1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Te Kohanga Reo o Arataki is in Mount Maunganui. Most whānau affiliate to the three iwi of Tauranga Moana. Whānau prioritise te reo Māori and tikanga Māori for their mokopuna, with active involvement of kuia and kaumatua to share their knowledge, wisdom and beliefs.
3 Evaluation Focus
How well do mokopuna express their understanding of te tāmokotanga o ngā tīpuna?
Mokopuna participate in learning experiences that foster their identity through diverse traditional and cultural settings.
4 Findings
Mokopuna are immersed in authentic experiences that are reflective of te ao Māori concepts. The principles and concepts of tauwhirotānga, mākohakoha and aumārire are integral to all interactions. Mokopuna receive affectionate care from their kuia, kaumatua, kaimahi and whānau. Tuākana willingly assist their tēina and model values of ngākau hari and ngākau hūmārie. Rotarota, kōrero tuku iho and a variety of local waiata are integrated into the learning programme to extend mokopuna understanding of local stories, history, and their tīpuna. Mokopuna navigate their whare kōhanga reo with confidence. Daily routines are well established, consistent, and familiar. Both the indoor and outdoor environments are organised to support group and individual learning. Kaimahi constantly praise mokopuna for their efforts and successes. Mokopuna are confident learners.
Mokopuna learn in an environment where te reo Māori is a high priority. Kaimahi create valuable significant opportunities for mokopuna to hear te reo Māori in both formal and informal settings. Kuia and kaimahi are fluent speakers of te reo Māori and are positive language models for mokopuna. They use meaningful strategies to encourage mokopuna to explore language and enhance their communication skills. These include tauparapara, rotarota, kīpeha and whakataukī. Kuia and kaimahi provide valued guidance ensuring mokopuna are included in whakatau manuhiri. Mokopuna observe and participate as tangata whenua and demonstrate a good understanding of ngā tikanga me ngā kawa o te marae. Mokopuna are encouraged to share their whakapapa. Older mokopuna recall their pepeha, mihimihi and with minimal assistance. Pēpi are actively involved in learning and use hand actions, facial expressions and verbal responses to demonstrate their understanding. Mokopuna are content and enjoy learning.
Kaimahi have in place sound processes for planning, assessment, and programme evaluation. Planning includes ideas and contributions from whānau members. Kaimahi weave these ideas into a well-presented framework that contains the essential elements to support the learning and development of mokopuna. Kaimahi use various approaches to record mokopuna progress. Matai i te mokopuna and Te Kuranui, focus specifically on the growth and development of each mokopuna. Whānau are well informed about mokopuna learning and progress. Informal and formal discussions are used by kaiako to update whānau. Programme evaluations are informed by regular reflections and documented discussions. These assist kaimahi to identify key next steps to improve the quality of the learning programme. Mokopuna experience a well-considered learning programme that promotes mātauranga Māori.
Whānau have established efficient processes for managing kōhanga reo operations. The tūtohinga sets out clear guidance and direction for whānau and is underpinned by the principles of Te Korowai. Whānau hui are well attended, and information is shared. Core health and safety policies and procedures are aligned to relevant legislation and assure mokopuna wellbeing is prioritised. Regular earthquake and fire drills are conducted and documented to ensure preparedness for emergencies. Mokopuna benefit from informed decision making.
Sustainability of the kōhanga reo is planned for. The strategic plan is informed by Te Ara Tūāpae and includes the vision and aspirations whānau hold for mokopuna. Identified priorities and goals assure future development and sustainability of the kōhanga reo. Personnel matters are managed well. Employment documentation includes individual employment agreements, position descriptions and completed kaimahi safety checks. Self-appraisals focus on fostering the growth and development of each kaimahi. Mokopuna learning and overall wellbeing are promoted through collective whānau whakahaere practices.
Key Next Steps
Policy review requires strengthening. Whilst whānau have a range of policies and procedures in place, it is time to formalise a regular review cycle of policies and procedures. Mokopuna benefit when their health, safety and wellbeing is paramount.
Whānau and kaimahi awareness of the Children's Act 2014 is limited. While there is a Child Protection Policy in place, whānau acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agrees with this and acknowledges the emphasis on prioritising mokopuna safety and wellbeing.
5 Kōhanga Whānau Assurance on Legal Requirements
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.
6 Recommendation
ERO developed the following recommendation that whānau continue to formalise a policy review schedule and increase whānau and kaimahi awareness and understanding of the Children’s Act 2014.

1 Context
Te Kōhanga Reo o Arataki is in Mount Maunganui. Most of the whānau affiliate to the three iwi of Tauranga Moana. The whānau support the kaupapa of the kōhanga reo and are committed to the priority of te reo Māori me ōna tikanga.
Since the previous ERO report in 2015, the whānau and kaimahi have made improvements to the quality of learning for children. They have maintained working together to improve outcomes for children.
2 The Evaluation Findings
How well do children show an understanding of who they are and where they come from?
Children are developing an understanding of their place in the whānau and wider community.
Ngā Taumata Whakahirahira
Children’s identity is important. Kaimahi and whānau model mutually respectful relationships. Aroha, manaaki and āwhina are integrated into children’s learning experiences. Older children are encouraged to interact with the babies in the learning programme as tuakana teina. The babies learning space provides them opportunities to move and play to meet their learning needs. Kaimahi know the children to respond to individual needs. Children are settled and happy.
Children are learning who they are and where they come from. Kaimahi provide children with opportunities to participate in a range of events in different settings. They take children to the marae, community and iwi activities to interact with their whānau, hapū and iwi. Kaimahi support children to learn and share their pepeha with others. Babies learn hand actions and words to share their pepeha. Children are taken to places of importance in Tauranga Moana. These excursions allow children to see the places related to their pepeha. Children have a sense of belonging.
Children learn te reo Māori in a nurturing environment. Kaimahi use a range of language strategies to support children to use te reo Māori in the learning programme. Prompts, repetition, questions and conversations are used to enhance children’s language development. Jingles with actions help children to learn new words and meanings. Younger children are encouraged to mimic and imitate others. Karakia help to expose children to other language patterns. Kaimahi are good language models who use questions to extend the older children’s thinking and te reo Māori. Children are developing well as speakers of te reo Māori.
Children learn to explore and follow their interests. Kaimahi encourage older children to make choices in their learning based on interests. The babies appear happy in their learning space to explore and participate in activities as they wish. The whānau support children on excursions to places and events in the wider community to grow their understanding of connection to the environment. The kaimahi use a range of strategies to stimulate children in the learning programme. This is highlighted by their enthusiasm and energy when they interact with children. Children show enjoyment in their learning.
Planning and Evaluation
The whānau has a clear direction to guide strategic planning. They support the developments in their rohe related to and identified in Te Ara Tūāpae. The whānau is focussed on te reo Māori me ōna tikanga. There are opportunities for the whānau to reflect and discuss and review progress towards achieving their goal. Whānau self-review practices show they are making progress towards their annual priorities.
Children’s wellbeing and learning is a priority. The whānau are positive about attending meetings to actively participate in decision making. They regularly review health and safety policies adn practices for children in line with legislative requirements. Whānau contribute to discussions related to resouces to support children’s learning and the kaimahi training programme. Children are emotionally and physically safe.
Children’s learning needs guides programme planning. Kaimahi work together to plan learning for children based on Te Whāriki a Te Kōhanga Reo. There are clear links to each of the Taumata Whakahirahira, seasons of the year and atua Māori. Iwi events are integrated into children’s learning. The whānau is encouraged to contribute ideas to the learning programme. A template helps kaimahi to make links between programme planning, programme evaluation and assessment practices. Kaimahi are clear about their roles and responsibilities to share individual’s progress in learning. They gather a range of information about individuals learning experiences that are placed into profile books as a part of monitoring developments. Children enjoy their learning experiences.
Key Next Steps
Programme evaluation is developing. Although kaimahi meet to discuss what is happening in the learning programme, they do not meet regularly to identify how to strengthen the quality of learning. Kaimahi are encouraged to develop opportunities to meet and record their decisions in the interests of improving outcomes for children.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. There were no issues of non-compliance identified during the review.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Arataki will be in three years.

Te Kōhanga Reo o Arataki is located in Mount Maunganui. Children know te reo Māori me ona tikanga well and can communicate with others. Children thrive in a learning environment that encourages exploration and interaction with the world around them. The children’s learning and wellbeing is managed well by the whānau.

Te Kōhanga Reo o Arataki is located in Mount Maunganui. The whānau affiliates to the iwi of Ngai Te Rangi. Whānau are clear about their aspirations for their children. Te reo Māori is a priority. As part of their learning journey, whānau also want their children to know their cultural and ancestral heritage; and to develop as confident and enthusiastic learners. Children learn in an environment which values the collective efforts of whānau. Kaumātua are actively involved at the kōhanga reo, to promote their language, customs and beliefs to children and whānau.
2 The Review Findings
How well do children know te reo Māori me ona tīkanga, and communicate with others?’
Children show increasing confidence with and knowledge in using te reo Māori me ona tikanga to communicate with others.
Mana Reo
Children enjoy the opportunities they have to use te reo Māori. Kaimahi and kuia have lots of ongoing meaningful social and learning conversations with children. Karakia, mihi, waiata, waiata-ā-ringa and movement to music are strong elements of the daily programme which children enjoy. Their learning of the language is enhanced by these formal and informal interactions.
Children enjoy using body language to express their messages and understanding of the language. They are well guided and nurtured to refine their knowledge of the language. Babies happily participate and explore in their language learning environment. They enjoy the freedom to explore and express themselves spontaneously in their own reo. Children show increasing confidence with and knowledge in using te reo Māori me ona tīkanga to communicate.
Children’s multiple senses as language learners are stimulated. Kaimahi and whānau successfully organise and provide a wide range of learning activities that children can physically, emotionally and intellectually explore. They especially like sharing conversations during activities about ngā atua Māori. Children are developing respect for ngā atua Māori in their lives and the world around them. Children are consistently prompted and supported by adults to make connections to their world, te ao Māori and themselves.
Children thrive in learning that encourages exploration and interaction with the world around them. They display confidence when communicating with kaimahi, whānau and their peers. Children’s participation is valued and appreciated. Kaimahi inspire children to learn. They model te reo Māori for children. Children enjoy books, being read to and reading on their own. They have fun with role play and replay real life experiences in te ao Māori contexts.
Children explore language in a highly supportive whānau learning environment. Whanau members across the generations, including kaumātua are actively involved in children’s daily learning. Children learn and hear the language and its customs affirmed by their whānau who collectively bring a wide range of te reo Māori expertise and knowledge. Children’s language is valued and appreciated by the whānau. They receive love, praise and ongoing support when they need it. Children are developing a love and respect for te reo Māori me ona tīkanga.
Planning and Evaluation
Children receive a variety of well planned and purposeful learning experiences. Kaimahi prepare term, weekly and daily plans that are effectively managed for learning across the ages and different abilities. Programme plans inform whānau about their child’s learning at kōhanga reo. Children’s needs, their interests and te reo Māori me ona tīkanga is at the centre of programme planning.
The children’s learning and wellbeing is managed by the whānau. There are clear and well developed management systems in place. These are implemented consistently and maintained by the whānau. Whānau self review practices are contributing to ongoing improvement and growth which has a direct and positive impact on outcomes for children. Whānau know about the day to day operations of the kōhanga reo. They attend to emergent issues and concerns as they arise. There is regular reporting on strategic priorities which provides good information to whānau about progress and direction of the kōhanga reo for children.
Whānau have planned well their future priorities and are effectively reviewing regularly against these. Whānau make clear decisions and plan well to support children’s learning.
Key Next Steps
There is more potential for assessment information to show more about each child’s learning experiences, successes and outcomes. Kaimahi record information about what children do in a range of ways. However, they do not record what children are learning or what the emerging learning outcomes for children are. Kaimahi and whānau are yet to examine how they can build on existing assessment to include more considered accounts of children’s individual learning and their next steps.
Children’s learning programme is not regularly reviewed and reported. Kaimahi recognise that this is a next step to monitor the extent to which programmes, provisions for learning and practices impact positively on all learners, and their diverse learning needs.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO recommends that whānau improve self review to include regular reporting about the programme.
Conclusion
Te Kōhanga Reo o Arataki is located in Mount Maunganui. Children know te reo Māori me ona tikanga well and can communicate with others. Children thrive in a learning environment that encourages exploration and interaction with the world around them. The children’s learning and wellbeing is managed well by the whānau.
When is ERO likely to review the kōhanga reo again?
The next ERO review of Te Kōhanga Reo o Arataki will be in three years.
