1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provides important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Reporoa is located within Te Marae o Mātārae, in Reporoa. It was the first kōhanga reo to be established in the Tūwharetoa region, and affiliates to both Ngāti Tahu and Ngāti Whaoa. A significant change since the previous ERO report includes the resignation of their former kaiako.
The ERO November 2023 evaluation of Mana Whakahaere found whānau had established processes and systems to support mokopuna learning and wellbeing. Mokopuna overall development and care informed whānau collective decision making.
3 Evaluation Focus
How well do mokopuna show they are settled in their learning?
Mokopuna show their calm nature by actively participating in positive learning experiences.
4 Mana Mokopuna
Mokopuna experience learning that fosters whanaungatanga. Kaimahi interactions with mokopuna are carried out where concepts of ngākau māhaki, rangimārie and whakaute are practiced. Tuākana exhibit respect and are caring towards their tēina. Kaimahi employ questions, prompts, and hand actions to communicate with mokopuna as they play. Mokopuna enjoy singing pao and mōteatea demonstrating knowledge of their whakapapa connections. Pēpi use non-verbal gestures to convey their understanding. Kaimahi consistently praise mokopuna for their endeavours and successes.
Mokopuna are familiar with their settings and enjoy their whare kōhanga reo. They have easy access to a variety of resources that promotes development and caters to their interests. The outdoor learning environment encourages exploration and offers opportunities for mokopuna to engage with te taiao. Mokopuna appear happy, settled and enjoy the company of their peers.
Personnel matters are efficiently managed. Employment documentation includes individual employment agreements, clear position descriptions outlining kaimahi expected competencies and verified kaimahi safety checks. Self-appraisals contribute to growth and development of kaimahi. Regular earthquake drills are implemented to ensure mokopuna safety is prioritised. Mokopuna are the focus of whānau whakahaere practices.
Key Next Steps
Whānau and kaimahi shared their understanding of Children’s Act 2014 is limited. ERO agree that it is essential whānau and kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act. Mokopuna safety and wellbeing is prioritised.
Kaimahi acknowledge that te reo Māori requires improving. ERO agree that further training is important to strengthen kaimahi use of te reo Māori. Mokopuna learn te reo Māori when their environment is totally immersed in the Māori language.
5 Kōhanga Whānau Assurance on Legal Requirements
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
6 Recommendations
ERO and the kōhanga reo whānau developed the following recommendation for whānau:
- to actively support kaimahi in developing their te reo Māori capabilities
- and kaimahi engage in training to increase awareness and understanding of the Children’s Act 2014.

This report reflects their systems, operations and management practices. ERO reports provides important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Reporoa is located within Te Marae o Mātārae in Reporoa. It was the first kōhanga reo to be established in the Tūwharetoa region, and affiliates to both Ngāti Tahu and Ngāti Whaoa. The kōhanga reo is licensed for up to 15 mokopuna including up to six under two years.
3 Evaluation Focus
How well do whānau systems and processes actively foster the engagement of mokopuna in their learning?
Whānau systems and processes reinforce mokopuna participation and engagement in their learning.
4 Findings - Mana Whakahaere
Whānau have clear systems in place to manage operations. Whānau hui are well attended, recorded and purposeful. They meet regularly to discuss matters of interest and to make informed decisions. Whānau are currently reviewing policies and procedures to ensure they meet legislation. Clear information is gathered and documented in health and safety registers. Fire drills are practised regularly. Kaimahi regularly share what mokopuna are doing and learning with whānau and are encouraged to comment on mokopuna development. Whānau prioritise the wellbeing and engagement of mokopuna through monitoring and dedicated reporting.
The strategic plan is informed by Te Ara Tūāpae. This includes the vision and aspirations whānau hold for mokopuna. An action plan defines identified priorities and goals to ensure sustainability for the future. An annual plan identifies overall operational and administrative tasks and when these are to be completed. Mokopuna benefit from informed decision making that promotes sustainability.
Kaimahi collaboratively engage in the planning of the learning programme. Whānau are provided opportunities to contribute to planning. The māhere ako is detailed and includes annual, term and weekly plans to guide kaimahi and ensure the learning programme is focused. Mokopuna learning and progress is captured in portfolios. These acknowledge individual mokopuna learning and development overtime. Mokopuna learning is enhanced through collective kaimahi practices.
Key Next Steps
Programme evaluation requires strengthening. Kaimahi are developing their understanding of programme evaluation. Next steps are to document what worked well and what planning is required to improve and monitor the quality of the learning programme. Mokopuna would benefit from focussed approaches.
Earthquake drills have not been carried out. Whānau must ensure all requirements for earthquake drills are completed and recorded. Mokopuna safety is paramount.
Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available during the onsite visit.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection

physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:

ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

6 Recommendation
ERO and the kōhanga reo whānau recommends that whānau provide all relevant documentation for personnel matters be made available during the onsite visit and ensure earthquake drills are carried out on at least three-monthly basis.

1 Background
Introduction
A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
Terms of Reference
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

planning and evaluation – including planning, implementation and evaluation, self-review practices, staff appraisals, strategic planning, annual plan, personnel matters and health and safety
-
areas of non-compliance – including curriculum planning and implementation, programme evaluation, self-review practices, personnel management and staff appraisals, strategic and annual planning, police vetting processes, and procedures to monitor children at sleep times.

2 Context
Te Kōhanga Reo o Reporoa is located on Mātārae marae in Reporoa. The whānau have put an action plan in place to address the concerns identified in the October 2017 ERO report. Since that ERO review, there have been changes in staff. The former kaiako resigned and there are two new kaiāwhina. The whānau is committed to supporting ongoing improvements in the kōhanga reo and have addressed many of the issues in their previous ERO report.
3 Findings
Programme planning and evaluation processes are in place. The whānau ensure that the learning programme is planned and shared so that kaimahi and whānau are well informed. Discussions about the learning programme and its effectiveness are regular and well documented. Children’s experience a planned curriculum.
Self-review practices are improving. The whānau have made good progress since the previous ERO review. There is good attendance at whānau hui. The whānau refer to their annual plan during these hui and monitor their progress against key aspects of operations. The whānau are focussed on raising the quality of care for their children.
The whānau have implemented a strategic plan with long-term developmental goals. Their annual plan guides and monitors progress of annual activities. The whānau are focused on continual improvement with short-term and long-term sustainability in mind.
The whānau have addressed most areas of personnel management identified in the previous report. They have completed police vetting processes on all kaimahi as well as whānau members who are actively involved with the kōhanga reo. The whānau have implemented processes that support them to uphold their responsibilities as good employers.
The whānau have implemented correct sleeping and nappy changing procedures. The health and safety of children is paramount.
Key Next Steps
The appraisal of kaimahi remains an area for development. The whānau are not clear about the purpose of appraisal. It is time for the whānau to seek support to implement an appraisal process which affirms the strengths of each kaimahi and identifies further opportunities for professional growth and development.
Further work is required to ensure that children know the routines in the learning programme and can confidently move between activities during the day. At times children appeared uncertain about what they needed to do next in the learning programme. It is important that children are clear about what is required in the learning programme and that kaimahi are well prepared to support children to transition smoothly.
4 Recommendation
ERO and the kōhanga reo whānau developed the following recommendations:
- review and improve the appraisal process for kaimahi
- plan for smooth transitions for children across the learning programme.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Reporoa will be in three years.
