4 Ngā Whakaaturanga – Mana Mokopuna

Ka whakamahi ngā kaimahi i ngā rautaki reo e tika ana ki te hāpai i te whakawhanaketanga reo o ngā mokopuna. Ko ētahi o aua rautaki, ko ngā waiata, ko te whāngai kupu, ko te tāruarua, me te tohutohu. 1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Whare Aroha o Te Hūmārie is in Ōpōtiki. Whānau members have strong connections with Te Hāhi Ringatū and Te Marae o Te Rere. “Ko te mokopuna te pūtake o te kaupapa o te kōhanga reo”.

ERO’s February 2022 evaluation of Mana Whakahaere practices found programme evaluation required strengthening for kaimahi to know how successful, aspects of the programme were in improving outcomes for mokopuna. The whānau and ERO agreed kaimahi should continue to work with the SELO (Strengthening Early Learning Oppotunities) for mokopuna, whānau and community facilitators to improve internal evaluation practices.

3 Evaluation Focus

How well do mokopuna express their understanding of te reo Māori and tikanga Māori?

Mokopuna show an understanding of te reo Māori and tikanga Māori through their learning experiences.

4 Findings - Mana Mokopuna

Mokopuna are immersed in an environment where te reo Māori and tikanga Māori are a priority. Kaimahi use appropriate language strategies to support mokopuna language development. These include a range of waiata, prompts, repetition and instruction. Mokopuna are supported to learn about the structure and purpose of language through karakia and pepeha. Kaimahi provide opportunities for mokopuna to hear te reo Māori in formal and informal settings. Mokopuna are developing confidence in their use of te reo Māori.

Te Hahi Ringatu is an integral part of the learning programme. Opportunities are provided for tuākana to confidently lead karakia. Mokopuna are settled and demonstrate respect for karakia, panui, waiata, himene and mōteatea. Kaimahi use gentle tones and consistently praise mokopuna for their successes. Tuākana display leadership qualities as they care and interact with their teina. Kaimahi model values of aroha and tiaki. Mokopuna experience interactions of manaaki-ki-te-tangata.

Atua Māori is the focus of the programme. Kaimahi support mokopuna to learn about the domains of ngā atua Māori through waiata, kori tinana and learning activities. Access to a vibrant outdoor environment encourages exploration and allows mokopuna to connect with the land and natural resources. Mokopuna are emerging as confident learners. 

Key Next Steps

Whānau continue to enhance internal evaluation practices to further increase positive outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

Te Kōhanga Reo o Te Whare Aroha o Te Hūmārie is in Ōpōtiki. Whānau members have strong connections with the Hāhi Ringatū and Terere Marae. The whānau along with SELO provider have worked collaboratively to strengthen whānau capability to manage operations.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Te Kohanga Reo o Te Whare Aroha o Te Humarie provides an environment that nurtures and models whanaungatanga.

4 Findings - Mana Whakahaere

The Tūtohinga defines processes and sets out a planned approach and direction for whānau. It prioritises te reo Māori as the kaupapa and underpins all practices in the kōhanga reo “Whangaihia te reo Māori mai i te kōhanga atu ki te kainga”. It also includes the history of the kōhanga reo and the principles and obligations of Te Korowai. The strategic plan is informed by Te Ara Tuapae and provides direction for the future development of the kōhanga reo. The action plan identifies actions and delegated individuals with responsibilities to support progress. Mokopuna future needs are considered.

Whanaungatanga underpins how the whānau manage their kōhanga reo operations. There is good whānau involvement and participation in the kōhanga reo. Monthly hui are held regularly and well attended via Zoom. Health, safety and personnel policies and procedures are in place and align to legislation. There is regular reporting across operations. Whānau registers are clear and updated to ensure the health and safety of mokopuna is prioritised. The whānau have improved their capability to manage kōhanga reo operations. Decision making processes amongst whanau are collective and collaborative.

Personnel management practices are in place. Kaimahi individual employment contracts are clear, well detailed and align to legislation. Job descriptions provide clarity of kaimahi expected competencies. Kaimahi appraisals are completed by whānau and committee members alongside the kaiako.  Comments include kaimahi professional development undertaken, discussions and further agreed performance goals toward improvement. Mokopuna observe meaningful relationships amongst whānau.

Kaimahi have processes in place for planning and assessment. The mahere ako identifies programme content, strategies for implementing and resourcing. Kaimahi use a range of assessment methods that capture moments of mokopuna learning and progress. These include observations, portfolios and learning stories. Mokopuna benefit from planned activities. 

Key Next Steps

Programme evaluation requires attention. Kaimahi hui regularly, however there is little information to show areas for improving the learning programme. Next steps are to reflect what the successes were, what didn’t work and what needs to happen to improve the quality of the programme. Mokopuna learning is enhanced through effective evaluation processes.
