1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Ngā Whetu o Tāwera is located in Ruatoki. The kōhanga reo has a close relationship with the local kura. Local kuia and kaumatua model te reo and tikanga Māori o te kāinga.

3 Evaluation Focus

How well do mokopuna show they are confident in who they are and where they are from?

Mokopuna are developing an increasing confidence about who they are in their te ao Māori settings.

4 Findings

Mokopuna are immersed in learning that affirms their connection to whānau, hapu and iwi. Their connections with their whakapapa and local area are supported through the daily programme activities, such as sharing their pēpeha and learning local waiata. They regularly participate in pōwhiri and whakatau at the local marae and wider community. Local kuia and kaumatua provide guidance and modelling of tikanga and kawa of the kainga, within the kōhanga reo and in other places. Kaimahi model values of awhina, tautoko and aroha. They provide opportunities for tuakana and teina to relate to and learn from each other. They use a range of strategies to support mokopuna to develop confidence in themselves. Mokopuna are learning more everyday about who they are and where they are from.

The whānau has processes and systems in place to manage the operations of the kōhanga reo.  Whānau members consistently attend the regular whānau hui. They regularly receive kaiako reports about mokopuna learning and progress. Whānau maintain detailed records of their discussions and decisions. They keep up to date about operational and management matters through online digital platforms. All health, safety and personnel management policies and procedures have been reviewed. Personnel documentation is up to date. Kaimahi have begun their appraisals. Mokopuna benefit from a kōhanga reo that is managed in their best interests.

Mokopuna learning needs are well catered for, monitored and reported. Kaimahi work collaboratively to develop annual, term and weekly plans to guide a focussed programme delivery. The plans are detailed and provides direction for kaimahi to implement the learning programme. Kaimahi use matai tamaiti information to identify the progress each mokopuna making in their learning and development. They meet regularly to discuss and review their practices of the learning programme. Mokopuna are at the centre of planning, assessment and evaluation.

Key Next Steps

Aspects of internal evaluation require development and strengthening. There is no annual plan to help monitor and implement key operational and administrative tasks. There is no action planning to support monitoring and implementation of strategies to achieve the strategic goals and priorities. Hazard management practices in relation to an item of outdoor play equipment require review.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • develop an annual plan that guides the operations of the kōhanga reo

  • ensure the premises are free of all hazards to ensure safety of children.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to work with the District office to develop an action plan to address the concerns in this report.

1 Context

Te Kōhanga Reo o Ngā Whetū o Tāwera is located in Rūātoki. The whānau vision is to embed te reo and the values of Tūhoe in their kōhanga reo. Kuia and koroua provide support and guidance for the whānau. The whānau attend and participate in professional development with their purapura.

The whānau have applied for a change to their license conditions related to the roll numbers.

2 The Evaluation Findings

How well do children demonstrate their sense of identity and belonging in the kōhanga reo?

Children show that they know who they are and that they have a strong sense of belonging to their kōhanga reo whānau.

Ngā Taumata Whakahirahira

Children are immersed in a te reo Māori language environment. Kaiako use a range of strategies to support children’s language development in formal and informal situations. Learning activities include participation in mihimihi, repetition of sounds, words and simple sentences and using body language. Kaiako provide opportunities for children to read books with each other. They model the Tūhoe dialect in the learning programme. Children enjoy a variety of te reo Māori activities in the learning programme.

Children are developing an awareness of their learning environment. Kaiako have created a learning environment for children to make choices and follow their interests. A wide range of resources are accessible for children. They participate in physical activities using sports equipment, group games and reading. The outdoor area is sheltered and provides an extended learning environment for children. Activities such as dress up and art enable children to be creative. Kaiako provide opportunities to explore the local environment and Tūhoe areas of significance. Children enjoy exploring their environment.

Children are developing an understanding about their place in the whānau. Kaiako promote the values of manaaki, tiaki and aroha in the learning programme. Tuakana and teina learn alongside each other. Kaumātua actively participate in the learning programme to support tikanga specific Tūhoe such as karakia and waiata koroua. Babies are an integral part of the daily programme and kaiako work hard to support their physical and emotional development. Kaimahi frequently praise children for their efforts throughout the day. Children are settled and comfortable in the kōhanga reo.

Planning and Evaluation

Kaimahi have clear processes for planning and evaluation of children’s learning. The Kaiako matua takes a strong leadership role in supporting all kaimahi with planning, assessment and evaluation of the learning programme. Yearly, termly, weekly and daily planning is displayed for whānau and they are able to contribute to the programme. Kaimahi plan together outings, events and to teach children about aspects of Tuhoe practices and beliefs. Kaimahi evaluate how the learning programme responds to group and individual children’s learning needs. Whānau value profile books where kaimahi record and monitor the learning and growth for individual children. Kaimahi regularly share with whānau including their assessment children’s learning and development.

Whānau have developed a charter with a strategic and annual plan that identifies priorities and direction. Whānau hui are regular and well attended. Whānau minutes are well recorded and identify areas of concern and improvement. A review schedule supports the updating of appraisals, policies and procedures and these are shared at whānau hui. Professional learning and development is well supported through the purapura and the Te Kōhanga Reo National Trust. Daily operations of the kōhanga reo are well managed. The kaiwhakahaere seeks support from whānau for decision making. The whānau is currently restructuring their roles and responsibilities to support better budgeting in light of the changes to their roll numbers.

Key Next Steps

The whānau have identified the need to:

  • update job descriptions, and identification of roles and responsibilities of all staff and whānau members

  • continue to the cycle of review and update policies and procedures

  • strengthen the strategic and annual plan to identify what, how, who, when and where to next.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation that the whānau continue to build capability and sustainability across the whānau. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Whetū o Tāwera will be in three years.
