1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. The ERO reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Waihī is situated north of Tūrangi at Te Marae o Korohe. Mokopuna are of Ngāti Tūwharetoa descent, they are connected through whakapapa, hapū and iwi to each other, the kōhanga reo and marae.

3 Evaluation Focus

How well do mokopuna display confidence as learners?

Mokopuna are comfortable and confident learners.

4 Findings 

Mokopuna are comfortable and confident in their kōhanga. Well established routines mean mokopuna can independently prepare and contribute to daily activities. They are provided with opportunities to choose their learning and play activities. Relationships are positive and affirming. Tuākana naturally manaaki their tēina. Kaimahi demonstrate high levels of engagement and focus on the mokopuna. They constantly and consistently provide and model te reo Māori. Mokopuna confidently question and converse in te reo Māori with kaimahi and one another. Mokopuna are settled, engaged and happy.

Mokopuna experience a learning programme and mokopuna assessments are well prepared. Planning is well detailed. Annual, term and weekly plans provide clear guidance for kaimahi. Specific planning is in place for pēpi, tēina and tuākana groups catering to their needs and abilities. Te Whāriki, the seasons and atua Māori are the basis of planning documents. Kaimahi identify learning goals, resources, activities and external experiences relevant to each kaupapa. Early numeracy and literacy are deliberately planned for to develop mokopuna knowledge and skills to prepare for a smooth transition to kura. Whānau are encouraged to contribute to planning and the learning programme. Individual mokopuna files are in place. They show mokopuna progress overtime. Kaimahi share learning experiences and highlights through online social media platforms. Whānau acknowledge a definite growth and improvement in mokopuna confidence and te reo Māori with the current kaimahi team. Mokopuna are actively engaged in learning.

Whānau contribute to decision making to support mokopuna and kōhanga reo needs. A small ohu are responsible for ensuring whānau decisions is acted on and legislative requirements are met. The ohu utilise well the skills and capabilities of the wider whānau. Personnel documentation is managed, however, there are some incomplete aspects that require attention. While health and safety policies and procedures have not been reviewed, the procedures that are in place and followed responsibly by kaimahi are adequate for now. Whānau continue to build capability and make decisions to prioritise mokopuna learning.

Key Next Steps

Internal evaluation requires immediate attention and the following need urgent addressing:

  • that whānau carry out safety checking on all kaimahi who work with or has access to mokopuna as required of the Children’s Act 2014
  • the need to undertake an urgent review of daily hazard checks including daily documentation. Mokopuna wellbeing is prioritised when policies and procedures are in place
  • a strategic and action plan are not in place. The long-term goals of whānau and a plan to monitor the goals is yet to be developed. The sustainability of the kōhanga reo cannot be guaranteed
  • programme evaluation requires strengthening. While kaimahi discuss the learning programme at length these discussions are not recorded. Mokopuna benefit when planning is supported through a reflective approach.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children’s wellbeing: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

All kōhanga reo are required to promote children’s health and safety and to regularly review their compliance with legal requirements.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure all children’s workers who have access to children are safety checked in accordance with the Children’s Act 2014
    [Regulation 47 Education (Early Childhood Services] Regulations 2008; GMA7A Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]
  • ensure to review and update key health and safety policies to ensure all requirements for hazard checking are met and maintained for children 
    [Regulations 46 and 47 Education (Early Childhood Services) regulations 2008; HS12, Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

6 Recommendation

ERO recommend that the whānau continue to work alongside Te Tari-ā-rohe of Te Kōhanga Reo National Trust to address whānau whakahaere responsibilities and concerns in this report.

The Education Review Office (ERO) and Ngā Kura ā-Iwi (NKāI) are working together to capture the journey of learners beginning with kōhanga reo, who have experienced a Ngā Kura ā-Iwi education, Whāia Ngā Ara Painga Kia Angitu Ai.

Background

Te Kōhanga Reo o Waihī is based at Korohe Marae, north of Tūrangi. Children show they are proud of their whānau, hapu, iwi and marae connections. They are excited about learning and happy in the kōhanga reo. Children appreciate and value learning te reo Māori. Learning programmes are focussed on children and their learning interests.

It started from kōhanga reo, our whole Māori journey.

It was quite a breeze to go from taitamariki into taiohi and into wharekura.

That’s where the haka and music side of me started rolling and that’s kind of where I found out where I wanted to be, what I wanted to do.

It’s another home.

I love that kura, it’s with my whānau.

I feed the principles of this kura to these kids.

It was very Māori. Tikanga marae was embedded.

1 Context

Te Kōhanga Reo o Waihī has relocated to the Korohe Marae, north of Tūrangi. The reason for the relocation is due to health and safety issues identified on the original site, at Waihi. Children and whānau affiliate to the Korohe Marae.

Whānau manage the kōhanga reo and daily operations well. Whānau and kaimahi focus on ongoing improvements to meet the needs of their children.

2 The Review Findings

How well do children show their understanding of whakapapa?

Children show they are proud of their whānau, hapū, iwi and marae connections.

Mana Atua

Children are confident in their learning environment. They are familiar with kōhanga reo routines and tikanga pertaining to formal and informal learning times. Kaimahi organise areas and resources to encourage children to make choices in their learning. Displays of children’s art work and photos of kōhanga reo events show them learning about atua Māori. The kōhanga reo setting provides children with the opportunity to learn about tikanga and kawa of their marae. Children are excited about learning.

Children enjoy positive interactions with others. Kaimahi have established positive rapport with children. The older children care for and enjoy interacting with the babies as tuakana, teina. Karakia and waiata about atua Māori help children to understand manaaki and tiaki. Kaimahi support children to learn leadership roles and responsibilities. Kaumātua enjoy the relationships they have with their mokopuna. Children are happy at the kōhanga reo.

Children are surrounded by te reo Māori. They encourage each other to speak te reo Māori. Kaimahi clearly communicate with children. They model good quality te reo Māori for children, whānau and others. Kaimahi use a range of strategies that focus on learning te reo Māori. Some children show confidence to use te reo Māori spontaneously. Children appreciate and value learning te reo Māori.

Planning and Evaluation

Children participate in a purposefully planned learning programme. Kaimahi have clear processes to guide programme planning. They identify children’s learning activities, resources for activities and strategies for the delivery of programme content. Whānau are encouraged to contribute to planning. Children enjoy learning.

Children are the focus for ongoing improvement. Whānau and kaimahi regularly meet to review kōhanga operations. Internal evaluation supports whānau to maintain a focus on legislative requirements and the quality of children’s learning. Whānau have implemented a reporting system to show progress towards meeting their priorities.

Children’s development and wellbeing informs the kōhanga reo strategic direction. Te Ara Tūāpae framework is used to guide strategic planning. Whānau set annual goals to support them to monitor their progress. Reporting systems enable whānau to monitor appropriate resourcing allocations that support children’s development. Children’s interests and needs are a priority.

Key Next Steps

Assessment practices are developing. Whilst kaimahi gather information about what individual children do, these are not linked to their learning outcomes. Children’s assessment information does not accurately reflect their progress and development.
