit from interactions based on whanaungatanga every day.
Children learn within a rich language learning environment. Kaimahi use effective strategies to extend children’s knowledge and use of te reo Māori. Language and learning are linked as kaimahi use open ended questions and repeated language patterns. Children understand te reo Māori within their environment and are confident to speak te reo Māori.
Planning and Evaluation
Effective management and operations of the kōhanga reo is a priority to the whānau. The charter has been updated and provides clear guidance. The historical accounts of the establishment of the kōhanga reo is documented. The mission statements are shared with whānau during enrolments. Most policies and procedures are in place. Financial systems are well established. Personnel documentation has been signed by all kaimahi. They are clear about their roles and responsibilities when working with children. Children experience a well-managed kōhanga reo where their learning and wellbeing are a priority.
Key Next Steps
Self review is still developing. There is limited reporting on the progress of strategic goals, carrying out programme evaluation, children’s assessments and kaimahi appraisals to contribute to monitoring the quality of operations and practice.

Conclusion
Te Kōhanga Reo o Kiriwera Hana is on Māpou Marae in Te Teko. Whānau articulate that whanaungatanga is strong at the kōhanga reo. They were interested to know how this impacted on children’s learning. It was evident that the close bond children had with the adults and their peers provides a positive foundation for their learning.
