1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Te Akau is in Papamoa, Mt Maunganui. Whānau are affiliated to ngā iwi katoa o Tauranga Moana. The priority for whānau is that their mokopuna be raised in te reo Māori, tikanga Māori and te ao Māori.
3 Evaluation Focus
How well do mokopuna show who they are as tamaiti o te ao Māori?
Mokopuna demonstrate their identity as tamaiti o te ao Maori by actively participating in cultural practices and traditional learning experiences.
4 Findings
Mokopuna confidently participate in a range of meaningful learning experiences. Kaimahi ensure mokopuna are exposed to te reo Māori and tikanga Māori in formal and informal settings. Mokopuna participate in mihi whakatau where they hear whaikōrero and observe tikanga. Tuākana willingly lead various aspects of the learning programme, including karakia, whakatau wairua and a range of waiata. Mokopuna happily take part in mihi ki te tangata as a strategy to deepen their understanding of correct language structure and purpose. Teina express their understanding of all experiences through facial expressions and body language. Manaakitanga, aroha, rangimarie and whakaute are the foundation of all interactions. Kaimahi know the mokopuna well and actively provide support, based on their individual needs. They constantly use positive affirmation to acknowledge mokopuna efforts and accomplishments. Daily routines are well established providing consistency and familiarity. Mokopuna enthusiastically explore their kōhanga reo where learning spaces are organised for both collaborative group activities and independent learning. Mokopuna are developing as confident learners.
Whānau have formed dedicated working groups to ensure active involvement in the management of all kōhanga reo operations. Regular whānau hui are well attended and recorded. Whānau hui minutes are informative and detailed. The annual plan identifies overall operational tasks and when these are to be completed. Employment documentation is maintained and includes individual employment agreements, position descriptions and verified kaimahi safety checks. Self-appraisals contribute to the growth and development of kaimahi. Mokopuna are the focus of collective whānau whakahaere practices.
Key Next Steps
Links between planning, assessment, and evaluation. While there are examples of good practice in planning, it is not clear how programme evaluation and mokopuna assessment are linked to programme planning. Kaimahi agree this is an area that requires further development. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for mokopuna.
Whānau do not have in place a process to ensure ongoing policy and procedure review. It is time for whānau to formalise a regular review cycle of policies and procedures. Mokopuna would benefit when their health, safety and wellbeing is paramount.
The kōhanga reo building facilities require urgent attention. It is important that whānau must promptly address several critical issues affecting the kōhanga reo premises and the learning environment for mokopuna. Some building issues have been ongoing and need resolution to ensure that both indoors and outdoors spaces provide the best learning opportunities. Mokopuna health, safety and wellbeing is compromised.
Whānau and kaimahi awareness of the Children’s Act 2014 is limited. While there is a Child Protection Policy in place, they acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. The whānau and kaimahi intend to engage in further wananga and training to better understand their commitment in fulfilling the obligations of the Act. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.
While the strategic plan identifies what the priorities are for the future development of the kōhanga reo, there is no action plan to ensure the outcomes are achieved, monitored and reported. Mokopuna benefit when their future needs are considered.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
Actions for Compliance
To meet compliance requirements, they must:
- ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

[Regulations 47 Education (Early Childhood Services) Regulations 2008; GMA6 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008] - ensure that the kōhanga reo premises and facilities used, have regard to the number and age range of the children attending the premises, provide sufficient and suitable space for toileting, and washing and safe and healthy practices, floor surfaces are durable, safe, and suitable for the range of activities to be carried out

6 Recommendation
ERO recommend that it is essential whānau work closely with the Tari ā Rohe to urgently address the concerns identified in this report by creating and implementing an action plan to ensure the quality of education and care of mokopuna is improved.

1 Context
Te Kohanga Reo o Te Ākau is located in Pāpāmoa, Tauranga. Whānau are affiliated to the local iwi of Tauranga Moana. They have aspirations for their children to be confident in who they are. Since the previous ERO review, there have been several changes to whānau management and kaimahi. The roll number of children is currently at its maximum and there is a waiting list of children.
2 The Evaluation Findings
How well do children show they are confident learners?
Children are happy and confident to engage in a range of learning experiences.
Ngā Taumata Whakahirahira
Children are immersed in te reo Māori. Kaimahi are confident speakers of te reo Māori. They use a variety of strategies such as mihimihi, questions, prompts and waiata to support children’s language development. Kaimahi model language structures to assist children who are new learners of te reo Māori. Babies express their understanding of te reo Māori through body language or mimicking what the kaimahi are saying. Children understand simple instructions and questions in te reo Māori. Children are early speakers of te reo Māori.
Children learn about atua Māori. Kaiako provide a programme that grows children’s understanding about atua Māori and the domains they represent. Kaimahi settle children into their morning routine with karakia to atua Māori. Babies are able to express their understanding through hand actions and body language. Kaimahi enable children to explore the environment around them and see how atua Māori influence nature. Children are developing an awareness of atua Māori and respect for nature.
Children have formed respectful and meaningful relationships. Kaiako foster caring interactions among children and others. They regularly show affection to babies and children. Older children are supported to include babies in all activities. Kaiako openly praise and celebrate tuākana tēina relationships. Kaimahi provide opportunities for children to take on leadership roles. Older children confidently stand alongside babies to support them as they mihi. Children appear secure and settled at kōhanga reo.
Children learn about their connections to Tauranga Moana. Children are supported by kaimahi to recite their pepeha. They sing hīmene and mōteatea specific to Tauranga Moana. Kaimahi and children visit locations and areas of cultural significance. They regularly visit the local marae so they are able to observe their own tikanga and kawa in action. Children also learn about the different roles and responsibilities required to run the marae. They are learning about their role as tangata whenua. Children are developing an understanding about their whakapapa.
Children are confident in their learning environment. Kaimahi provide a range of resources and activities for children to choose from. Time is allocated for children to follow their own learning interests. During this time the older children were engaged for long periods of time. Children freely explore the large outdoor area. They play well together in groups and at times prefer to be on their own. Kaimahi provide a programme where children are able to solve simple problems, use their imagination and be creative. Kaiako encourage children to make the most out of learning spaces. Children are happy and confident learners.
Planning and Evaluation
Kaimahi have processes in place for programme planning, assessment and evaluation. Planning guides implementation of the programme and reflects learning about Tauranga Moana iwi. Weekly plans identify routines and kaupapa ako. Children’s profile books track their individual progress in te reo Māori and what they have learnt regarding kaupapa ako. Learning is also captured in photos and artwork. Progress on children’s development is shared through learning stories. Kaiako regularly review what is working well, what needs improvement, and where to next for children and their learning. Children’s learning and progress is well managed and organised.
The whānau manage most aspects of kōhanga reo operations well. The chairperson actively provides daily support for kaimahi. The whānau recently appointed a new kaiwhakahaere. Whānau hui minutes show regular reporting about finances and children’s learning. Whānau and kaimahi have attended workshops about the requirements of the Vulnerable Children’s Act and made changes to some policies to ensure they can meet these regulations. Safety registers and drills are in place and kaimahi now need to effectively monitor and record these. The whānau promote a regular appraisal process for kaimahi.
Key Next Steps
Aspects of self review require attention. Several ongoing changes in whānau management over recent years has impacted on their capacity to maintain consistent whānau hui. The quality of reporting against their strategic goals, annual plan and monitoring of all operations is limited and needs further strengthening. New whānau and kaimahi would benefit from revisiting their roles and responsibilities. Whānau attendance at hui is inconsistent. It is also important to ensure that hui minutes are well recorded. Some health and safety policies and procedures still need to be reviewed to align with the current regulations.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- whānau continue to work alongside local kaimahi from Te Kohanga Reo National Trust to further strengthen self review across all operations of the kōhanga reo.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Te Ākau will be in three years.

3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

Findings
Whānau uphold the kaupapa of kōhanga reo well in the community of Papamoa. Children are actively engaged and enjoy learning and being part of a whānau-based and whānau-driven environment. Children learn interesting kaupapa within the context of Tauranga Moana, its histories, waiata, mōteatea, whakapapa and stories.
The next ERO review of Te Kōhanga Reo o Te Ākau will be in three years.
1 Context

Te Kōhanga Reo o Te Ākau is in Papamoa, Mt Maunganui. Te reo Māori, children and whānau are central to the provision of education and care in this community. The kōhanga reo is homely and has a variety of fruit trees and interesting spaces where children work, play and rest. There are many opportunities for children to learn about the natural world of Papatūānuku, Ranginui and atua Māori. A strong te ao Māori world view reinforces for children an appreciation for nature and its resources as being taonga from atua.
Children learn a range of kaupapa based on Tauranga Moana tribal history, stories, whakapapa, waiata and mōteatea. Their learning experiences help them to understand, discuss and explore the world around them. They are able to see connections to people and places that are important to their wellbeing, learning and growth.
Whānau have high expectations for children’s learning and acquiring language skills to speak Māori. Parents bring their children to the kōhanga reo because of the level and quality of te reo Māori. Children promote and normalise te reo Māori wherever they go in the wider community of Papamoa and Tauranga Moana.
2 The Review Findings
How well do the children communicate and express themselves in te reo Māori?
Children communicate and express themselves in te reo Māori through waiata, reciting mihimihi and daily conversations with kaiako and one another.
Mana Reo
Children are proud and confident speakers of te reo Māori. They are immersed in te reo and tikanga Māori of Tauranga Moana. Children’s morning mihimihi include greetings in te reo Māori and from different countries. The learning programme caters to the language learning and development needs of individual children and age groups.
Children settle well into the daily routines. Waiata, mōteatea and haka generate enthusiasm and excitement for children. Learning activities provide leadership opportunities for tuakana while teina follow their lead. Children are surrounded by energetic and passionate role models. Kōrero, pānui pukapuka and performing arts are favourite activities that allow children to strengthen and increase their ability in te reo Māori.
Children use te reo Māori in a range of different contexts. They readily ask and respond to questions, engage in conversation and show genuine interest in those with whom they interact. Whānau proudly acknowledge children’s confidence and ability to speak te reo Māori. Children are happy in their learning.
Children use advanced language forms and structures with good fluency and accuracy. Interactions and activities focus on building children’s language skills, knowledge and understanding. Kaimahi model expression, fun and excitement, and use strategies that engage and motivate children. Children clearly thrive on meaningful praise and encouragement. Children are engaged and motivated by their te reo Māori language learning environment.
Key Next Steps
Children’s indoor learning spaces are cluttered with carpet worn in places. The sleeping room is small and does not sufficiently meet the sleep and rest needs of both Over 2s and Under 2s. High chairs are strapped to adult chairs to provide sufficient seating for toddlers. In the outdoors, an in-ground water area is stagnant and stale. Some areas require maintenance and repair. It is important that whānau carry out regular and thorough property and hazards checks. Identified maintenance work should be attended to at the earliest. Kaimahi and whānau are also aware of the need to reorganise all of the children’s spaces.
Planning and Evaluation
Whānau and kaimahi manage kōhanga reo operations well. Regular hui show consistent reporting and shared decision-making. Key systems and processes support and guide practice. Charter policy review and development keep whānau up to date in terms of their roles and responsibilities. A new risk and management system is being trialled to strengthen safety procedures for excursions and travel. Whānau monitor, review and action identified tasks, activities, operations. Communication and accountability expectations are evident.
Financial management is sound with useful audit advice to help strengthen internal controls and practices. A ‘Mahere Koha’ aims to save funds and to encourage whānau involvement in the short term management of the kōhanga reo.
Long and short term programme planning is based on planning for Ngā Taumata Whakahirahira. Local contexts for kaupapa ako enable children to learn about stories, legends, waiata, mōteatea and important whenua sites of Tauranga Moana. Parents and whānau can also contribute ideas and suggestions for kaupapa ako. Kaimahi have clear guidelines to deliver learning programmes that are tailored to meet needs and interests of each age group. Children benefit from the commitment and support of whānau and kaimahi.
Key Next Steps
Kaimahi informally discuss learning programmes and share observations about children’s learning. It is important these reflections are well documented, as part of kaimahi meetings, and as a record of children’s learning to support reporting to parents and whānau.
Long term planning is short term in nature and lack clear strategic focus and direction. It is timely for whānau to consider Te Ara Tūāpae as a relevant and useful framework on which to base strategic planning and priorities. Self review is an important component to be included in both long and short term planning. This will help whānau report and measure progress towards achieving goals over a period of 3-5 years.
Identified property and premises maintenance and repairs should be time-lined and well planned.
Whānau have not carried out regular emergency evacuation drills and practices. This is a priority action area for whānau.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
Criteria HS4 to HS8 require the licensed service provider to ensure that:
- adults providing education and care are familiar with relevant emergency drills and regularly carry these out with the children and supporting documentation
- evacuation drills are required at intervals of not more than 6 months [Regulation 17(g)(i)], and notices are required to be posted in buildings showing how to get out of the building and the evacuation procedure.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:
- that whānau work with the District Kaupapa Kaimahi to address identified key next steps.
