1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kōhanga Reo o Te Rereatukahia is based on Te Marae o Rereatukāhia in Katikati. It is part of a whānau community complex. The kōhanga reo is licensed to cater for 25 mokopuna including seven aged under 2 years. Whakapapa connections and te reo Māori are a strong focus for whānau.
The ERO August 2023 evaluation of Whānau Whakahaere practices found values of whanaungatanga reflected how whānau managed the operations of the kōhanga reo. Whānau systems and processes supported mokopuna health, wellbeing and learning.
3 Evaluation Focus
How well do mokopuna show they are settled in their interactions with others?
Mokopuna have positive, meaningful interactions with adults and each other.
4 Mana Mokopuna
Mokopuna experience an environment where they are well supported. The tikanga of manaakitanga and aroha underpin all interactions in the kōhanga reo. Kaimahi work with mokopuna in a calm and gentle manner. They know their mokopuna well and cater to their specific needs. Tuākana are considerate when interacting with their teina. Mokopuna are respectful and behave appropriately when manuhiri are present. Kaimahi use a variety of strategies such as mihimihi, questions, prompts and waiata to support mokopuna language development. Tuākana are encouraged to lead aspects of the programme where they model leadership qualities for their teina. Pēpi express their understanding of te reo Māori through facial expressions and body language. Kaimahi frequently praise mokopuna for their efforts and achievements. The learning spaces are well organised and set out to meet the needs of all age groups. Mokopuna can easily access a range of resources. Kaimahi maintain a consistent programme to ensure routines are familiar. Mokopuna are happy, settled and enjoy the company of their peers.
Key Next Steps
Matters raised in the previous Mana Whakahaere report for personnel matters, annual plan and earthquake evacuations were verified during the onsite visit.
Whānau acknowledge programme evaluation remains as an area for further strengthening. Mokopuna benefit from increasing kaimahi knowledge of programme evaluation for ongoing improvement.
5 Kōhanga Whānau Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection

physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
Actions for Compliance
To meet compliance requirements, they must:

establish a process to evaluate the effectiveness of the learning programme.

3 Evaluation Focus
How well do whānau foster and nurture the wellbeing of mokopuna?
The management and operations of Te Kōhanga Reo o Rereatukahia have in place processes to ensure that the wellbeing of mokopuna are a priority.
4 Findings - Mana Whakahaere
Whanaungatanga is the foundation on which whānau manage their kōhanga reo. Whānau hui minutes are detailed and informative. There is clear reporting across operations. Health and safety policies and procedures are current and align to legislation. Clear information is gathered and documented in health and safety registers. Emergency fire drills are conducted regularly. The strategic plan identifies long and short-term priorities and guides whānau goals into the future. Objectives and actions are clearly identified. There is a long-term sustained vision for the future development of the kōhanga reo. Mokopuna are the focus of collective whānau decision making.
Kaimahi work collaboratively to plan the learning the programme. Kaimahi have a range of strategies and resources to support and guide implementation. Assessment information is gathered and captured in mokopuna profile books and mātai mokopuna. These are shared with whānau who have opportunities to comment and provide feedback on mokopuna progress. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.
Key Next Steps
Programme evaluation requires attention. While kaimahi talk about what is working, or not working in the learning programme, there is no documentation of these conversations. It is important that whānau establish a process for monitoring the quality of the learning programme. Mokopuna would benefit from increasing kaimahi knowledge of programme evaluation for ongoing improvement.
Earthquake drills have not been practised. Whānau must ensure requirements for earthquake evacuation drills are carried out and recorded. Mokopuna safety is compromised.
Matters related to personnel documentation and an annual plan are yet to be sighted. Whānau and ERO have agreed that documentation will be available for the onsite visit.

2 Te Horopaki

1 Background
Introduction
A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
Terms of Reference
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:
-
planning and evaluation – kaimahi assessment and programme evaluation practices, whānau management including whānau participation, children’s attendance, strategic planning, and implementing staff appraisal
-
areas of non-compliance – eliminating hazards in and around the kōhanga reo, implementing a programme for kaimahi development
-
and any issues identified since the previous review.
2 Context
Te Kōhanga Reo o Rereatukahia is marae based in Katikati. It is part of a whānau community complex. They have whakapapa connections and live in or nearby their pā (community).
Since the previous ERO report in 2015, a new kaiwhakahaere has been appointed. Staff from the local office of Te Kōhanga Reo National Trust continue to provide kaimahi with guidance and support to improve the quality of children’s learning, care and wellbeing.
3 Findings
The quality of learning for children is improving. Kaimahi have participated in a programme of professional development to increase their knowledge about the quality of children’s learning. They work together with whānau to plan children’s programmes that focuses on building their language and respond to their individual needs. Kaimahi have spent time building positive relationships with children. As a result, children’s attendance has improved. Kaimahi have a better understanding about monitoring children’s progress. They gather and record children’s learning in portfolios. Kaimahi have developed processes to support programme evaluation practices. Children’s learning needs are considered.
Whānau management practices are sound. Parent involvement in the day to day operations has increased. The new kaiwhakahaere is experienced in her role. She has been instrumental in guiding and supporting parents’ participation. The whānau continue to work with kaimahi from the National Trust which has helped them to make informed management decisions. Their increased understanding has assisted to review their future direction in consultation with parents. The whānau have implemented registers to monitor and record hazards that impacts on children’s physical safety. Children’s quality of care and wellbeing are important.
Areas for further development
Although kaimahi have implemented practices to support the quality of children’s learning, they are yet to make good use of the information that they gather. Development is needed to build kaimahi capability in this area.
Appraisal of kaimahi has not been fully implemented. The whānau need to seek assistance to identify the specific professional goals of kaimahi and continue to support their ongoing development.
4 Action required
In order for the kōhanga reo whānau to meet compliance requirements, they need to:

5 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:
- the whānau work closely with staff from the National Trust to build kaimahi capability, complete appraisal and continue to strengthen their self-review practices.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Rereatukāhia will be in three years.
